PERFORMANCE WORK STATEMENT
PULSED LIGHT DETECTION AND RANGING (LIDAR) SYSTEMS ENGINEERING AND ANALYSIS SUPPORT SERVICES
1. BACKGROUND:
Since the FAA wake turbulence program introduced its near-term, mid-term and far-term phased approach in wake turbulence in 2004, the Volpe Center has since been given the responsibility to collect, process, and analyze wake turbulence data to support the design of wake mitigation solutions for its NextGen effort. In recent years, Volpe Center has conducted wake turbulence data collection campaigns using Pulsed Light Detection And Ranging (LIDAR) to gather wake vortex data at airports such as Atlanta GA (ATL), San Francisco CA (SFO), Houston TX (IAH), St Louis, MO (STL), Frankfurt, Germany (FRA), Kennedy, NY (JFK) and Denver, CO (DEN). The Volpe Center also contributed significantly in the data analysis leading to the change in wake turbulence procedure of FAA’s Air Traffic Organization Policy Order 7110.308 and re-classification of Boeing B757 wake class, as well as the pending Wake Turbulence Mitigated Departure (WTMD) and international single runway separation standard re-categorization, just to name a few. The common thread with all of these projects is the LMCT pulsed LIDARs; the backbone of the data collection campaigns.
The pulsed LIDAR system is a compact, mobile, electro-optical, scanning, pulsed, coherent Doppler system for providing high temporal- and spatial-resolution wind field measurements. With an additional specialized software module for processing wake vortex information, the pulsed LIDAR can then detect, track and characterize aircraft wake vortices. The system provides measurement of the range, height, and strength of the scanned aircraft wakes through backscatter of the laser energy from particulates and aerosols trapped within the wake. The high resolution Doppler shifting measurement capability, which allows detection of velocity variations within the wake structure, coupled with the wake vortex processing algorithm, forms the basis of the system’s ability to provide wake vortex measurements. The Volpe Center has deployed pulsed LIDARs to a dozen airports in the past twenty years in order to collect data on characteristics of the wake behavior. As a result, the separation rule has been modified for closely spaced parallel runways, the Airbus A380 and Boeing B757 revised separation rules have been approved, and the NextGen implementation plan is built on top of these achievements to gain airport capacities effectively and safely.
This pulsed LIDAR engineering and analysis support services procurement action is a continuation of the prior Indefinite Delivery, Indefinite Quantity (IDIQ) Contract No. DTRT57-05-D-30101 to provide the Government with competent, knowledgeable, and experienced assistance for:
· The operation and maintenance of the Government owned pulsed LIDAR currently deployed at SFO, ATL, JFK and STL as part of the FAA sponsored data collection effort;
· The deployment, installation, operation, repair and shipping, and maintenance of the currently owned pulsed LIDARs by the Government for future data collection activities;
· The deployment, installation, operation, repair and shipping, and maintenance of pulsed LIDARs that may be required by the Government for future data collection activities;
· Component replacement and upgrade, as well as the operating software modification necessary to support specialized and complicated scan patterns if and where deemed necessary;
· The processing and analysis of data acquired by the various pulsed LIDARs currently deployed and those to be deployed at other airports or test sites; and
· The development of more advanced and accurate wake detection and data processing algorithms, particularly in the area of wake circulation strength estimates.
This IDIQ procurement action to acquire this engineering and technical support is designed to meet the test requirements of the wake turbulence investigations over the next five years under the NextGen implementation plan. The Volpe Center is initiating this procurement in order to have the capability of redeploying pulsed LIDARs as required.

3.2 SYSTEM MODIFICATION TASK
3.2.1 Task Inclusions
As pulsed LIDAR systems and their capabilities evolve, it may become advantageous to the Government to retrofit existing deployed systems with appropriate advanced technical hardware and software. This will involve determining the modifications to be implemented and developing and implementing enhancements to deployed systems to meet the evolving requirements and mission needs of the Government.
The pulsed LIDAR is an intensive and extensive data acquisition and processing instrument. Since industry development of computer hardware and software is dynamic in nature, with significant improvements occurring frequently, if not with some regularity, vigilance of these technical advances must be maintained in order to improve, both in terms of speed and capacity, the data acquisition and processing capabilities of the pulsed LIDAR. As more advanced applicable systems or subsystems, either hardware or software, are demonstrated by proof-of-operation to better meet the Government’s wake measurement requirements, the Contractor shall, retrofit existing pulsed LIDARs. This activity may comprise any of the following elements:
· Reviewing the current state of the art in pulsed LIDAR hardware and software technology;
· Determining the improvements to be obtained to the capabilities of existing deployed pulsed LIDARs;
· Defining an approach to enhancing existing pulsed LIDARs;
· Implementing those improvements in pulsed LIDAR capabilities that will improve their applicability to that specific application; and

In addition to technical performance requirements that will specify form, fit, and function expected of the completed Contractors activity or during the progress of the activity, there will also be specific administrative requirements in addition to the Monthly Report.
3.3 SYSTEM ANALYSIS TASK
3.3.1 Task Inclusions
Systems analysis applies primarily to aspects of pulsed LIDAR systems, both hardware and software. However, the primary area of interest in this section is the process to optimize the wake data processing algorithm.
The pulsed LIDAR interprets reflected laser energy as coming from hard objects (i.e., aircraft, ground clutter, etc.), weather sources, or wakes. The first level of processing is to establish the distinction among these possibilities. Once a wake is declared, the returned laser energy must be interpreted based on state-of-the-art knowledge of wake characteristics and behavior. This interpretation takes place through application of the wake algorithm. As additional knowledge of wake characteristics and behavior is acquired, modification of the wake algorithm may be necessary. Therefore, typical activities to be conducted under this task fall into the following areas:
· Development, enhancement, and modification of wake processing algorithms and resultant software and hardware both to adapt to the specific requirements of an airport, its configuration, and topography and to improve algorithmic processing of pulsed LIDAR data commensurate with improved understanding of wake behavior;
· Development of draft standards to guide the hardware, firmware, and software development process for specific airport installations; and
· Data processing and analysis and methods to evaluate the effectiveness of concurrently implemented or proposed data processing methods and analysis.
3.3.2 Task Statement
Once this Task is initiated, the Contractor will submit a plan for the specifics System Analysis based upon a specific set of performance requirements and metrics provided by the Government. Upon Government approval of the plan, the Contractor will conduct the System Analysis activities in accordance with the approved plan.
3.3.3 Task Performance
As part of all Task Orders issued under this System Analysis Task, a number of Government performance requirements and metrics will be included. A detailed discussion of performance requirements and metrics appears in Section 3.6.1, as found in the complete PWS, including a sample Task Order. In addition to technical performance requirements that will specify form, fit, and function expected of the completed Contractors activity or during the progress of the activity, there will also be specific administrative requirements in addition to the Monthly Report.
3.4 DATA PROCESSING AND ANALYSIS TASK
3.4.1 Task Inclusions
The analysis to be conducted under this section is specifically directed toward the data acquired during the course of an airport or test site deployment. The expectation is that pulsed LIDARs will be deployed at various airports for extended periods of time. Given that the amount of data generated by a pulsed LIDAR in a test environment is quite extensive, the task of processing the data acquired will be intensive in order to provide timely input to the subsequent data analysis tasks.
The processing and analysis requirements of any test program will be developed as part of an initial assessment of the test requirements to meet the objectives of any test deployment. Instrumentation deployment and the nature of the data acquisition, processing, and analysis will be dictated by those test requirements.
This task, when invoked, will typically involve the some or all of the following activities specifically tailored to meet the objectives of the test program:
· Processing raw pulsed LIDAR data to create aircraft run files;
· Processing the aircraft run file data to produce three dimensional wake location and estimates of wake strength;
· Converting the processed data into a format consistent with the input requirements of the database used to store wake data; and
· Analysis of the stored data to obtain the wake statistics necessary to meet the objectives of the test program.
3.4.2 Task Statement
Once this Task is initiated, the Contractor will submit a plan for the specifics System Analysis based upon a specific set of performance requirements and metrics provided by the Government. Upon Government approval of the plan, the Contractor will conduct the System Analysis activities in accordance with the approved plan.
3.4.3 Task Performance

Sample Task Orders Task A: Artifact Removal for Wake Vortex Detection and Tracking
Task A of this Task Order is to be conducted under the authority of the System Analysis Task, Section 3.3 of the IDIQ SOW.
Task A Description
Based on the experience in St Louis where pulsed LIDAR measurements are made in populated urban setting, artifact removal techniques are needed to provide additional enhancement of the vortex track output. These artifact removal techniques are to address the following two types of artifacts in the pulsed LIDAR raw signal: (1). Clutter from ground, trees, hills, buildings, etc., and (2) “Big-Bang”, where the transmit pulse scatters off the stationary optics and is an issue when measurements are made near the 1200-foot minimum standoff distance using the standard system specification. The Contractor will first assess the need to invoke these additional advanced artifact removal processing techniques. Upon obtaining the consensus of the Government team, the Contractor will then implement and refine these additional artifact removal techniques. These artifact removal processing techniques shall ultimately be integrated into the real-time and off-line pulsed LIDAR wake vortex software suites in the field and at the Volpe Center.
Task A Performance Requirements
Within fifteen days of Task Order award, the Contractor shall provide an MS PowerPoint briefing to the Government that illustrates the final recommendation on the need to implement advanced artifact removal processing. As part of the presentation, the Contractor shall provide animations of the raw pulsed LIDAR data revealing clutter and “big-bang” related features in the data and assess what impact they have on the test objectives of the Government research.
The Task Order Contracting Officers Technical Representative (TOCOTR) and the Government team will make the final evaluation on Contractor’s finding. If a decision is made by the Government team to implement the artifact removal techniques, The Contractor shall provide a plan of implementation describing the estimated cost, schedule and staff commitments required by the Contractor to conduct and complete the Task.
At the end of the Task, the Contractor shall provide the TOCOTR and the Government team with a Draft Final Report supplemented with an MS PowerPoint briefing illustrating the “before-after” results of the artifact removal processing. The Draft report is to also contain a comparison of projected cost versus actual cost and schedule conformance.
The Contractor shall demonstrate the effectiveness of the improved techniques by providing the animation of the pulsed LIDAR likelihood wake detection plots superimposed with processed output wake tracks.
The finalized real-time and off-line wake vortex processing software, with the artifact removal techniques implemented, is to be installed by the Contractor in the field units as well as the processing network at the Volpe Center. The TOCOTR and the Government team will verify that the software and the appropriate processing parameters are implemented in the field as well as at Volpe.
