Project: Bridge Inspection Services-Competitive Full and Open Competition The purpose of this amendment is:

1. Provide a summary of responses to questions/clarifications asked by potential bidders.

2. All other terms and conditions remain the same.

1. The subcontracting plan lists 43% - Small Business; 5% Small Disadvantaged Business, 5% Women Owned Business, 3% Hubzones, 3% Service Disabled Veteran Owned Business. This totals 59% for sub consultants and 41% for the prime firm. Could you verify if our understanding of this participation level is correct? If we utilize a sub consultant that covers more than 1 category, (ex: SBE, SDB, and WOSB), can that one sub consultant cover the participation levels required for several categories?

This is only applicable to task orders $650,000 and greater. We have never had and do not anticipate having any task orders under this Bridge Inspection IDIQ that will be $650,000 and greater.

2. May a sub consultant firm be included on more than one team’s/prime’s submission or must each sub consultant be exclusive to 1 team/prime?

Yes, a sub consultant firm be included on more than one team’s/prime’s submission. There is no exclusivity requirement.

3. Can you clarify what the Inspection Team Leader Requirements are? Within the presolicitation notice, the third paragraph on page 1 states that “the field inspections will be conducted by a team that meets the requirements set forth in the NBIS, which means they must be NBIS trained (comprehensive bridge inspection training); however, on page 3, it shows the Inspection Team Leader needs to be a Professional Engineer (PE) only.

The Team Leader is required to have the comprehensive bridge inspection training course and either a PE or suitable experience, as defined by the NBIS.

4. Can you clarify what qualifications, if any, are required for the Project Manager and

Inspector?

The qualifications for Project Manager and Inspector are set forth in the NBIS. Refer to the NBIS on this matter.

5. Will the selected firm provide coverage for the defined EFLHD locale or throughout the

United States and Territories?

Throughout the United States and Territories.

6. Is there a range or average number of assignments per year that will be assigned to the minimum guaranteed contract amount of $3,000 per year? Is there any more information that can be provided related to expected amount of the contract per year?

There is no range or average number of assignments per year related to the minimum guaranteed contract amount. There is no more information that can be provided related to an amount of the contract per year.

7. What software/platform will be required to prepare the inspection reports?

Reports are to be prepared using Government-supplied software. We will not give specifics beyond that until contract award.

8. For the CADD sketches, is use of GEOPAK an absolute requirement, or are suitable alternatives permissible?

Microstation is a suitable alternative for CADD sketches, as indicated in the synopsis. Any software must be compatible with EFLHD software.
