Solicitation No. DTNH22-10-R-00373

Questions and Answers

1. Is there a specific method involved for destroying tires? If so, what?

Destructive tire disposal.

After the required testing is complete, and the COTR has authorized destruction of the tested tires, the contractor shall:

• Make two complete cuts through one bead bundle, with the cuts severing a bead section at least 13 cm (5 inches) wide.

• Remove the severed bead section by cutting it loose from the tire.

• Dispose of this bead section separately from the tire.

2. In the pricing tables on pages 55 through 60:

• Each test is assigned a line item, i.e., line item 001 is FMVSS 119 motorcycle. There is no line item for FMVSS 139 for passenger tires for year 1 – “Known requirements,” page 55. Is there a test requirement for FMVSS 139, passenger, for Year one, - known requirements?

Item 003 shows FMVSS139, but that is for light truck tires according to the notes below.

• In all of these cost tables there are unit price blanks for (CPTI) purchase of tires (lines 005, 018, 031, 044, 057, and 070.) There are columns to add the unit price and extended price.

There is an “*” indicating “cost shown does not include reimbursement cost of test items purchased by contractor (CPTI).” Are we supposed to put a cost in these columns? If so, there is no way to know what type/brand/size tire to include.

• Will there be tires for 49CFR575.106 only? The form example shows labeling as part of 49CFR575.106. The price charts show quantities of up to 150 tires for FMVSS 139 and for 49CFR575.106. The “**” item below indicates 190 sets of radial passenger car tires.

Please see Solicitation document, as revised 08/17/2010: Page 11, Paragraph C.3; Pages 55-61.

3. The document specifies that the contractor shall verbally notify the COTR within 24 hours of a test failure. If a tire fails on beginning at 5pm Friday through the weekend, there is no one on site capable of providing this notification. We can provide the notification with 24 hours using a 40 hour work week.

Contractor shall provide the notification within 24 hours using the 40-hour work week.

4. What if we cannot find a certain tire? Can we work with the COTR to find a substitute?

Contractor shall work with COTR to find a substitute tire in case a certain tire cannot be found.

5. Regarding tire disablement upon disposition to dispose of the tires: “Will the tires have the beads cut prior to sending to a recycler?”

Same as Question 1.

6. Regarding the Section K: “If we already have an electronic copy of the Representations, Certifications, other statements of offerors filed electronically on https://orca.bpn.gov/ can it be referenced and used or are they not the same?”

Ordinarily, we require a separate Section K formally completed and submitted. As long as the ORCA submission contains all of the required information, it is sufficient. Please submit a printed copy with your proposal package in lieu of Section K.
