SECTION C – DESCRIPTION / SPECIFICATION / WORK STATEMENT
C.1 BACKGROUND
The New Car Assessment Program (NCAP) is a consumer information program. Its major goals are: (1) to provide consumers with relative safety rating information to assist them in their vehicle purchasing decisions and (2) to motivate automobile manufacturers to design vehicles to a higher level of occupant protection by using market forces. NCAP requires that test results be released to the public as quickly as possible so that consumers can use this information in their vehicle-purchasing decisions. In addition, the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) requires new passenger vehicles to be labeled with safety rating information published by National Highway Traffic Safety Administration (NHTSA). The work described in this effort will enable the agency to meet its mission by assuring that motor vehicles meet the requirements of the consumer information program.
C.2 GENERAL REQUIREMENTS
a. The Contractor shall provide qualified personnel, facilities, services, materials, supplies, and equipments, except government furnished properties, necessary to perform the inspection, testing and reporting services for the Frontal Crash Testing for New Car Assessment Program (NCAP) including child dummy testing and rear seat testing.
b. The Contractor shall participate with the COTR in a kick-off meeting via conference call to review the contract details, performance, and deliverables within 14 calendar days after contract award.
c. The Contractor shall provide engineering services to perform full-scale vehicle frontal impact tests into a flat rigid barrier and a static rollover as specified in FMVSS No. 301; Fuel System Integrity. A vehicle crash test is a complex dynamic event. Its complexity comes from the many elements involved in conducting the test, which can include but are not limited to:
| 1. | The dynamic interaction of vehicle components during the test, e.g., crushing of structure, intrusion into the occupants' compartment, loading of the restraint system (belts and/or air bags) by the test dummy, etc. |
| 2. | Calibrations of test dummies and test equipments, e.g., accelerometers, data acquisition system (conditioners, amplifiers, transmission lines) and data recording devices |
| 3. | Performance of the test equipments during the dynamic crash, e.g., uniformity and stability of power supply system, loose connectors, electrical interferences (noises generated by the measuring circuits and external sources), etc. |
| 4. | Vehicle preparation, vehicle impact speed control, and vehicle towing system and procedure. |
| 5. | Test dummy seating procedures, safety belt system placement on the dummy, seat location and seat back angle, etc. |
d. The Contractor shall have experienced staff capable to perform dynamic testing per the Frontal Impact Barrier Test procedure.
C.3 TEST PROCEDURE (SCOPE OF WORK)
C.3.1 LABORATORY TEST PROCEDURE
The full scale production vehicle tests shall be conducted in accordance with the test procedures (Laboratory Frontal Test Procedure - New Car Assessment Program Frontal Impact Testing, June 2011). The test procedures are included in Section J, List of Laboratory Test Procedures (TPs).
The agency updates the required testing procedures periodically (usually on an annual basis). The Contractor shall be required to conduct testing using any updated testing procedures in place at the time of testing. The COTR will provide the Contractor with any updated test procedures.
C.3.2 DATA ACQUISITION SYSTEM (DAS) TESTING
(a) The Contractor shall perform a DAS evaluation test each year of the contract performance period, unless waived by the COTR, at the Contractor's test facilities. If pre-approved by the COTR, the Contractor may submit a self certification of the DAS testing.
(b) The DAS evaluation test is designed as an instrumentation system audit using the NHTSA's Signal Wave Generator (SWG) to evaluate the test laboratory's instrumentation capabilities in data acquisition, processing and reduction. In addition to the annual test specified in paragraph (a), a DAS evaluation test may be required at the direction of the COTR if questions regarding DAS performance arise. The Contractor shall conduct the test using a government-furnished SWG, which will be provided by the agency.
C.4 STORAGE OF TEST VEHICLE, PARTS, COMPONENTS OR EQUIPMENT
The final determination of “passed” or “failed” for a test shall be made by the COTR upon acceptance of the Final Test Report. Therefore, no test items shall be destroyed or disposed of until authorized by the COTR. Test vehicles, crash tested or awaiting testing, and other test parts, components or equipment whether provided as government furnished property or contractor acquired property shall be stored and protected until receipt of disposition instructions from the COTR. These provisions shall survive the termination or expiration of the contract until all test items remaining in the possession of the Contractor have been disposed of in accordance with instructions from the COTR.
C.5 MEASUREMENT AND TEST EQUIPMENT
(a) All measurement and test equipment used in the performance of services under this contract shall be LABELED WITH THE FOLLOWING INFORMATION:
(1) date and place of last calibration;
(2) date of next scheduled calibration;
(3) name of technician or commercial business performing the calibration;
(4) full scale measurement range;
(5) accuracy and tolerance over the entire measurement range or within the range used for testing.
(b) Accuracy and tolerance of measured values shall be indicated on all charts, graphs, tracings, data printouts, and other hard copy output of test measurements and results.
(c) The Contractor shall maintain records which show the traceability of calibrated measurement and test equipment to standards maintained by the National Institute of Standards and Technology (NIST).[footnoteRef:1] [1: The contractor may use the procedure listed under NIST website (http://www.nist.gov/calibrations/upload/exp_meas.pdf) or equivalent procedure. Equivalent procedures must receive approval for use by the COTR. ]
