AMENDMENT NUMBER 1 TO USDOT FRQ RFP NUMBER DTFR5315R00106
ANSWERS TO RFP/SOLICITATION QUESTIONS
1. Question: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
Answer: No previous contractor has performed similar work for the government. This requirement is a new requirement for the government.
2. Question: Page 3 mentions a “single indefinite Delivery Indefinite Quantity for this contract.” Should a company still quote if unable to perform all testing?
Can work be subcontracted? We do not have every piece of equipment mentioned.
Answer: Offerors can subcontract work for this requirement. However as the prime Contractor, offerors are required to perform a minimum of 51% of the work. In the event an offeror opts to subcontract work they should duly note this fact in their technical proposal. Finally, offerors shall submit resumes of subcontractor personnel to be assigned for direct work for the requirement.
3. Question: On page 5, you mention a 10 foot x 10 foot x 0.5” sample for testing. Can a smaller, more manageable size be requested based on the testing lab’s needed size for all tests requested?
Answer: For the Price Realism requirement on page 5 and 6, offerors shall submit a sample Task Order Price Proposal in accord with price proposal submission format on page 6 for the test specimen(s) 10 foot x 10 foot by .05 foot.
Referring to the answer to Question 2, work requirements can be subcontracted.
