Request for Proposal: DTNH22-17-R-00001 Compliance Testing of Rear Impact Guards to FMVSS No. 223
1. Question:
Is it NHTSA’s expectation that Offerors include the cost of rear impact guards (that will be tested) in its
Cost Proposal or will the Government provide the material(s) for the tests?
Answer:
No. Offerors should not include the costs of the rear impact guards (that will be tested) in their cost proposals. The cost of the rear impact guards will be funded under the cost reimbursement CLINs for contractor purchased test items (CPTI). The costs for CPTI will be unknown until NHTSA selects the test samples. However, for the purposes of price evaluation, NHTSA has provided a default amount for CPTI for all performance years. This default amount should be incorporated in your price proposal and included in the final totals for each performance year.
2. Question:
If the materials are not Government furnished, should the estimated costs be proposed within the cost of the test or under reimbursement for Contractor Provided Test Items (CPTI)?
Answer:
See answer to Question 1.
