About this file
This Construction Addendum No. 1, issued by the Michigan Department of Technology, Management and Budget (DTMB) on August 8, 2026, modifies the bidding documents for the Torch Lake Superfund Site - Scales Creek Culvert Cover Repair project (File No. 761/20188.SAR) located in Houghton County, Michigan. The project addresses severe erosion damage caused by a June 2018 flash flood at a culvert on Scales Creek, where failed riprap and geotextile liners exposed stamp sands and mining tailings. The scope includes excavation and backfilling of approximately 198 cubic yards of material, installation of 113 tons of MDOT riprap, placement of 242 square yards of ADS 0801T geotextile fabric liner, native planting turf establishment on 108 square yards with six-inch topsoil, reinforced concrete placement (129 square yards), aggregate base and surface installation (43 tons of 21AA and 13 tons of 23AA), and comprehensive soil erosion and sediment control (SESC) measures. The project also includes construction of an overflow spillway north of the existing culvert set approximately two feet below roadway elevation to accommodate larger storm events. The bid opening date is August 12, 2026, with construction activities to be completed by Summer 2027 to allow for vegetation establishment verification. AECOM Technical Services serves as the professional, with Sadi Rayyan, P.E., as project director.
The base bid schedule includes twelve pay items covering mobilization, site services and preparation, excavation and backfill (lump sum), riprap placement (per ton), geotextile installation (per square yard), native planting (lump sum), aggregate surfaces (per ton), SESC installation and removal (lump sum), reinforced concrete (per square yard), aggregate base (per ton), demobilization (lump sum), and a $10,000 provisionary allowance for unforeseen conditions. All construction must comply with MDOT 2020 Standard Specifications and Roadway and Bridge Standard Plans, as well as applicable state and local soil erosion control regulations. The contractor must obtain a Soil Erosion and Sedimentation Control Permit from Houghton County and is subject to inspection by the Michigan Department of Environment, Great Lakes, and Energy (EGLE), county, and state inspectors. The contractor is responsible for all traffic control measures, utility location verification through Miss Dig, protection of public and private property, and may be assessed fines for noncompliance with SESC regulations and contract provisions. Construction activities shall be performed during normal working hours with 48-hour advance notice to the engineer, EGLE, and county/state inspectors.

Revision (red/bolded) to Project Scope of Work and Section 00010-2, Work Description
In June 2018, a flash flood occurred in Houghton, Michigan, causing severe damage throughout the area, including one of the culverts at Scales Creek. The culvert experienced severe erosion on the western side of the private access road, where riprap and geotextile liner were observed damaged, exposing stamp sands and causing potential airborne and surface water exposures. The failed erosion protection system led to a section (approximately 45 feet wide and 40 feet long), on the west side of the private access road at the Site, to be partially washed out. The washout occurred in an area where the six-inch soil and vegetative cover was installed to cover mining tailings and slag to prevent or reduce airborne nuisance dust and transport into Scales Creek. The washout caused extensive failure to the soil cover and riprap, which exposed the stamp sands and allowed them to become mobile and airborne, ultimately spilling into Scales Creek. The area needs to be restored back to the original condition prior to the 2018 flood. This will prevent, or reduce, the amount of stamp sands transporting into Scales Creek and other connected tributaries.
To accomplish this soil improvement and cover repair the Scales Creek Culvert Cover Repair plan (presented in the attached drawings) has been prepared to address the failed erosion protection system at the site. The construction activities will include, but are not limited to, installation of proper soil erosion and sediment control (SESC) measures required by the State and Local Agencies, the washed-out area will be excavated and backfilled, with the excavated material and fill material to bring the area back up to the original grade to support the existing culvert and existing road. There will be no construction activities related to the culvert itself. In lieu of replacing the existing culvert, an overflow spillway will be constructed to accommodate larger storm events. The spillway will be constructed north of the existing culvert and will be set approximately 2-feet below the existing roadway elevation. The spillway will be armored with rip rap and concrete for the roadway surface. The spillway will be approximately 2-feet deep, 20-feet bottom width, and 10% side slopes. Once the area has been backfilled to its original grade, a geotextile fabric liner will be laid and riprap will be installed. To complete the erosion protective system, all areas affected by erosion will be restored by placing a six-inch layer of soil to reestablish the integrity of the remedy.
The private access road will be repaired by establishing aggregate 23AA. The distributed area will be seeded with native vegetation and a mulch blanket to establish turf to help stabilize soil, reduce runoff and support local biodiversity. If a vegetative cover does not establish, the contractor will be required to reseed during Spring 2027.
