1. Question: Instruction Section L.7 “Proposal Content” It is stated that Standard Form 33 must be submitted as a completed, unbound copy with original signatures. Does this mean that it must be delivered as a hard paper copy, as opposed to scanning it and submitting it electronically within the technical proposal? (page 44 of RFP)

NHTSA Response: It can be delivered electronically within the cost proposal as a scanned copy.

2. Question: Descriptions/Specifications/SOW C.1 “Background” Under “Project

Objectives,” the 4th objective states, “To test the assessment process manual and measurement tool in two to three communities.” Do NHTSA have communities in mind, or is the Offeror allowed to suggest communities in the technical proposal?

NHTSA Response: NHTSA has not identified any specific communities. We anticipate that the criteria for selection would stem from the development of the process manual and measurement tool.

3. Question: Specific Requirements Section C.4 “Project Meetings” (SR C.4.2) This section states that the Kick-Off and other meetings may be held at an agreed upon place, either in person, phone, or web based. Location and mode of meeting would impact proposed budget in the Business Proposal. Section L.10 states under the Travel heading that “The Offeror shall list any assumptions made in calculating travel costs.” Does this mean we should budget as if we will travel to an in-person meeting?

NHTSA Response: Yes, to avoid budget shortfall, the offeror should calculate for the highest cost meeting scenario (in-person).

4. Question: What is the anticipated start date of the project?

NHTSA Response: It is anticipated that this Contract will be awarded by the end of September 2016.

5. Question: Section C Description/Specifications/Statement of Work (Pages 4 - 5)

Please expand on NHTSA’s definition of behavioral safety with regard to this project.

Does it include driver behavior? What about environmental conditions such as infrastructure/roadway design?

NHTSA Response: Behavioral safety refers to that of the safety actions of people, including drivers. However, environmental conditions that affect behavior may be an element considered.

6. Question: Section C.4 Specific Requirements (Pages 6 - 10) What is the anticipated level of effort, in terms of the total number of hours, for this project?

NHTSA Response: The performance period is 18 months. The Offeror should consider based on their experience the level of effort needed to meet the objectives.

7. Question: Section G.6 Contracting Officer Representative (Page 18) Has the

Contracting Officer Representative (COR) from NHTSA been identified yet, and if so who will it be?

NHTSA Response: NHTSA does not release such information prior to award.

8. Question: Section G.6 Contracting Officer Representative (Page 18) Please explain the role and level of effort anticipated for the COR.

NHTSA Response: The role of the COR is detailed in Section G.6 Contracting Officer Representative.

9. Question: Section L.6 General Information Part 1. Small Business Set-Aside (Page

44) Does the Small Business Set Aside also apply to subconsultants – that is, must all subs have fewer than 500 employees to be eligible to team on this?

NHTSA Response: No. It applies only to the awardee.

10. Question: Section L.7 Proposal Content (page 44) We understand Form a. Standard

Form 33 is to be submitted in the business proposal. Please clarify if forms b-d are to be submitted in the technical or business proposal.

NHTSA Response: All referenced documents shall be submitted with the business proposal.

11. Question: Section L.9 Part VI Corporate Experience and Past Performance (Page

48) The minimum number of references and past performance questionnaires is three (3).

Please clarify if that is per firm or three (3) for the entire team, including subconsultants.

NHTSA Response: This minimum number of references and past performance questionnaires applies to the proposed team.
