Solicitation DTMA9217Q00010 Questions and Answers

Amendment No. 1

Number Question Answer

Item 29: (Paragraph 29.6.14) How much touch up should be expected? i.e. 5%, 10% or more of total area

Since total area to “touch‐up” is limited to the area disturbed by the contractor’s work, the touch‐up effort depends on the care taken by the contractor to mitigate the amount of touch‐up work required. Only the contractor is in a position to determine what effort will be needed to touch‐up the chain locker where the contractor disturbs the finish.

2 Item 29: What coatings system should be used for touch ups in the chain locker?

Any of the products listed in the MARAD Coatings Guidelines specified for “Anchors and Chain Lockers” Table A‐1 (3) may be used.

Item 30: (Paragraph 30.6.1) What is the total square feet of grease and oil removal that we should allow for?

There may be very minor amounts of oil and/or grease found beneath or on some of the surfaces of the top side deck machinery such as windlasses and winches. Oil and/or grease accumulations are not expected on any other top side surfaces. The Contractor shall determine the extent of areas involved during the ship check on February 28 and quote accordingly.

Item 30: Please note coating system for the topside is not compatible with a UHP water blast surface.

The government believes that the coating system and preparation specified is satisfactory if grit blasting is used. If the Contractor desires to perform a UHP water blast in lieu of a grit blast and as a result, desires to use a surface tolerant epoxy in lieu of the Interzinc 75V specified, they shall state those intentions along with the details of the epoxy proposed with their quote.

Item 34: (Paragraph 34.6.3.3) Until the bilges are washed and cleaned there will be no way to know how much of the bilge will be showing signs of corrosion/ discoloration or loose/flaking coating. Could the owner assist with a better idea of the total surface area that requires spot surface preparation and coatings?

i.e. 5%,10% or more of the total surface area

The Contractor shall base their pricing for this ITEM on 20% of the total area requiring spot hydro blasting. Following washing/cleaning of the bilges, if the Contractor and COR agree that a greater or lesser amount of the total area specified requires spot hydro blasting, it shall be addressed under the Supplemental ITEMs of the SOW.

Item 34: (Paragraph 34.6.3.3) Due to safety concerns of UHP water blasting in tight areas would the owner accept power tool in lieu of water blasting? If so, what standard SP‐3 or SP‐11?

Power tool cleaning to SSPC‐SP11 (bare metal) shall be permitted in tight areas where UHP water blasting presents hazards to personnel.

Item 35: Pre‐cleaning as mucking, washing and drying does not appear to be covered in the item. Is it in another item? If not, should we price mud removal and washing?

ITEM 35 specifies that the ballast tanks and voids/cofferdams listed require blasting and coating in accordance with the International Paint document entitled “Interbond 808 AL and Interbond 808” for a “Major Refurbishment”. That document specifies, “If abrasive blasting, the area should be fresh water washed prior to commencement”. Therefore, all ballast tanks, voids and cofferdams listed in ITEM 35 require fresh water washing/cleaning. Note:

ITEM 23 requires cleaning and mucking of ALL salt water ballast tanks and so also indirectly addresses the ballast tanks listed in ITEM 35. Voids and cofferdams not listed in ITEM 35 do not require cleaning and mucking.

Item 35: Please note owner has provided cubic feet which have no correlation to square feet which is required for proper surface preparation and coating pricing.

Can the owner provide the total surface area in square feet for the tanks so all bidders are “apples to apples” on the surface area to be prepared and coated?

The government does not have values for the total square footages of steel comprising the inside of the ballast tanks, voids and cofferdams. The government shall send CDs containing the ship’s Hull Unit drawings which depict the internal structures of the ship and spaces. If the Contractor desires, they can use these drawings to help them determine the total square footages involved.

Item 36: Please note owner has provided cubic feet which have no correlation to square feet which is required for proper surface preparation and coating pricing.

Item 28: Can you supply a copy of the vessels Shell Expansion Drawing and Lamp Ray Survey Report?

Yes, a CD will be sent containing all drawings which are available in electronic format as well as the latest UWILD (containing the Lamp Ray Survey) report. Please review the General section of the SOW entitled “Accuracy of Information” (pages 11‐12) relative to any drawings provided.

Item 28: Ref Para 28.6.4, Please provide expected time involved to follow Regulatory Person during his internal inspections?

The expected time required to survey the tanks will be dependent on the efficiency of the Contractor, their gaging company, and the conditions found. It is the intent of this paragraph to have a certified ultrasonic gauge technician either in the tank being surveyed or inspected or near‐by such that they can gage the thickness of an area of concern at the time it is identified or very soon after it has been identified. Very often, the Surveyors/Inspectors may split up in a desire to survey/inspect multiple tanks simultaneously. In this case, a single certified ultrasonic gauge technician who is near‐by the tanks and available to gage, if needed, will satisfy the requirement. These requirements shall help to ensure that any areas of concern are properly identified and addressed (if necessary) in a timely manner.

Item 28: Also will all tank/cofferdam/void inspections be continuous from start to finish?

It is the Contractor’s responsibility to coordinate and schedule these inspections based on when the tanks have been cleaned, ventilated, etc. and the ABS Surveyors and USCG Inspectors are available.

Item 18: Will fleeting be required? This ITEM does not require fleeting of the ship providing it is set down in accordance with the SOW. If fleeting is required, it shall be down in accordance with the Supplemental ITEMS of the SOW.

Item 48: What size is this valve? It is a 12 inch valve.

Item 50: Paragraph 50.1.1 says it is the intent to “repair, as necessary, the components of all twelve (12)…balanced mooring fairleads.” We can’t know what needs to be replaced until the fairleads are disassembled. Will repairs be subject to change order?

The ITEM requires removal and replacement of broken studs. The studs are visible on the outside of the fairleads. The ITEM also requires, removal (disassembly) cleaning, re‐ assembly and lubrication of all rotating components. Following disassembly and cleaning, any components requiring machining or replacement shall be addressed via the Supplemental ITEMs of the SOW.

Item 52: Since we won’t know how much welding is required until after testing is complete, will repairs be subject to change order? Or perhaps an allowance of a certain number of man‐hours to accomplish repairs?

As stated in paragraph 52.6.3., the leak appears to be from a minor “pinhole” in the weld.

The Contractor should plan to grind out the area for a few inches either side of the pinhole and re‐weld. If the repair is something much different than this, it will be addressed under the Supplemental ITEMs of the SOW. Certifying the tank, piping and/or area safe for men and safe for hot work in addition to hydrostatic/pressure testing of the repair, will be needed regardless of what is found.

Item 55: Paragraph 55.2.2 says 5,000 hours. All other paragraphs in this item say 2,800 hours. How many hours are we to allow for?

This paragraph should have stated 2,800 hours, not 5,000 hours.
