Questions and Answers
1. Does this contract fall under the American Recovery and Reinvestment Act?
No
2. Are there any benefits to being a Economically Disadvantaged Woman-Owned Small Business in regards to this solicitation?
This solicitation is set aside for small business exclusively. A Preference Program set-aside was not included in the solicitation.
3. Are ONLY the FAR clauses marked with an [X] to be required by this solicitation? I am surprised that FAR 52.219-8 as well as FAR 52.219-23 thru 52.219-30 regarding small business concerns are not included. Is this true?
All clauses or provisions in 52. 212 – 5 that have an X in the underlined space apply to this solicitation. Other clauses stated in full text or by reference also apply if there is no place for placing an X next to the beginning of the clause or provision.
The Contracting Officer has determined this solicitation is a total small business set-aside; hence, the above provisions or clauses (52. 219 – 8, 52 .219 – 23 through 52. 219 – 34) are not applicable.
4. What does it mean where it is stated, "the Contractor is not required to flow down any FAR clause", specifically the term "flow down"?
Flow down is a term that instructs the Prime Contractor to ensure any Subcontract includes the provisions and clauses between the Federal Government and the Prime Contractor.
In the absence of flow down the Prime Contractor is still responsible for ensuring all aspects of the contract are compliant with by any subcontractor.
5. For the purposes of this solicitation, is the simplified acquisition threshold $150,000, or is this to support a contingency operation and the threshold is $300,000?
The solicitation will not be in support of a contingency operation. The Simplified Acquisition Threshold (SAT) is $150,000.
6. Are there salary guidelines for the three coaching positions? Are they to be compensated similarly to any GS- level from the 2012 table?
The U. S. Department of Labor Wage Determination for Nassau County New York (WD 05-2373 Revision-11) where the USMMA is located is attached. This wage determination and all subsequent updates applies to employees employed in hourly positions. Salaried individuals are not covered under the Wage Determination.
