Performance Work Statement (PWS)

Master and Sailing Instructors for the U.S. Merchant Marine Academy (USMMA)

1.1 Introduction

1.2 Organization

The Maritime Administration (MARAD)/U.S. Merchant Marine Academy (USMMA) provide an Athletic Program overseen by the Department of Athletics. The USMMA Department of Waterfront Operations and Training is responsible for the operation of the Academy’s training fleet, Yocum Sailing Center, and waterfront professional, varsity, and recreational programing.

1.3 Project Background

For over fifty years, U. S. Merchant Marine Academy's Sailing, Power and Crew Squadron has set the highest standards for the training of merchant mariners and military officers through the medium of small craft. Whether rowing a crew shell, sailing a dinghy, conning a power boat, or racing offshore to Bermuda, midshipmen have used the unique environment of the sea to develop and mature personally and professionally. The Waterfront's tradition of excellence can be found in its legacy of thirteen North American Collegiate sailing titles, in the testimonials of some of our grads, the service of Waterfront midshipmen and staff who led the Academy's relief efforts on September 11, 2001 and most recently, during Hurricane Sandy.

The Academy has always maintained an active sailing program. During the 1940’s and 1950’s, the program competed at a club level, and won a number of district championships on the intercollegiate circuit. However, it was not until the 1960’s that the program developed into the comprehensive activity that it has become.

2.0 Scope

The mission of the Department of Waterfront Operations and Training is to promote Midshipmen Leadership Training and Professional Development through the use of Waterfront Resources. Together with the thousands of midshipmen who have been members of the Dinghy Team, Offshore Team, Crew, and Power Squadron, these individuals have helped make the Kings Point Waterfront Program one of the most decorated and respected programs on campus.

The USMMA Waterfront Department seeks Marine Coaching services are (Base Year plus Three Option Years) to support the Kings Point Waterfront Program. The support services shall include:

Four (4) Sailing Instructors (Head Offshore Sailing Instructor; Assistant Offshore Sailing Instructor; Assistant Rowing Instructor and Assistant Dinghy Instructor) One (1) Mate, T/V Kings Pointer One (1) Mechanical Engineering Technician

3.1 Performance Requirements

3.2 Training Instructor (Head Offshore Sailing Instructor)

Specific Duties and Responsibilities of the Position Reports to and is supervised by the Director of Varsity Programs. The position and team are situated in the Waterfront Division.

Serves as the Head Sailing Instructor for the Offshore Sailing Team, a varsity sport.

Areas of responsibility include, but are not limited to; seasonal planning, evaluating the success of the seasonal plan, instructing the Sailing Team, recruiting, public relations, basic to advanced sailing and seamanship instruction, basic to intermediate boat repair and maintenance

Develop, evaluate and report on the success of seasonal training and competition plans Develop seasonal plans for, manage in a sustainable manner, supervise assistant coaches and instruct the Varsity Offshore Sailing Team Provide instruction of the highest level in larger, keel-fitted sailboats to skilled members of the sailing team to prepare them for passages, races, regattas and championships Provide motivation to the assistant coaches and team members to reach their highest potential Travel with midshipmen teams in Inter-collegiate and open competition on weekends.

Spend time aboard on day trips or overnight leading and training midshipmen in navigation, watchstanding, safety, seamanship and racing techniques Provide technical expertise ensuring that maintenance, repairs and modifications are conducted safely and that the integrity and seaworthiness of vessels is not compromised Recruit athlete sailors by actively instructing, racing and participating in the sport in a manner and style that attracts candidates to seek admission Serve as lead instructor for the Physical Education ½-credit Basic Keelboat Sailing Course

Knowledge and Experience Required by the Position Successful competition experience at the National, Continental or World Championship level in medium to large sailing yachts.

Minimum of two years’ experience in an afterguard position aboard a medium to large racing yacht.

Expertise in the setup and use of onboard electronics including racing instruments, navigation computer software, GPS and VHF.

Minimum of two years coaching or teaching experience in medium to large racing yachts.

Minimum of two years’ experience in yacht racing program management including logistics, manning, maintenance, inventory management and vessel operations.

Expert level knowledge of sailboat racing rules, sailboat racing tactics and strategies, sailboat and sail handling techniques applicable to medium to large racing yachts as well as safety practices, seamanship, navigation and watchstanding.

Experience beyond basic yacht maintenance and repair including rope splicing, hardware repair and replacement, shipboard systems, and sail evaluation, maintenance and repair.

3.3 Training Instructor (Assistant Offshore Sailing Instructor)

Specific Duties and Responsibilities of the Position Responsible for assisting the Head Instructor; instructing the Sailing Team, recruiting, public relations, basic to advanced sailing and seamanship instruction, basic to intermediate boat repair and maintenance

Assist in developing, managing in a sustainable manner, and instructing the Varsity Offshore Sailing Team

Provide instruction of the highest level in larger, keel-fitted sailboats to skilled members of the sailing team to prepare them for passages, races, regattas and championships

Provide proper motivation to the team members to reach their highest potential Travel with midshipmen teams in Inter-collegiate and open competition on weekends Spend time aboard on day trips or overnight leading and training midshipmen in navigation, watchstanding, safety, seamanship and racing techniques Provide technical expertise ensuring that maintenance, repairs and modifications are conducted safely and that the integrity and seaworthiness of vessels is not compromised Recruit athlete sailors by actively instructing, racing and participating in the sport in a manner and style that attracts candidates to seek admission

3.4 Training Instructor (Assistant Dinghy Sailing Instructor)

Serves as the Assistant Sailing Instructor for the Inter-collegiate Dinghy Sailing Team Responsible for assisting the Head Instructor; instructing the Sailing Team, recruiting, public relations, basic to advanced sailing and seamanship instruction, basic to intermediate boat repair and maintenance

Assist in developing, managing in a sustainable manner, and instructing the Varsity Inter-collegiate Dinghy Sailing Team

Provide instruction of the highest level in dinghy fleet and team racing to skilled members of the sailing team to prepare them for races, regattas and championships

Provide proper motivation to the team members to reach their highest potential Travel with midshipmen teams in Inter-collegiate and open competition on weekends

Provide technical expertise ensuring that maintenance, repairs and modifications are conducted safely and that the integrity and seaworthiness of vessels is not compromised

Ensure the waterfront facility is prepared for home competitions to include inter-collegiate, inter-scholastic and junior regattas and that appropriate officials are assigned

Recruit athlete sailors by actively instructing, racing and participating in the sport in a manner and style that attracts candidates to seek admission

Meet with candidates, track, and travel to regattas to recruit highly qualified team members

Successful competition experience in small sailboat racing at National, Continental or World

Championship level Minimum of two years of experience racing on a team of the Inter-Collegiate Sailing Association Coaching experience in inter-collegiate competition at the National Championship level or equivalent Expert level knowledge of sailboat racing rules, sailboat and sail handling techniques applicable to racing, and sailboat racing tactics and strategies Experience in basic small boat maintenance and repair including rope splicing, hardware repair and replacement, fiberglass repair and maintenance and sail evaluation and maintenance

3.5 Chief Mate, T/V Kings Pointer

General Responsibilities The incumbent shall serve as the Mate aboard the T/V Kings Pointer, under the supervision of the

Master. Work assignments shall be made at the discretion of the Master, or in his absence, the Chief Engineer.

The incumbent is reminded that the T/V Kings Pointer is a training ship, which embarks inexperienced personnel on a regular basis. Consequently, the incumbent must strive to maintain both safe living and working conditions, as well as an effective training environment, at all times.

The vessel conducts at a minimum, three, week long train training cruises throughout the year, and both day and overnight trips to support Plebe Indoctrination objectives. Other short term cruises are conducted to support various academic requirements.

Primary Duties and Responsibilities o The incumbent shall be responsible for Supervision of all Deck Department personnel;

maintain the physical condition of the ship, navigational equipment and supplies, safety equipment, condition of weather decks and interior spaces in a safe and seamanlike manner o Operating and rigging deck equipment and mooring gear, and assisting with all midshipmen instructional programs.

Secondary Duties and Responsibilities o Manages personnel berthing assignments, administers the midshipman watch officer and cadet duty watch program, financial management, assists with SOLAS training program, ABS and U.S. Coast Guard (USCG) Inspections o Support for the Department of Waterfront Activities, and any other tasks traditionally expected of a merchant marine deck officer or port captain

Minimum Hiring Specifications

Education/Training o Work requires the ability to provide instructions and maintain records generally acquired through a high school education.

o Work also requires United States Coast Guard License for Mate of Freight and Towing Vessels of 1000 Gross Tons and STCW certification

Experience o Work requires eight (8) years’ experience in the operation and navigation of marine vessels or other related seagoing experience in order to acquire skills necessary to supervise various maritime functions and assist in the navigation of the T/V Kings Pointer. (Note: An equivalent combination of relevant education and/or experience is acceptable)

3.6 Mechanical Engineering Technician

Duties Responsible for development and implementation of proper operational and safety procedures Provides supervision of students assigned to the vessels, and for developing purchase orders for equipment for the Department of Waterfront Activities and vessels Instruct Midshipmen onboard ships and vessels in engineering work spaces Responsible for the development and implementation of proper operation and safety procedures onboard vessels and engineering work spaces.

At times, will be responsible for the oversight of work performed by others, including outside contractors.

Responsible for the fabrication, installation, and maintenance of instructional equipment onboard the various vessels.

Must keep abreast of technological developments of new equipment, materials, and techniques.

Responsible for independent instruction, and student safety while onboard vessels and in engineering work spaces Responsible for the supervision of work performed by others, including outside contractors. Will commonly deal with outside vendors and suppliers, and will meet with people who tour the USMMA facilities

Maintain and oversee the maintenance of all support craft both afloat and ashore Responsible for the maintenance and overhaul of all outboard engines and their systems. Including but not limited to electrical, hydraulic, and pneumatic systems

Knowledge required by the Position

Qualifications are based on experience. The applicant must have at least one full year of specialized experience equivalent to the work performed at the next lower grade- level for this occupation. The specialized experience must include experience which has equipped the applicant with:

Experience in the operation and maintenance of marine/mechanical equipment such as pumps, turbines, generators, and diesel engines, etc. and the adaptation of modern instrumentation Experience in the installation, operation, and calibration of modern power plant equipment including instrumentation systems Experience with various instructional methods and techniques, course development and student evaluation.

Supervisory Responsibilities This Mechanical Engineering Technician is directly supervised by or his designate to provide guidance and advice of a general nature. The incumbent must work at times with limited supervision and use initiative and judgment in the performance of his/her daily duties. The will depend on the judgment and recommendations of the incumbent since he or his supervisors are not always available for advice and guidance.

Guidelines Available guidelines are considerable in number and varied. They include Non-Appropriated Funds Instrumentality (NAFI) regulations, US DOT, Maritime Administration Orders, Gifts & Bequests Policies & Procedures, Superintendent’s Notices, and Standard Operating Procedure (SOP) on Office Procedures, Database Instructions, Comptroller General Decision and Other Federal/State Regulations. The incumbent uses his/her judgment in selecting the appropriate guidelines, references and procedures for specific situations as requested by management.

Complexity Assignments range from but not limited to routine oil changes and basic maintenance to propulsion engine and auxiliary engine overall. This situation frequently requires both hands on, overseeing, and instruction in the engineering work spaces. The incumbent must apply organizational management principles to work situations and financial transactions, which can be unusual, with minimal supervision. The incumbent is required to assist the staff in performing other task to keep the safe operation of the department. This will include but not limited to operation of all cranes and equipment, both while onboard ship and at shore-side facilities. Resourcefulness, innovativeness, and originality are essential in applying these principles, concepts, and practices to ensure the smooth and efficient operation.

Scope and Effect The total resources of The Academy NAFIs are in excess of $8.6 million. The incumbent helps maintain the accountability and responsibility for these funds in his/her capacity. Assist in coordinating and monitoring, the office environment while directly responsible for maintaining the daily work flow for the office. Assists in controlling the integrity of all transactions/documentation of NAFI funds and is an integral part in formulating organizational management procedures. Any error in judgment, misuse of authority would directly involve thousands of dollars and result in serious damage to the prestige of the Academy, the Superintendent, DRM, M/N programs, and the NAFI community.

Personal Contacts Contacts are made in person or by phone with personnel from various NAFI’s, Department and Activity Heads, Superintendent/COS, Midshipmen, The Foundation, Parents, Alumni and other State/Federal agencies.

Purpose of Contacts Contacts are primarily for gathering of informational data, resolution of engineering problems, and generating proper document flow for the benefit of the Office and the overall efficiency of the NAFI operations at The Academy.

Physical Demands The work requires some walking, bending, and carrying of objects such as batteries, engine and generator parts.

Work Environment Work is performed in an engineering workshop and onboard ship.

3.8 Training Instructor (Assistant Rowing Instructor)

The primary purpose of this position is to serve as the Assistant Rowing Instructor for the Inter-collegiate Rowing Program. The incumbent reports to and is supervised by the Head Rowing Instructor

Areas of responsibility include, but are not limited to; assisting the Head Rowing Instructor in the implementation of the Rowing education and training program, recruitment of participants, instruction of introductory to advanced rowing and seamanship skills, minor maintenance and repair of rowing-related equipment

Contributes to the professional preparation of the midshipman students attending the Academy Provide instruction of the highest level in rowing skills and competitive racing to members of the

Rowing team during both waterborne and land-based training sessions Travel with and manage team members during competitions.

Provide instruction and training in a manner so as to assure that training sessions are conducted in a safe and efficient manner in order for the students to acquire the targeted rowing and seamanship skills

Recruit qualified student-athletes and encourage team members to maintain high academic standards.

Demonstrate professional conduct and positive sportsmanship.

Knowledge and Experience Required by the Position Minimum of two years of competitive rowing experience. (Preferably at the collegiate or national level) Demonstration of successful Rowing coaching experience at inter-collegiate level or National

Championship level.

Expert level knowledge of technical, physiological and tactical rowing skills.

Experience in basic rowing equipment maintenance and repair including rigging, minor repairs and rowing shell transportation.

4.1 Deliverables and Acceptance

The acceptance of deliverables and satisfactory work performance required herein must be based on the timeliness, accuracy and standards as specified in the requirements per this PWS. The COR reserves the right to prioritize work, provide guidance and negotiate any changes in delivery dates. The COR will review the Contractor deliverables in accordance with all specifications stated in this PWS. Only the CO or authorized representative has the authority to inspect, accept or reject deliverables. Final inspection and acceptance of all work performed, reports and other deliverables will be performed at the place of delivery. Performance by the Contractor to correct defects found by the Government as a result of quality assurance surveillance and by the Contractor as a result of quality control, must be at the Contractor’s expense and without additional reimbursement by the Government.

4.2 Quality Control Plan (QCP)

The Contractor shall provide and maintain an internal company Quality Control Plan (QCP) that contains, as a minimum, the items listed below to the CO and COR for acceptance not later than five

(5) business days after award and whenever a significant change, as determined by the Government, is necessitated in the QCP. The CO will notify the Contractor of acceptance or required modifications to the plan. The Contractor shall provide a revised QCP when signification changes are required no later than five (5) business days after notification by the Contracting Officer. The QCP shall include the following minimum requirements:

An inspection system covering all performance requirements stated in the contract. It shall specify areas to be inspected on a scheduled or unscheduled basis, frequency, and the manner in which inspections are to be conducted.

Provide method of documenting, evaluating, and enforcing the results of the inspections that are conducted. The Contractor shall maintain adequate records of all inspections to indicate, at a minimum, the nature (when, where, what) and number of inspections made; the name of the inspector; the number, location, type of deficiencies found, and the corrective action taken for deficiencies.

A method of identifying deficiencies in the quality of services performed before the level of performance becomes unacceptable.

Provide Corrective action procedures for deficiencies and measures to prevent recurrence.

Corrective actions will address the deficiency and action(s) to prevent future deficiencies.

Additional inspection(s) is not considered a corrective action.

4.3 Performance Evaluation Meetings

The Contractor shall be required to meet with the COR and/or the CO as determined necessary by the COR or CO. The Contractor may request a meeting whenever the need arises. The Contractor shall prepare minutes of the meeting and submit as an Action Memorandum for review and acceptance by the Government. The written minutes of these meetings shall be signed by the Contractor. In the event the Government non-concurs with the meeting minutes, the Contractor will be so advised and additional communications must be conducted until resolution of the meeting minutes is resolved. The meeting minutes are due within five (5) business days after the meeting.

4.4 Monthly Performance Summary Report

The Contractor shall provide monthly performance summary reports to the COR, scheduled and accomplished milestones. The Contractor shall submit this report for review and acceptance by the Government within five (5) business days after the end of the month. The report shall include the following information:

Contract Number Comparison of planned and actual performance Narratives describing task progress, forthcoming plans and any problems (actual or anticipated) requiring Government action.

For identified (actual) problems, the Contractor shall state the impact in terms of work completion dates, and provide a plan for correction

Status of ongoing efforts and scheduled and accomplished milestones

6.1 Performance Environment

Performance of this requirement is in an environment that is fast-paced and completing multiple tasks.

The Contractor shall fulfill physical lifting and endurance requirements associated with assigned tasks.

The Contractor shall provide standards and Dress Codes for work clothing/uniforms, and be clean and neat in appearance. Contractor shall attend required training associated with job responsibilities and possess a valid State Driver’s License.

6.2 Place of Performance

The positions and services shall take place at:

6.1 Performance Schedule

Training Instructors (Head Offshore Sailing Instructor; Assistant Offshore Sailing Instructor;

and Assistant Dinghy Sailing Instructor)

Weekdays: Tuesday to Sunday Work Status: Full-Time Hours: 1000 to 1900 (10:00am to 7:00pm) and considerable weekend work in-season (July – October & March – May)

Training Instructors (Assistant Rowing Instructor)

Weekdays: Tuesday to Saturday

Hours: 0500 to 1300 (5:00am to 1:00pm) and considerable weekend work during the competitive seasons (July – October & March – May)

Mechanical Engineer

Hours: 0800 to 1630 (8:00am to 4:30pm) if needed, would be required to work some overtime during regattas and storm prep

Chief Mate, T/V Kings Pointer

Hours: 0800 to 1630 (8:00am to 4:30pm) and required to get underway for the three break trips and any other training trips

Due to the nature of the positions, working hours are atypical and general daily time requirements revolve around midshipmen availability and competition schedule. The COR may coordinate with the Contractor and request them to work alternate hours, if necessary. Such efforts will be conducted between both parties within reasonable timeframes to avoid undue burdens on the Contractor’s employees. Overtime hours may or may not anticipate.

6.2 Travel

Overnight travel ashore and onboard will occur regularly. The COR will coordinate travel with the Contractor. Such efforts will be conducted between both parties within reasonable timeframes to avoid undue burdens on the Contractor’s employees. Overtime hours are not anticipated.

6.3 Specific Government Training

Contractor supporting this effort shall be trained on, and comply with, all applicable DOD, Command or Unit-specific training and regulations as part of this contract.

7.1 Specific Requirements

7.2 Security Considerations

The Contractor shall obtain parking passes and temporary ID badges from the Department of Waterfront Operations and Training for access to the grounds and dormitories.

7.3 Release of Information

The Contractor shall not disclose or release to other than Government-authorized persons or activities, the content of any Government software, procedures, materials or products generated under this contract, or information provided to the Contractor.

7.4 Personal Services

Administration and monitoring of the Contractor's performance by the COR shall not be as detailed or continual as to constitute supervision of Contractor personnel. Government personnel may not perform any supervisory functions for Contractor personnel, including but not limited to interviewing, appraising individual performance, and/or scheduling leave or work.

7.5 Government Furnished Items

The Government will provide the Contractor with no cost, Government-owned services, equipment, material and information to perform the tasks required at the Government site.

Accountability will be maintained using the Government’s applicable Regulations and Policies.

7.5 Insurance

Before beginning work under this contract, the Contractor shall certify to the CO in writing that required insurance coverage has been obtained. For purposes of FAR 52.228-5 Insurance - Work on a Government Installation, the minimum coverage required during the term of this contract shall be as follows:

7.6 Workers' Compensation and Employer's Liability

The Contractor shall comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they must be covered under the employer's liability section of the Contractor's insurance policy, except when contract operations are so commingled with a Contractor's commercial operations it would not be practical to require this coverage. Employer's liability coverage is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.

7.7 General Liability

The Contractor shall carry bodily injury liability insurance coverage written on the comprehensive form of policy.

7.8 Automobile Liability

The Contractor shall carry automobile liability insurance written on the comprehensive form of policy.

The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing this contract. The amount of liability coverage on other policies shall be commensurate with any legal requirements of the locality and sufficient to meet normal and customary claims.

7.9 Safety Requirements

The Contractor shall establish a safety and health program in concert with applicable Federal, State and Marine Corps Base safety and health requirements. If citations are issued to the Government due to Contractor non-compliance with any standard, the Contractor shall deduct the fine from any monies due the Contractor. The Contractor’s safety and health program shall include a safety and health plan showing methods and procedures for ensuring compliance with applicable Health and Safety standards.

7.10 Transition Support

The Contractor shall exercise its best efforts to effect an orderly and efficient transition with any incumbent or successor to ensure that the required services are performed without interruption. All required services shall be supported by the start of this requirement’s performance period.

Knowledge and Experience Required by the Position
Successful competition experience at the National, Continental or World Championship level in medium to large sailing yachts.
Minimum of two years’ experience in an afterguard position aboard a medium to large racing yacht.
Expertise in the setup and use of onboard electronics including racing instruments, navigation computer software, GPS and VHF.
Minimum of two years coaching or teaching experience in medium to large racing yachts.
Minimum of two years’ experience in yacht racing program management including logistics, manning, maintenance, inventory management and vessel operations.
Expert level knowledge of sailboat racing rules, sailboat racing tactics and strategies, sailboat and sail handling techniques applicable to medium to large racing yachts as well as safety practices, seamanship, navigation and watchstanding.
Experience beyond basic yacht maintenance and repair including rope splicing, hardware repair and replacement, shipboard systems, and sail evaluation, maintenance and repair.
3.3 Training Instructor (Assistant Offshore Sailing Instructor)
Specific Duties and Responsibilities of the Position
Responsible for assisting the Head Instructor; instructing the Sailing Team, recruiting, public relations, basic to advanced sailing and seamanship instruction, basic to intermediate boat repair and maintenance
Assist in developing, managing in a sustainable manner, and instructing the Varsity Offshore Sailing Team
Provide instruction of the highest level in larger, keel-fitted sailboats to skilled members of the sailing team to prepare them for passages, races, regattas and championships
Provide proper motivation to the team members to reach their highest potential
Travel with midshipmen teams in Inter-collegiate and open competition on weekends
Spend time aboard on day trips or overnight leading and training midshipmen in navigation, watchstanding, safety, seamanship and racing techniques
Provide technical expertise ensuring that maintenance, repairs and modifications are conducted safely and that the integrity and seaworthiness of vessels is not compromised

Assist in developing, managing in a sustainable manner, and instructing the Varsity Inter-collegiate Dinghy Sailing Team
Provide instruction of the highest level in dinghy fleet and team racing to skilled members of the sailing team to prepare them for races, regattas and championships
Provide proper motivation to the team members to reach their highest potential
Travel with midshipmen teams in Inter-collegiate and open competition on weekends
Provide technical expertise ensuring that maintenance, repairs and modifications are conducted safely and that the integrity and seaworthiness of vessels is not compromised
Ensure the waterfront facility is prepared for home competitions to include inter-collegiate, inter-scholastic and junior regattas and that appropriate officials are assigned

Experience in basic small boat maintenance and repair including rope splicing, hardware repair and replacement, fiberglass repair and maintenance and sail evaluation and maintenance
3.5 Chief Mate, T/V Kings Pointer

Responsible for the fabrication, installation, and maintenance of instructional equipment onboard the various vessels.
