A&E Services for the Repairs of Berth 4 at MOTCO
INTRODUCTION
The U.S DOT/Maritime Administration (MARAD), through this synopsis, is seeking a professional Architect-Engineering (A/E) firm to render Engineering services for the evaluation of the repairs, which will be needed at Berth 4 of the Military Ocean Terminal Concord (MOTCO); the layberth facility is located in Concord, CA. The Military Ocean Terminal Concord (MOTCO) Berth 4 was designed for the loading and unloading of ammunition with rail cars transferring the munitions to and from the dock. Berth 4 will no longer be used for the transfer of ammunitions, thus, making it available for other use. The Maritime Administration and Surface Deployment and Distribution Command (SDDC), the owner of the pier, have reached an agreement in principle to moor Government-owned vessels at Berth 4.
This is a total small business set aside. The NAICS code is 541330 and the small business size standard is $14 million.
Note: Response to this synopsis must be in PDF format and cannot exceed 30 pages.
PROJECT INFORMATION
ITEM 001: ENGINEERING SURVEY
The berth consists of a pier with curved access roads on each end. The pier and the Western access of the pier are of wooden pile construction—constructed in the 1940’s.
The Eastern access of the pier is of concrete construction—constructed in 1966. Any vessel moored by MARAD at this facility will be done in accordance with the Navy Heavy Weather Mooring Service Type III requirements and will not sortie from the berth during severe weather. MOTCO conducted a complete survey of Berth 4 in 2012 (MOTCO Survey Report) to identify the work and estimated cost to return Berth 4 to the standards needed to accommodate munition operations. However, the MARAD layberth requirements are significantly less stringent than what is detailed in the MOTCO Survey Report.
The work to be performed under this contract will include:
a. analyze the MOTCO Survey Report, which identifies most of the repairs that are required for the repair of Berth 4— the MOTCO Survey Report will be furnished by
MARAD;
b. identify the repairs needed to be made to the existing structure and infrastructure to safely moor up to four vessels nested at the berth in accordance to the MARAD technical requirements for mooring;
c. Determine the extent of the required repair by analyzing the MOTCO Survey Report and by carrying out physical inspections to verify the specific repairs required;
d. prepare a tabular-format report and categorize the required repairs into: Critical repairs and Life-extension repairs/Long-term repairs; Critical repairs are defined as damage that may result in a failure or loss of service within 5 years if not accomplished before vessel arrival and life extension repairs are defined as items that should be addressed for extended use up to 10 additional years;
e. propose repair procedures;

f. prepare the cost estimate for the repairs to restore the structure to the minimal conditions to safely accommodate Government vessels of the classes identified as potential vessel candidates; and
g. estimate the loading capacity of Berth 4.
Note: After the Oral Presentation and before the negotiation, the highest qualified firm will be furnished with a Request for Proposal (RFP), which will contain the detailed Statement of Work.
CONTRACT INFORMATION
A firm-fixed price contract is contemplated. The anticipated period of performance is May 20, 2015 to July 19, 2015.
SELECTION CRITERIA
Each firm must demonstrate their (including subcontractor) qualifications with respect to the selection criteria listed below. Evaluation criteria (1) through (4) are of equal importance;
criterion (5) is of lesser importance than every other criterion. SF-330s will be evaluated to determine the most highly qualified firm/team based on submitted SF-330 responses. Failure to provide requested data or comply with the instructions in this synopsis could result in a firm considered being less qualified or eliminated from consideration. Specific evaluation criteria include:
(1) Professional qualifications necessary for satisfactory performance of required services;
(2) Specialized experience and technical competence in the type of work required;
(3) Capacity to accomplish the work within the required time;
(4) Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; and
(5) Location in general geographical area of the project and knowledge of the locality of the project.
At least three of the most highly qualified firms (based on Criteria one through five) will be invited for Oral Presentation; the Oral Presentation will be evaluated and it will carry the same weight as criterion number one (1). After the Oral presentation, a discussion with at least three of the most highly qualified firms will follow, after the discussion, negotiation will be held with the highest qualified firm. If a satisfactory agreement cannot be reached with firm number one, then negotiations will be held with the next highest firm in descending order until an agreement is reached.

Key personnel are individuals who will have major contract or project management responsibilities. Show brief resumes of the firm’s key personnel to be assigned to this contract. The combination of the items listed below will be used in evaluating this criterion:
(a) demonstration of professional qualification in structural or civil engineering (list structural or civil engineering degrees, professional registrations and certifications);

(c) certification/licensing;
(d) years with company; and
(e) education.
(2) Specialized Experience and Technical Competence. SF-330, Part I, Section F.
Firms/teams will be evaluated on specialized experience and technical competence in the performance of services similar to those anticipated under this contract in terms of recent and relevant experience with regards to the designing and the construction management of electrical power substations. Firms shall list only current projects or projects completed by the firm(s) in the past five years from the date of this synopsis. Evaluators will consider the relevancy of projects identified. At least five (5) of the required example projects must be completed by the prime. Projects completed more recently will be evaluated more advantageously.
Identify any key personnel in SF-330, Part I, Section G that worked on the projects and their role. Specialized experience and technical competency will be evaluated for ability to support the broad range of work required for this contract as demonstrated by firm’s example projects.
(3) Capacity. Within the SF-330, Part I, Block H, demonstrate how the firm(s) will manage, coordinate and administer the work within the prime and among any teaming partners. Firms with greater capacity shall be given more consideration in the selection process. Teaming partners to be included by the prime firm in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract.
SF-330, Part II, Block 11 and information requested under criteria (5) to be provided in SF-330 Block H will also be evaluated to assist in determining this factor. SF-330 Blocks C, D, and F will also be evaluated to support this criterion. SF-330, Part II shall be provided for the specific prime office expected to lead this effort and teaming partners proposed to perform the work. In Block 9c (1), enter the total number of employees for the firm and in Block 9c (2) enter the total

The firm shall provide reference information to include project name, contract number, point of contact, current phone number, and email address for each project provided under Specialized Experience and Technical Competence.
(5) Location. SF-330, Part I, Block H. The board will evaluate a firm's familiarity of the state and the region where the contract will be performed. Examples include knowledge of and experience dealing with, the regulatory agencies, geological features, logistics, climatic conditions or local engineering methods.
