Question 1. – The subcontracting goals listed in the Synopsis include a category labeled as “Small Disadvantaged Veteran-owned Small Business.” The acronym would be SDVOSB.
Normally, SDVOSB refers to “Service-Disabled Veteran-Owned Small Business.”
Is the Synopsis correct, or was it meant to say “service-disabled”?
Answer - Service-Disabled Veteran-Owned Small Business (SDVOSB), IMPORTANT SUBCONTRACTING PLAN REQUIREMENTS
Required from all "other than Small business" when requirement is expected to exceed $700,000 ($1,500,000 for construction) [FAR 19.702]. Contracting Officer, Contracting Officer’s Representative, and Small Business Specialist are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)]. Legislated subcontracting goals [15 USC 644(g)(1)]: 50% - Small Businesses (SB), 5% - Small Disadvantaged Businesses (SDB), 5% - Women-Owned Small Business Entities (WOSB), 3% - HUBzones, 3% - Service-Disabled Veteran-Owned Small Businesses (SDVOSB). A copy of each subcontracting plan (or contractor statement that no subcontracts are to be awarded) must be provided to Eastern Federal Lands and approved by the Office of Small Disadvantaged Business Utilization prior to close of negotiations (or award of the IFB) [TAM 1219.705-5 and -6].
Question 2. – The advertisement for the subject solicitation indicates that interim or final Past Performance Evaluations be provided for all 10 example projects in Section F. of the SF 330. The DOT’s that we predominantly provide our services for in this regard to not provide formal copies of such evaluations to their consultants. If such Performance Evaluations are not available and hence omitted from the SF 330 will 1) the submittal be deemed non-responsive and/or 2), will the firm receive a reduction in scoring for that Criterion.
The answer - “If you provide no or incomplete past performance on the example projects your firm will receive a reduction in scoring for that Criterion. We have attached a form the firm can use to try to obtain past performance information. You can fill in the name and address of your company and Project Name and for what agency was the work performed. Send this out to your Project Manager at the DOT or other agency to fill out and send directly to barbara.raymond@dot.gov by email. If the Project Manager will not provide past performance information send us an email from them stating this and there will be no deduction for that one missing performance evaluation.”
