STABILITY LETTER 16710/P013861
Serial: H2-1302075 June 18, 2013
Master, GOLDEN BEAR, IMO No. 8834407 Bethlehem Shipbuilding/Sparrows Point Hull No. 4667 488.1' x 72' x 42' Public School Ship (R)
You are responsible for maintaining this vessel in a satisfactory stability condition at all times.
For this purpose, you shall calculate the vessel's stability for each voyage not covered in detail in the stability booklet mentioned below, and as necessary for intermediate conditions during each voyage.
A stability test, witnessed by the American Bureau of Shipping on behalf of the U.S. Coast Guard, was conducted on the GOLDEN BEAR IMO No. 8834407, on February 9, 2000. On the basis of that test and additional weight and moment calculations, stability calculations have been performed. Results indicate that the stability information contained in the booklet provided to you, as specified below, is applicable to the GOLDEN BEAR as presently outfitted and equipped:
"T/S GOLDEN BEAR (T-AGS 39) Trim and Stability Booklet” Rev F, bearing USCG Marine Safety Center Approval Stamp dated June 18, 2013”
The booklet data, in conjunction with the vessel’s tank sounding tables (NAVSEA Dwg 806- 6251167), meets the applicable requirements of 46 CFR 42.15-1(b) and 46 CFR 170.110. Such data provides you with sufficient information to obtain by a rapid and simple process, accurate information as to the stability of the vessel, including a determination of the vessel's displacement, metacentric height, and freeboard, for any condition of loading or operation.
This stability letter shall be posted under glass or other suitable transparent material in the pilothouse of the vessel so that all pages are visible. It supersedes any stability information previously furnished to the vessel.
Sincerely, K. B. FERRIE

(b) Weight and Moment Calculations for Incinerator Installation, Rev 1, dated 6/11/13
Dear Ms. Mei:
We reviewed references (a) and (b), submitted with your e-mail dated June 14, 2013, for compliance with the applicable requirements of 46 CFR Subchapter S and the guidance of Marine Safety Center Technical Note (MTN) 04-95, “Lightship Change Determination; Weight- Moment Calculation vs. Deadweight Survey vs. Full Stability Test.” Accordingly, reference (a) is “Approved.” Reference (b) is “Examined.” Calculations such as these are not typically approved; however, they are used in our review of vessel stability. While we have included a stamped copy of reference (a)’s cover sheet in enclosure (1), as an agreed upon condition for your participation in the Marine Safety Center’s Electronic Commerce program, you must provide the cognizant Officer in Charge, Marine Inspection with an identical paper copy of references (a) and (b). The following comments apply:
1. Per the guidance of MTN 4-95, deadweight surveys are generally required when the total aggregate weight change (sum of weights added, weights relocated, and weights removed) exceeds 2% of the currently approved lightship displacement or when the longitudinal center of gravity (LCG) shifts by more than 1% of the vessel’s length between perpendiculars (LBP).
Evaluated relative to the most recent lightship characteristics determined by a stability test, which for the subject vessel are a displacement of 9,640.80 LT and an LCG of 242.01 feet aft of frame 0, our independent review indicates the following:

2. Based on the above, we concur that it is not necessary to conduct a deadweight survey of the vessel at this time. Please be aware that all weight changes must continue to be accounted for and evaluated and that any future lightship changes will likely necessitate the conduct of a deadweight survey to verify the vessel’s lightship characteristics.
By copy of this letter, ABS Americas is advised that the stability of the GOLDEN BEAR is satisfactory for a load line assignment corresponding to a mean molded draft amidships of 30 feet 6 inches. ABS Americas is directed to place a statement on the face of the Load Line Certificate which states:
"This certificate is valid only so long as the operating restrictions in the vessel's stability letter, issued by the USCG Marine Safety Center and dated
June 18, 2013, are observed."
Enclosure (2) is the stability letter for the subject vessel. It is applicable to the vessel as presently outfitted and configured. The owner is responsible for ensuring that the stability letter is posted under glass or other suitable transparent material in the pilothouse of the vessel, and that the Trim and Stability Book is placed aboard the vessel. As the detailed tank capacity information in the vessel’s tank sounding tables (NAVSEA Dwg 806-6251167) is necessary for completion of loading and stability calculations in reference (a), a copy of the tank sounding tables shall remain aboard the vessel and available for stability calculations at all times.
Should you have any questions about this review, please contact the project officer, Mr. Tom Waters, at the phone number listed above.
Sincerely, B. C. YEZEFSKI
