Statement of Work : Sound System Procurement and Installation The Eastern Federal Lands Highway Division of the Federal Highway Administration intends to install an audio system in its first floor conference rooms at 21400 Ridgetop Circle, Sterling, VA 20166.

The purpose of the system is to facilitate meetings and classroom training by providing clear audio transmission using a combination of microphones, speakers and other required system components.

All proposals should provide for the following capabilities and types of components:

1. An adjustable-height podium with microphone (wireless) that will allow the speaker to address the audience either from the podium or other positions in the room.

2. At least two additional wireless microphones for audience participation. The agency will not use lapel microphones and they are not acceptable.

3. The ability to flexibly integrate audio from a video presentation on a laptop computer, iPad/tablet computer, iPod/MP3 Player or other electronic devices with the room’s speaker system. This may require multiple input jacks, cables, or adaptors to interface the various types of devices. The agency already has ceiling-mounted projectors for the video portion of the presentations. The vendor must plan to work with existing projectors.

4. The ability to control all microphones from the podium and/or a wall-mounted solution.

5. The ability to minimize and control system interference, such as “buzzing”, and microphone feedback.

6. The ability to minimize and control interference from other electronic devices operating close to the system, such as smart phones, employee identification media (for example, PIV cards) or other equipment used during training sessions.

7. A speaker system that provides clear audio to all parts of the room. The vendor may propose either a wall mounted or ceiling mounted speaker solution. The vendor must be aware that there are other building tenants directly above the conference rooms, and that sound should not carry into those suites. The vendor must provide and install any required sound attenuation.

8. Prospective offerors may propose other system enhancements and features as separately priced options to the base proposal and the proposal should clearly demonstrate and explain the added value of such enhancements.

9. Proposals must include all pricing to include equipment, installation, system testing and system training. GSA Schedule pricing for components should be utilized and specified in the proposal to the maximum extent possible. The award will be firm, fixed-price.

10. Proposals must include all electrical requirements for system:

a. Required electrical components, to include outlets (dedicated or standard), special plug types, etc.

b. Pricing for installation of the required electrical components by the Lessor’s electrician. Because the Eastern Federal Lands Highway Division is required to use the Lessor’s electrician, the proposal must include the electrician’s fees for Time and Materials and Bernstein Management’s project management fee. The successful offeror shall pay those fees directly to Bernstein. Contact information for Bernstein Management’s property manager is Dave Hodson at 703-467-0944.

c. Bernstein Management will be considered a sub-contractor for the purpose of this award.

d. Proposal shall also include all required permits and fees as required by local ordinances.

11. The prospective offeror must supply warranty information. Further, the successful offeror will provide system/device manuals and product information after the installation is completed, in addition to the warranty information.

12. The successful bidder must coordinate installation with the Administrative Services Team Leader.

13. All prospective bidders must schedule appointments for a site visit by emailing Jan Beaver at jan.beaver@dot.gov or Raymond Delpesche at raymond.h.delpesche@dot.gov, in order to obtain needed measurements and other information required to develop their proposals.
