Bidders Questions Page 1 of 2

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Plan sheet C42 indicates that the Traffic Signal System Installation LPSM item includes Pepco Service Connect, Disconnect, and Pepco Manhole entry fees. This cost is typically allotted through an established allowance as Pepco has several variables for calculating this cost.

Please provide an allowance for this item/service or confirm if FHWA will pay for or reimburse the contractor for all Pepco Fees.

Response: The Traffic Signal System Installation LPSM pay item includes all associated fees for the work.

2. Note 3 on Plan sheet R25 indicates to replace and repair tiles along tunnel walls as directed by the CO. Please provide a quantity for this work.

Response: There is no direct payment for the tunnel wall tile work. Please see Subsection

109.05 of the FP for further information regarding scope of payment for direct and indirect work. See BIP Report 3450_017P_Zoo Tunnel.pdf pages 3 and 10 for more information.

3. There are bid items for the multi-use trail asphalt, but not for the structure section below the trail. Are the 4” of bedding, 4” of #57, 12” of #2, and the 4” of #8 stone incidental to the asphalt items for the trail?

Response: There is no direct payment for the 4” bedding, 4” #57 stone, 12” of #2 stone, and the 4” of #8 stone. Please see Subsection 109.05 of the FP for further information regarding scope of payment for direct and indirect work.

4. Are the Reinforced Concrete Pipes (RCP) to be used on the project need to be DC Water approved?

Response: The RCPs for storm drainage do not need to be DC Water approved. See Plan Sheet J01, and Section 602 of the FP-03 and the Special Contract Requirements (SCR) for RCP requirements.

5. Will FHWA consider using Type H pavement markings instead of Type D?

Response: No, the Contractor should install pavement markings Type D as indicated in the plans.

6. Are there any onsite stockpile areas that can be used to store material for use in later stages?

Response: See Subsection 107.02 of the SCRs. Material can be stockpiled within the work limits. The Government will not be providing any areas outside of the work limits.

Bidders Questions Page 2 of 2

7. Note 7 on Sheet N02 of the plans indicates "Maintain access to picnic areas to the maximum extent practicable. Provide the CO a minimum of 12 months advanced notice prior to closing access to any and all picnic areas."

The park has permitted picnic areas that can be reserved up to 12 months in advance, and other picnic areas that cannot be reserved. Does the 12-month advanced notice just refer to the picnic areas that can be reserved?

Response: See Subsection 156.03 of the Special Contract Requirements. The 12 months advanced notice applies to the closure of any picnic areas.

8. The work activities items listed as part of Schedule B are included in the phasing of Stages 1 a & b and 2 a & b, as outlined in the Temporary Traffic Control Narrative on plan sheets N01 to N03. If the government awards Schedule B 365 days after Schedule A NTP or after Stage 1 and/or stage 2 are substantially complete, how will the additional traffic detours required to complete the trail be handled?

Response: If necessary, possible detours will be determined after the award of Schedule B.

9. The plan & profile sheets (between stations 215+00 to 439+70) indicate that the existing asphalt pavement shall be removed by milling and refers you to the Typical Sections for more information. The Typical Section (sheet B04) does not state that the existing asphalt is to be removed by milling. Is milling required for the removal of the existing asphalt?

Response: The Typical Section for 215+00 to 439+70 is correct. The revised Plan and Profile sheets included in this amendment removed the milling requirement from the callouts.

10. The Bid Schedule issued 10/29/2015 as part of Amendment No. 1 did not include Item or Line numbers for 2 previously listed “Mitigation, Stormwater Management, Biorentention Cells” (B-1-8 and B-1-9) items. Also, these Cells were not listed as deletions in the summary of changes. Will a revised Bid Schedule be provided?

Response: The revised B pages included in this amendment adds the Mitigation, Stormwater Management, Bioretention Cells (B-1-8 and B-1-9) bid items.

11. Item 8 in the "Checklist for Offeror Submission" of the Proposal Instructions requires the Sub-Contracting plan to be submitted with the bid package. The Proposal Instructions indicate that the Price Proposal should be submitted in a separate sealed envelope from the Technical Proposal. Should the Sub-Contracting plan be included with the price proposal or the technical proposal?

Response: Include the Sub-Contracting plan in the envelope with the price proposal.
