“Fatigue in Emergency Medical Services (EMS) System

1. Page 4, B.3 Principal Investigator/Program Manager: Our strategy involves task assignments split between a Principal Investigator” (PI) and a “Program Manager”, the latter of which would manage tasks listed in the paragraph with the combined title such as “plans and budgets the contract…and serves as the main point of contact with the NHTSA COR…” and tasks listed under the Research Assistant related to meeting logistics management and monthly report writing while the PI focuses on the project scientific methodology, research design, directing statistical analysis, etc. Would this approach disqualify our application by modifying the labor category titles included on the price schedule provided under section B.4?

NHTSA’s Response: No, however, the Offeror, should provide the level of effort for the proposed categories.

2. Page 8, B.4.2 Base Period (Year 2): The header reads “...prices shall be in effect from the end of the “Base Period (Year 1)” through fourteen (14) months thereafter.” Does this mean that expenses can be incurred during months 13 and 14 only for Item Number 16, Task Number C.3.12 listed on page 24 (i.e., a Stakeholder Conference Presentation)? Or can other labor categories, direct and indirect costs during months 13 and 14 in support of that task be budgeted and invoiced as well?

NHTSA’s Response: Other labor categories, direct and indirect costs during months 13 and 14 in support of that task shall be budgeted and invoiced.

3. Page 18, C.3.8: Final Briefing states “within 20 months of award” but on page 24 item no. 12 task C.3.8 states “within 2 weeks from receipt” which would be 19 months and 2 weeks ACA.

Can you confirm that the item no. 12 due date on page 24 should read “within 20 months of award”?

NHTSA’s Response: Item no. 12 due date on page 24 should read “within 20 months of award”.

4. Page 19, C.3.13: Optional Task 1: Dissemination states that the “task shall be completed within 36 months of execution but on page 23 F.2.2 it states “24 months” and on page 24 item no. 17 task C.3.13 it states “within 24 months of execution”. Please advise which is correct.

NHTSA’s Response: Within 24 months

5. Page 19, C.3.14: Optional Task 2: Experimental study states that “a letter report shall be completed and submitted to the COR within 36 months of execution” but on page 23 F.2.3 Optional Task C.3.14 it states “shall be completed within thirty---two (24) months” (emphasis added) and on page 24 item no. 18 task C.3.14 it states “within 24 months of execution”. The offeror maintains that task completion within 24 months ACA is impossible if expected to be performed in an academically acceptable manner; 32 months is reasonable and 36 months is ideal. Please advise what the actual due date is.

NHTSA’s Response: Within 36 months

6. Page 19, C.3.15: Optional Task 3: Develop a scheduling tool states that it “shall be completed and delivered to the COR within 36 months of execution” but on page 23 F.2.4 Optional Task C.3.15 it states “shall be completed within thirty---two (24) months (emphasis added) and on page 24 item no.

NHTSA’s Response: Within 36 months

7. Page 41, Section J: The List of Attachments includes “Past Performance Questionnaire”, “Subcontractor Checklist”, and “Responsibility Questionnaire”. These attachments are not listed in L.6.1 Required Forms, L.6.2 Technical Proposal major sections, nor L.6.3 Business Management Proposal parts. Please clarify where these attachments should be included, or if they are optional.

NHTSA’s Response: J.2 – J.4 shall be included as part of the Technical Proposal.

8. Page 53, L6.3.a: Price Schedules indicates that the Price Schedules cited in Section B (page 7) shall be used for the Business Management Proposal. These tables only include Materials and Supplies, Travel, and Equipment. Is it appropriate to create a new table to include rent, project accounting, communication/IT support, classify these costs as 'Other Direct', or to include them in the Indirect Rate?

NHTSA’s Response: The Offeror shall submit the Price Schedules to include the total estimated ODC’s.
