Statement of Work Diesel Engine Remanufacturing, Detroit Diesel 12V71 series The intent of this statement of work is to remanufacture two (2) owner-supplied Detroit Diesel 12V71 engines and modify each engine to be in compliance and properly certified with the EPA’s and California State regulations for a Tier 2 compliance engine. Specialized parts and components are to be used for this work (including, but not limited to, pistons, rings, liners, cam shafts, injectors and turbo chargers) to assure Tier 2 compliance and are to be obtained from Clean Cam Technology Services, Bakersfield, CA since they are the only company currently certified by the California Air Resources Board for emissions-compliant Detroit Diesel 12V71 engines.
These engines will serve as main propulsion engines for Suisun Bay Reserve Fleet’s YSD-type self-propelled crane barge. Engine particulars are:
· One (1) each Detroit Diesel model 12V71, naturally aspirated
· Series 7126-9001
· Serial Number: unknown
· Right Hand rotation
· Operating Hours: unknown
· No known issues
· One (1) each Detroit Diesel model 12V71, naturally aspirated
· Series 7123-3000
· Serial Number 12VA-36917
· Right Hand rotation
· Operating Hours: unknown
· No known issues The engines were in previous service as shipboard diesel generator sets aboard an ex-US Navy ship and have been out of service for eighteen (18) years. The generator ends have been removed.
0001 Shipping. The contractor shall pick up the engines for remanufacturing and return them when all work specified herein is complete. The engines are mounted on welded steel stands and have been drained of all fuel, lubricants and coolant, and are cellophane-wrapped for shipment. The contractor is not responsible for removing or installing the engines in the service craft.
Upon completion of remanufacturing and testing, mount engines back on their shipping stands. Drain engines sufficient for shipping, clearly marking all coolant and lubricant fill points that the engines are dry and require filling prior to operation. Assure all drain plugs are installed and tightened to manufacturer’s recommended torque. Wrap in cellophane for shipment.
0002 Marine Propulsion Application Components. Since the engines were previously in service as diesel generator sets, they lack some components that are required for marine propulsion service. Bell housings and expansion tanks for marine service will be provided by the owner and shipped with the engines. The contractor is to provide and install any additional parts and components required for marine propulsion service, itemizing those parts and components on their bid.
0003 Engine Remanufacture. Remanufacture the engines, returning them to original blueprint specifications, including the replacement of all hoses and filters. Coat the engines with manufacturer’s recommended paint. Replace lube oil and coolant with OEM-recommended products, filling to proper operating levels.
0003A Tier 2 Compliance. Contractor shall provide and install all additional engine components necessary to remanufacture these engines to comply with a Tier 2 certification. Provide any certifications required to the Suisun Bay Reserve Fleet, upon redelivery of remanufactured engines.
0004 Testing. Test engines to original equipment standards and Tier 2 engine compliance. Inspect for and correct all fluid leaks detected under loaded operating conditions. Dynamometer test the engines after remanufacturing, bringing each to proper operating temperature and RPM. Provide full dynamometer report for each engine.
0005 Fine Tuning and Sea Trial. Provide the services of a Clean Cam Technology Services technician to be on site at SBRF to witness initial startup, fine tune engines and conduct a sea trial aboard the craft. It is expected that this work will last two working days, and is to be scheduled at a mutually agreeable date.
