Title: Law Enforcement Liaison Support for Region 6 Texas, New Mexico, Oklahoma, Louisiana, Mississippi, SECTION C – DESCRIPTION/ SPECIFICATIONS/ WORK STATEMENT

Law Enforcement Liaison

C.1 BACKGROUND:

The Secretary of Transportation is authorized to cooperate with Congress, the States, and other interested parties to develop initiatives to increase safety belt use and reduce the incidence of impaired driving. The National Highway Traffic Safety Administration

(NHTSA) has established ambitious goals for these initiatives, a safety belt usage goal of

86 percent, and a reduction of alcohol related fatalities to 39 percent by 2013. These challenging goals can only be met with the full cooperation of law enforcement agencies, working together during identified mobilization and crackdown periods throughout the year and coupled with a sustained publicity campaign. Local agencies and associations are familiar with this effort and can assist in delivering a strong public message resulting in an effective campaign.

The models for the enforcement components of the national campaign plans include

“Click It Or Ticket” (CIOT) for safety belt enforcement about the necessity of safety belt use and an impaired driving program referred to as “the Crackdown.” The impaired driving campaign was unveiled for the August/September 2006 Crackdown. It sent strong messages throughout the nation, states, and local communities to discourage impaired driving and increase the threat of arrest/citation for those disobeying impaired driving laws. To encourage law enforcement agencies to actively engage in highway traffic safety activities, NHTSA initiated the Data Driven Approaches to Crime and

Traffic Safety (DDACTS) model. The Regional LELs have taken the lead in promoting this tool to local law enforcement agencies by showcasing the benefits of adopting this operational model as a means to increase traffic enforcement during mobilizations and other deployment periods while deterring crime in their localities.

The strategies to reach these goals are:

Establishing a national traffic safety agenda.

Marketing the value of High Visibility Enforcement (HVE) campaigns, such as the

CIOT, Impaired Driving, or any other national initiative/priority.

Encouraging state and local law enforcement to conduct periodic, highly visible, enhanced enforcement of seat belt use and impaired driving laws using selective traffic enforcement strategies.

Marketing the DDACTS model and encouraging law enforcement agencies in Texas, New Mexico, Oklahoma, Louisiana, Mississippi, and the Indian Nations to adopt the operational concept for increasing traffic enforcement.

Title: Law Enforcement Liaison Support for Region 6 Texas, New Mexico, Oklahoma, Louisiana, Mississippi, Encouraging law enforcement to work with health care providers and others to promote occupant protection and impaired driving prevention with the media and enforcement entities wherever possible.

The objective of this solicitation is to procure technical assistance for traffic safety law enforcement outreach. This assistance is for NHTSA’s Region 6 office and the region’s state highway safety offices and their traffic safety partners in Texas, New Mexico, Oklahoma, Louisiana, Mississippi, and the Indian Nations.

The contractor shall provide technical assistance to increase and strengthen the states’ of Texas, New Mexico, Oklahoma, Louisiana, Mississippi, and the Indian Nations law enforcement efforts focused on traffic safety. Much of the contractor’s activities will be proactive – that is reaching out to law enforcement contacts to engage them in NHTSA’s programs and to provide technical assistance. The contractor’s efforts shall include:

Encouraging law enforcement agencies to increase and expand traffic safety enforcement, especially high visibility enforcement, across the year.

Encouraging agencies to improve their ability to plan and execute enforcement based on a data-driven approach of knowing where and when motor vehicle crashes and fatalities occur.

Assisting NHTSA in organizing law enforcement-related events occurring in one of the region’s states.
