Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. In the document labeled “Report_1_NEPA.pdf” on page 6 of 18, the third paragraph states “During rush hours between 5:30 - 9:30 a.m. and 2:20 - 6:30 pm, all lanes of the roadway would be open to traffic.” The same information is also is found on pages 8 of 18 and 12 of 18 in the document labeled “Report_1_NEPA.pdf”. However, in the document “IFB_Solicitation_PRA- NAMA_17(1).pdf” in Subsection 156.03, it states “Maintain a minimum of one lane of traffic in each direction at all times” Also stated in Subsection 156.03 “schedule and perform the work so as not to interfere with the traffic during rush hours.” Is it acceptable to maintain one lane of traffic in each direction during rush hour as long as we do not disturb the flow of traffic?

Response: No. The road is a two-lane facility with parking on both sides. The Contractor must maintain one lane of traffic in each direction at all times, which is consistent with the requirements in the National Environmental Policy Act (NEPA) document “Report_1_NEPA.pdf”. The parking lanes may be used for traffic when the normal traffic lanes are closed. As specified in Subsection 156.03, the Contractor is to close Parkway Drive to parking for the duration of construction.

Work may proceed during rush hours provided the construction operations do not interfere with traffic, as determined by the CO.

2. Please provide the list of “Special Events”, including the date and times when no work will be permitted, as noted in the Traffic Control General Notes, Sheet N01.

Response: It is not possible to list the “special events”, which are events not currently known that may arise during construction. The CO will provide as much advance notice as possible if and when such special events occur.

3. In the NPS Storage Area, is there electrical power available for use during construction? If so what type?

Response: The Contractor is responsible for supplying their own electrical power.

mailto:eflhd.contracts@dot.gov

Questions-Clarifications Page 2 of 4

4. Will the contractor be able to access the NPS Storage Area during construction at their discretion? Will the contractor have the ability to put their own lock on the gate?

Response: The Contractor will have full access to the National Park Service (NPS) Storage Area during construction. The Contractor will be allowed to use their own lock on the gate, as long as the Government has independent access to the facility at all times. This could require providing the Government with keys to the Contractor’s lock, or using a dual-locking system so that the Contractor and Government each have keys to their own locks.

5. The NPS Storage Area is filled with National Park Service supplies and materials. The contractor will have to shuttle materials around to complete structural repairs. Will the Government provide a place to temporarily store these materials outside the NPS Storage area?

Will the contractor be responsible for any damage these supplies and materials incur during construction?

Response: The Government will not provide storage space for the materials that need to be moved outside the NPS Storage Area. The Contractor is responsible for relocating and storing the materials in a secure location approved by the CO, and for replacing the materials back in the NPS Storage Area upon completion of the work. The Contractor will be responsible for any damage to materials not designated to be removed and disposed

of. See Subsection 203.03.

6. The plans call for temporary shoring stamped by a professional engineer to support the structure while repairs are being done. The contract documents do not provide as-built drawings or any other information for the contractor’s engineer to determine what loads can be expected.

Please provide a schedule of locations where temporary shoring will be required. Also provide what capacity the shoring will need to be.

Response: On plan sheet R86 (Typical Concrete Repair Details -2), note #2 states “When 2 or more adjacent faces of a pile or bent cap require removal and replacement, or more than 25% of the cross-sectional area of these members require removal and replacement, temporary shoring may be required. Notify the CO when this occurs.” We anticipate 2 or more adjacent faces of pile or bent requiring repair on Bents 6, 7, 8, 9, 14, and 16 (see plans). However, this is subject to verification and adjustment on site. We cannot anticipate the exact depth of concrete repair in all cases. Shoring needs to be adequate to support structure dead and live loads according to AASHTO and FP-03.

As-built drawings will be provided by amendment.

a. Due to the uncertainties of temporarily shoring the existing structure based on the information given, we propose the Government provides an allowance for temporary shoring if adequate information about the existing structure cannot be provided.

Response: No change. The contract includes pay item 56202-0000, Temporary Support Structure, to compensate for temporary shoring work.

Questions-Clarifications Page 3 of 4

7. Please provide a schedule of type, size and quantity of materials that will require asbestos abatement.

Response: The exact type, size, and quantity of asbestos containing material (ACM) is unknown. However, it is estimated is that there may be approximately 220 linear feet of pipes with asbestos insulation inside the Watergate Plaza Bridge. As specified in Subsection 203.04B, the Contractor is responsible for identifying and testing potential ACM before beginning any other work within the Watergate Plaza Bridge.

a. Due to the uncertainty of quantifying the asbestos abatement requirements for this project, we propose the Government provides an allowance for asbestos abatement.

Response: No change. The contract includes pay item 20304-1000, Removal of Structures and Obstructions (Asbestos Containing Materials), to compensate for asbestos abatement work. See Subsection 203.04B.

8. With regards to the utility work to be performed by PEPCO in advance of the concrete repair work, what is the anticipated duration for their existing street light service line work?

Response: Potomac Electric Power Company (PEPCO) is not performing any street light service line work on this project. PEPCO’s support is limited to isolating and de-energizing the existing high-voltage line that currently supplies the existing street lights that will be converted to a low voltage service (see the response to Question #9), as well as de-energizing and re-energizing the existing 120 volt service as needed to install the new 120 volt circuits.

9. What is the anticipated duration for PEPCO to disconnect the high voltage service to the existing street lights?

Response: It is expected that PEPCO will need one day to disconnect and reroute the high voltage service. This does not include the advance preparation time PEPCO may require to schedule the work.

10. Does the bidder have permission to contact PEPCO regarding this project? If so, please provide contact information.

Response: Yes, bidders may contact PEPCO regarding the electrical work to be performed by PEPCO. The PEPCO contact is Mr. Daniel Smolka, (202)388-2295, dsmolka@pepco.com. Bidders are reminded that PEPCO is not authorized to answer any questions related to the solicitation or the contract requirements.

11. Will the contractor be allowed to modify the existing subgrade in the NPS storage area to allow for equipment travel? If so, what are the limits of excavation as to not disturb the existing structures?

Response: No. The Contractor will not be allowed to modify the existing subgrade.

mailto:dsmolka@pepco.com

Questions-Clarifications Page 4 of 4

12. On Sheet R01 of the “PLANS”, in the reinforcing steel section, it states “Replace deteriorated reinforcement as directed by CO with new reinforcement using mechanical splices or lap splices 30 bar diameters with remaining reinforcement.” Please provide a quantity of deteriorated reinforcement that would need to be replaced.

Response: The pay item 55205-0000 Repair Concrete requires the removal of concrete and deteriorated steel reinforcement. The quantity of deteriorated steel reinforcement with 25% section loss is unknown, since it is embedded in the concrete and can’t be seen until it is exposed. The As-built Plans can be used to help estimate the amount of existing reinforcement in an average concrete repair square yard area.

Please note that quantities shown on the Plans and Bid Schedule are estimated and all items are bid and paid for on a unit price basis. The Contractor will be paid for the amount of work ordered by the CO, completed and accepted per the specifications. If there is an error in the estimated (Bid Schedule) quantity, the overrun/underrun will be accounted for during construction. Please also note all quantities of work must be ordered by the CO; if the Contractor performs work not ordered, the Government will not pay for

it. See the last paragraph of Subsection 109.05 of the FP (standard specifications).

13. On sheets R6-R84, the “PLANS” identify the locations of various concrete repairs.

However it does not identify whether to make the repair using “Typical Concrete Repair Details

- 1” on sheet R85 or “Typical Concrete Repair Details – 2” on Sheet R86. Please specify which type of detail is to be used at each area.

Response: Plan sheets R06-R83 identifies approximate repair areas and provides approximate lengths, widths, and estimated depths of repair. Plan sheet R85 (Typical Concrete Repair Details-1) shows a surface repair that does not expose reinforcing steel.

Plan sheet R86 (Typical Concrete Repair Details-2) shows a repair that exposed reinforcing steel. Also see note 2 on both plan sheet R85 (Surface Concrete Repair Procedure) and plan sheet R86 (Partial Depth Concrete Repair Procedure) for removal of loose and deteriorated concrete requirements.

This provides direct access to the NPS Storage Area Bridge, while access to the Watergate Plaza Bridge is available by passing under an interior wall at the south end of the NPS Storage Area Bridge.

There are also three, approximately 2’-9” x 2’-7” (inside opening dimension) access hatches in the northeast, southeast, and southwest corners of the Watergate Plaza Bridge deck that provide direct access to the interior of the structure. These access hatches were pointed out on site and are shown in the plans on sheet D03.

mailto:eflhd.contracts@dot.gov

4. Will all of the electrical cable underneath the bridge be removed?

Response: The Contractor is responsible for inspecting the existing electrical fixtures and wiring to determine which components of the electrical system are still functional, and which are obsolete. The Contractor is required to remove all non-functional electrical fixtures as directed by the CO. See Subsection 203.04.

5. Are the fences inside of the bridge going to be removed?

Response: The existing fences and gates may be removed as needed to construct the work. The fences and gates must be reset in their existing locations upon completion of construction. See Subsection 203.03.

6. Are the concrete slabs and brochures inside of the bridge going to be removed?

Response: The NPS will remove all paper goods and other perishable materials from the bridge prior to construction. The Contractor is responsible for removing and storing all other materials in a secure location approved by the CO, and for replacing the materials back in the NPS Storage Area upon completion of the work.

See Subsection 203.03.

7. Do the materials in the bridge need to be removed from the structure or can they be moved around within the structure to perform the repairs?

Response: The Contractor has the option to move some or all of the materials from one location to another within the structure instead of removing it, as long as the material does not interfere with the work and is not damaged during construction.

See Subsection 203.03.

8. What types of repairs will be performed inside of the bridges?

Response: The work includes repairing damaged concrete on the columns, beams, deck, and walls using shotcrete as specified in Section 566.

9. Does the work include replacing globes or other parts of the streetlights?

Response: The streetlight work includes removing, cleaning, and repainting all streetlight poles. It also includes repairing or replacing damaged or missing components of the streetlights. See Subsection 636.06.
