About this file
This is a Statement of Work document for the Michigan Gaming Control Board's (MGCB) second-tier procurement under the Statewide Advertising Services contract, managed through Michigan's SIGMA VSS system. The procurement seeks advertising and marketing services to promote MGCB's Responsible Gaming initiatives with an estimated project budget of $3 million and run dates to be determined. Bidders must submit questions by 9:00 a.m. EST on July 25, 2025, with answers posted by August 1, 2025, and proposals due by 1:00 p.m. EST on August 8, 2025. The scope includes developing annual communication plans, market research, social/digital media strategies, sporting/special events support, website content development for DontRegretTheBet.org, and targeting Michigan residents who participate in gambling activities including an emerging youth demographic ages 12+. Vendors must guarantee pricing for a minimum of 180 days from bid submission.
The procurement uses a two-part pricing structure consisting of a variable blended hourly rate for creative design, production, communications, marketing, research, and implementation services, plus a tiered media placement agency fee commission ranging from different percentages based on spending levels ($0-$500k, $500k-$1M, and $1M+). Technical proposals are evaluated on experience (25%), service capabilities (50%), and staffing (25%) with a minimum threshold of 80 points required for price evaluation consideration. The State reserves the right to conduct site visits, oral presentations, and reference checks, and may consider service-disabled veteran owned business preferences under Michigan law. All overtime, travel, holiday pay, and out-of-pocket expenses are excluded from reimbursement, and the contractor must pass through all cost reductions including media discounts to the State.
