Solicitation: DTFH71-16-B-00007
The purpose of this Amendment is to:
1) Provide a summary of responses to questions/clarifications asked by potential bidders.
The Bid Opening date of November 3, 2015, at 2:00 p.m. will remain the same.
Questions / Clarifications
The following questions and issues were submitted to EFLHD at eflhd.conracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. The schedule states that there is 90 days for completion. Based upon the painting specification and the welding specification and the asphalt specification, no work would reasonable start until Spring of 2016. Is the intent to award this project in 2015 with a notice to proceed issued sometime in 2016?
Will the Government entertain multiple NTP's? one for submittal & procurement, and another for construction activities? As stated, it is improbable to achieve the 90 day project duration after NTP due to the lead times involved with the submittal process and procurement of FRP deck panels per the manufacturer.
Response: The intent is to award the project and issue the Notice to Proceed in 2015.
There will only be one NTP. We believe the substantial completion of the project and the reopening of the Hillside Pedestrian Bridge and trail within 90 days from the NTP is achievable. Therefore, no change will be made to the specified duration.
2. Can the new structural members be galvanized therefore not requiring paint?
Response: The contract plans call for shop painting for the new members. However, the Contractor has the option to submit alternatives to the CO for approval during construction. Any proposed changes will not be considered during advertisement. Also, field painting of the areas shown on Sheet R03 will still be required regardless if the new members are galvanized or shop painted.

3. Can all new connections be bolted therefore removing the in field welding?
Response: The Contractor has the option to submit alternatives to the CO for approval during construction. Any proposed changes will not be considered during advertisement.
If a bolting alternative is submitted, the Contractor will need to submit all the required calculations and shop drawings for the bolted connections for approval. In addition, calculations would need to show that the structural capacity of the new and existing structural members will not decrease due to the drilled holes to accommodate the bolted connections. Partial removal of the floor beams or any structural members designated on the contract plans for replacement will not be allowed.
4. Can the small amount of cleaning and painting as well as the asphalt sidewalk be completed in the Spring of 2016?
Response: The small amount of cleaning, painting, and asphalt sidewalk work can be completed prior to May 15, 2016 as long as the work does not interfere with the users of the Hillside Pedestrian Bridge and trail.
