SECTION C - DESCRIPTION, SPECIFICATION,
WORK STATEMENT
C.1 BACKGROUND
Federal Motor Vehicle Safety Standard (FMVSS) No. 304, " Compressed Natural Gas (CNG)Fuel Container Integrity ", applies to motor vehicles designed to store CNG as motor fuel in the vehicle. The standard was created to reduce the number of deaths and serious injuries that occur from CNG leakages during motor vehicle accidents. It includes testing provisions which are necessary to determine whether a fuel storage system meets those performance requirements.
The test provisions include a pressure cycling test which simulates container fatigue resulting from in-use refueling, a hydrostatic burst test which determines whether or not a container meets the minimum strength requirements set forth in FMVSS No. 304, and bonfire tests which determine the resistance to rupture of a container as a result of exposure to a fire and a labeling requirement.
NHTSA’s Office of Vehicle Safety Compliance established a program to monitor compliance with FMVSS No. 304. A part of this program requires testing at an independent laboratory to verify that the performance requirements of FMVSS No. 304 are being met. Every year NHTSA procures CNG tanks from manufacturers and ships them to an independent laboratory under contract with NHTSA to test them for compliance with FMVSS No. 304.
C.2 PURPOSE
The purpose of this contract is to procure test and inspection services to determine whether CNG tanks for use in motor vehicles comply with the requirements of FMVSS No.304.
C.3 GENERAL REQUIREMENTS
The Contractor shall furnish the necessary qualified technical personnel, facilities and equipment to perform inspection and compliance testing services necessary to determine conformance of sample with the requirements of Federal Motor Vehicle Safety Standard No.304. The contractor shall provide reporting services in conjunction with the inspection and compliance testing services.
Testing to be conducted and test items required per test are as outlined in the OVSC Laboratory Test Procedure No. TP-304-03. The government will evaluate proposals for any or all of the test provisions required in TP-304-03. Costs associated with test item procurement, inspection, testing, test report preparation and delivery, and safe keeping of the test items are to be included in the proposed price.
C.4 SPECIFIC REQUIREMENTS
C.4.1 Inspections and Tests

The Contractor shall begin inspections and testing as soon as possible after Delivery Order award according to the schedule specified in Section F.5 of this contract. The Contractor shall conduct the specified tests in accordance with the procedures specified in Section C.5.
The Contractor shall complete this testing and the associated inspections within the time allotted in the Testing Schedule, Section F.5, and shall submit reports for each model tested as required by the Schedule.
C.4.2 Purchase of Test Items
The COTR will place a delivery order each time test items are required. The Contractor shall complete all transactions required to purchase the test items, including but not limited to, placing an order for the test items with the suggested source, providing the supplier special order instructions as needed, verifying that the correct type and quantity of test items are received for each delivery order placed, and completing full payment with the appropriate source for the test items purchased.

C.5 TEST PROCEDURES
(a) The contractor shall perform all work in accordance with the testing requirements of Federal Motor Vehicle Safety Standard (FMVSS) No.304 "Compressed Natural Gas (CNG) Fuel Container Integrity" and the Office of Vehicle Safety Compliance document TP-304-03, "Laboratory Test Procedure for FMVSS No.304 Compressed Natural Gas (CNG) Fuel Container Integrity”, dated December 8, 2003. The text of FMVSS No. 304 takes precedence over any conflicts or apparent ambiguities discovered as a result of using the OVSC’s test procedure.
(b) The OVSC Test Procedure TP-304-03 is attached (Section J) and is made part of this contract.
(c) Any test procedures used by the Contractor which are "in-house" procedures or which are different from the OVSC Test Procedure as defined above will be referred to hereinafter as "Contractor Test Procedure".
C.6 TEST ITEMS/MODELS

(c) The Contractor shall notify the COTR of the receipt of the purchased test items. The Contractor shall retain all documents for each test item until disposition instructions are provided by the COTR.
(d) The Government will determine which models of CNG tanks are to be tested and will issue delivery orders for those specific types or models of CNG tanks planned for testing.
The Contractor shall not substitute test items without approval from the COTR.
C.7 MEASUREMENT AND TEST EQUIPMENT
(a) All measurement and test equipment and standards used in the performance of services under this contract shall be labeled with the following information:
