ANSWERS TO QUESTIONS

USDOT RFP DTOS5914R00322

1. I am hoping to find out if there is an incumbent contractor currently performing these services. If so, could I please find out the contractor name and contract number? Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?

Response: The incumbent contract, DTOS59-11-C-00431, is with vendor Sabre, Inc.

The total value of the contract over a three year period is $233,135.00

2. The header of Section B.1 on page 2 says the Performance Period is September 1, 2015 through September 19, 2015. We believe this should say October 1, 2014 through September 30, 2015. Please confirm.

Response: The base Period of Performance should read October 1, 2014 through September 30, 2015. An amended RFP/Solicitation has been posted with the corrected base Period of Performance.

3. Section C.1 on page 3 says that the software will be used by multiple users. Can you please specify how many active users will there be (i.e., number of users utilizing the system and/or software at any one time)?

Response: Approximately 10 users. No more than 5 users at any one time

4. Section C.1 on page 3 says that a demonstration shall be made available. Please describe the nature, content, duration, and timing of these demonstrations.

Response: A demonstration displaying the flight schedule for a specific airline (or multiple schedules) from a historical and future schedule to origins and destinations. For example, display American Airlines nonstop flight schedule on June 1, 2013. Also, display that same flight schedule for next week (in the future). Content should include all detail such as flight number, time of day, equipment type, etc. The duration shall be one hour and the timing shall be prior to contract award. Demonstrations can be a slide presentation sent to DOT, step by step screen shot displays, an online demo via a website, or a live presentation, schedule permitting.

5. Section E.3.1.4 on page 26 says offerors must complete a GPAT template. We understand from the Table of Contents the GPAT is “attachment D: GPAT for software application;” however, the document included with the solicitation is GPAT for web application. Please confirm these are the same document.

Response: The GPAT is a web application. The Table of Contents has been revised to reflect Government Product Accessibility Template. An amended RFP/Solicitation has been posted with the corrected information.

6. Following question 5 above, can you provide definitions or offer more detailed instructions on completing attachment D: GPAT?

Response: The Government requests each offeror respond to each technical standard in the GPAT and provide explanations as to whether their product fully, partially, does not meet, or is not applicable the standard. The current Section 508 standards can be found at http://www.access-board.gov/guidelines-and-standards/communications-and-it/about-the-section-508-standards/section-508-standards
