Questions & Responses for NHTSA Request for Proposal (RFP) Solicitation

DTNH2216R00036

Examine the Feasibility of a Standardized Field Test for

Marijuana Impairment: Laboratory Evaluation

1 | P a g e

1. Question: Page 14, Section C.5.9 entitled “Submit Draft Final Report” and Pages 18-20

Sections C.5.15 – C.5.18 entitled “Optional Tasks C-F entitled “Add Additional Participants.”

Given that the solicitation asks for provision of information on validity, specificity, sensitivity and reliability, we are curious as to how this could be accomplished with only 12 subjects? For example is it permitted to run the same 12 subjects multiple times under different conditions?

Response:

Offerors should propose the methods believed necessary to accomplish the main objectives.

Twelve participants is a starting point (note: there are increments of 12 participants that NHTSA may exercise as optional tasks). NHTSA would suggest that the offeror first describe what can be accomplished with 12 participants (e.g., the participants are run through multiple conditions or tests). Offerors should also feel free to suggest what can be accomplished by having a larger n for the base study. Offerors need to also account for how the additional participants in the

Optional Tasks (C-F) would be used in the study.

2. Question: How is it possible to determine the identities of the other investigators (offerors) responding to this solicitation?

NHTSA can’t determine the identity of other investigators (offerors responding to this solicitation until proposals have been received.

3. Question: Page 54, Section L.1 entitled: “Solicitation Provisions Incorporated by

Reference”. FAR Clause 52.204-7 entitled “System for Award Management (SAM). How do we register to apply?

Response:

Vendor shall be registered in System for Award Management (SAM) to do business with the

Federal Government. This process must be completed before contract. The System for Award

Management (SAM) is the official U.S. Government system that consolidated the capabilities of

Central Contractor Registration (CCR)/Federal Register, Online Representations and

Certifications Application (ORCA) and Excluded Parties List Systems (EPLS). There is NO

FEE to register for this site. Entities may register at no cost directly from the below website.

There is no deadline but before an award can be made under this solicitation the offeror must be register in System Award for Management (SAM) to do business with the Federal Government.

5. Question: Page 5 Section C.1 entitled “Background” of the Request for Proposal, 5 test domains are listed. Two paragraphs later there is the statement:

"This project, Phase II, covers only the laboratory evaluation of tests within the above domains that NHTSA will select".

Does this mean that the NHTSA has already selected the specific tests that the contractor will evaluate?

Or does it mean that the “the domains” have been selected (as listed) by NHTSA, and that applicants must propose specific tests that fall under those domains in their application?

Related: Did the Phase 1 result in the identification of specific tests that fall under each of the domains, or are the domains themselves the end product of the Phase component of the overall project?

Phase I did result in the identification of specific tests that fall under each of the domains listed in the RFP. NHTSA has not released the list of tests identified in Phase I. NHTSA will select the tests that will go forward for testing in Phase II.
