1.A.2 Description of Project
The Interstate 564 Intermodal Connector limits are located from existing Interstate 564 in the area of Terminal Blvd on the east to the Naval Station Norfolk (Second Street) and Norfolk International Terminals on the west, representing approximately 2.82 miles of new four-lane limited access highway, and a reconfigured commercial vehicle inspection station for Naval Station Norfolk. Proposed improvements include, but are not limited to, construction of I-564 interchange, bridges and local connectors, stormwater management areas and other infrastructure associated with the I-564 Intermodal Connector. Improvements should not preclude the construction of a future Air Terminal Interchange (ATI) or Navy access to the future Hampton Roads Third Crossing. In addition, the project includes improvements on Naval Station Norfolk, Naval Support Activity Hampton Roads and Norfolk International Terminals. Adjustments and tie-ins will also be required at the interface with Norfolk International Terminals and Norfolk Southern Railroad. The base contract for the project may include, but is not limited to:
(a) I-564 Intermodal Connector: - Design and construction of four through traffic lanes, including shoulders and a median, off-bound and on-bound ramps, bridges and overpasses, lighting, signage, intelligent transportation systems (ITS), and stormwater management areas. Provide vehicle queue separation between vehicles accessing Naval Station Norfolk (Gate 6), the Navy Commercial Vehicle Inspection Station (CVIS) and Norfolk International Terminals using the Government provided preliminary CVIS Concept plan. Through lanes and ramps are to be designed to meet VDOT design and construction standards except where otherwise excluded in the RFP and the Government provided preliminary plans, or by a VDOT and FHWA approved design waiver or
1A-2 exception, which will be the responsibility of the Contractor to obtain. Preserve connectivity to the Navy Pass Office, Fleet Recreation Center, and long term parking area, including replacing lost parking spaces. Construct a terminus for the Intermodal Connector which provides access to Second Street within the Naval Station Norfolk, access to the northern side of Norfolk International Terminals, and re-entry to the Intermodal Connector eastbound from both access points. Perform traffic modeling and operational analysis including determination of off-bound and on-bound ramps length requirements for queuing and tapers.
(b) Bridges: - Design and construct new bridge(s) and/or major culvert(s) under I-564. The Contractor is required to evaluate the use of new and innovative structural slide in place technologies on one of the new structures. All innovative structural technologies will require EFLHD and VDOT acceptance for use. Do not increase the existing 100 year storm water surface elevation upstream and downstream of the bridge. A hydrology and hydraulic model of the existing 100 year storm for the drainage at the Boush Creek bridges will be required, to be prepared by the Contractor. .
(c) Storm Water Management: - Design and construct Storm Water Management (SWM) water quality and quantity requirements to VDOT’s MS4 requirements, Bird Aircraft Strike Hazard (BASH), and other federal, state, and local criteria and requirements to manage storm drainage and storm water runoff for quality and quantity throughout the project. The Mason Creek and Boush Creek watersheds require zero volume increases. The Government’s preliminary plans showing storm water management facilities locations are for the Contractor’s information only. The Contractor may use them for their own design. There is no guarantee that a design based on the Government’s preliminary plans will be approved.
The Contractor can elect to use this information in his own design; however, they are still responsible for satisfying all storm water management requirements noted above and listed in SubPart B, Section 111. Stormwater from ponds may discharge and convey towards the Navy installation. Any drainage ways crossing through Explosive Safety Quantity Distance (ESQD) arcs must be conveyed by means of stormwater pipes, concrete channels, grass lined swales, or some other form of low maintenance means approved by the Navy. The Contractor is encouraged to evaluate the use of new and innovative structural SWM Best Management Practices (BMP) technologies that have the potential to reduce the size of right of way required for the SWM Ponds. All innovative structural SWM BMP technologies will require VDOT acceptance for use. At stormwater discharge outlets to streams and drainage channels, use stone lined protected plunge pools and energy dissipater pools to reduce velocities and erosion to the drainage channel and/or stream or other waterway.
(d) Relocated Rail line: - Design and construct a shared Relocated Norfolk Southern and Virginia Port Authority (VPA) Railroad on the south side of I-564 Intermodal Connector alignment near Ingersol Road adjacent to Naval Support Activity. Maintain rail connectivity at all times. Coordinate interruptions for final connections with VPA and Virginia International Terminal (VIT).
(e) Relocated Patrol Road: - Design and construct access to the Navy’s Air Terminal Building and a relocated Patrol Road including the Navy’s perimeter fence from the Terminal Blvd Interchange to north of Building LP5A south of the runway. Maintain access to the Air Terminal parking lot. Maintain a minimum width of 24-feet, with the exception that Patrol Road may be reduced to 20-feet adjacent to the taxiway to maintain FAA clearance of 155-feet from the centerline of the taxiway to the edge of Patrol Road.
Relocate and/or replace the perimeter installation fence impacted by the project. To the maximum extent practicable, maintain a level grass area on both sides of the installation perimeter fence to allow maintenance and security access. Mitigate impacts to the pedestrian trail system adjacent to the Patrol Road near the Terminal Boulevard Interchange, including removing pedestrian bridges as required.
1A-3
(f) Connection to Gate 6: - Connect to improvements concurrently under construction by Naval Station Norfolk and Norfolk International. Coordination with the Navy will be required to ensure all impacted (affected or compromised) utilities are relocated along D Avenue.
The Navy will allow the use of the Camp Allen Treatment Plant for disposal of any contaminated ground water associated with construction-related excavation in areas near the Camp Allen Salvage Yard and Camp Allen Landfill in accordance with the provided Technical Memorandum and Dewatering Requirements for the I-564 Intermodal Connector Project in the Camp Allen Area and the I-564 Connector Construction License.
Ensure compliance with all BASH requirements during design and construction of all roadway features and grounds.
Coordinate with all utility owners for relocation of their utilities impacted by the Project. The Contractor will be responsible for the utility owner’s incurred design costs. Follow the procedures used in the VDOT Utility Manual 2011 for determining shared costs for construction relocation of gas, steam, electric, fiber optic, and communication utilities both overhead and underground. Present documentation for the CO’s, VDOT’s, and Navy’s review and approval of UT-9 determinations and forms, and other documents supporting the Contractor’s shared cost and Utility Owner’s shared cost. Provide all Utility Owner Plans and Estimates (P&E) for the CO’s and VDOT’s review.
Additional utilities design and construction requirements are as follows:
(a) Note: the Navy’s Public Works Department (PWD) reserves the right to provide the Contractor a design for all water mains and appurtenances to be relocated in Navy right of way or dedicated easement for their utilities. The Contractor will be responsible for all costs covering Navy PWD design and cost for providing inspection services during construction. The Contractor will be responsible for the design of all sanitary sewer lines and appurtenances, meeting the requirements of the Navy PWD. The Contractor will be responsible for all construction, including costs. The costs for betterments will be provided by the utility owners directly to the Contractor.
The Contractor will be required to sign an agreement with Navy PWD prior to sanitary sewer design and construction relocation.
(b) Replace all utility pipe and conduits under pavement within the Project Limits that are made of clay, or evaluated as deteriorated upon inspection.
The design and construction cost for this base project plus all options is estimated to fall within the price range of $90,000,000 to $125,000,000. This project is “Subject to Availability of Funds”. In addition to the work outlined above, there will be two options that EFLHD has the right to exercise. These options at this time are “Subject to the Availability of Funding”.
EFLHD has the right to exercise these options within 3 months after the contract Notice to Proceed.
Option 1
Option 1 consists of design and construction of site improvements and a secure access ramp to Second Street so as to accommodate a relocation of the Commercial Vehicle Inspection Station
1A-4
(CVIS) shown in the Government provided Alternative 1. Construct off ramps from the I-564 Intermodal Connector to the CVIS area located east of Hampton Blvd adjacent to the Fleet Recreation Center and Pass Office. Construct a secured truck lane from the CVIS area to Gate 6 including a bridge overpass at Hampton Blvd. Construct CVIS site and utility infrastructure to include, but not be limited to, earthwork, pavement, sidewalks, curb and gutter, striping and overlay, signage, drainage, stormwater, landscaping and low impact development requirements, security fencing, utility relocations, ATFP barriers, demolition of existing CVIS, egress road to Hampton Blvd and associated site improvements. CVIS supporting features shall include associated utilities for the site improvements to within 5-feet of the building footprint. Replace lost parking in the Pass Office lot and restripe the entire parking area. The construction cost for this option is estimated to fall within the price range of $4,500,000 to $7,000,000.
Option 2
Option 2 consists of design and construction for relocating a portion of Ingersoll Road and Camp Allen installation perimeter between the Camp Allen Mess Hall and the Water Treatment Facility. The minimum VDOT roadway section will be used with a hard surface. The construction cost for this option is estimated to fall within the price range of $500,000 to $1,500,000.

EFLHD is seeking Phase Two Technical and Price Proposals to design and construct the project in accordance with the two-phased selection process as prescribed in FAR 36.3. Only those Offerors who have been selected in Phase One will be eligible to submit Phase Two proposals.
The Phase Two process includes a pre-proposal conference/site visit, followed by a Technical & Price Proposal submittal, and finally a determination of award. EFLHD will award the contract (if at all) to the responsive Offeror determined to provide the “Best Value” to the Government.
EFLHD intends to award a fixed price contract without discussions with offerors (except clarifications as described in FAR 15.306(a)); therefore, the offeror's technical and price proposal should be clear and complete and contain the offeror's best terms. The Government reserves the right to conduct discussions if later deemed necessary. The Government further reserves the right to reject any or all offers if such action is in the Government's best interest. Each offeror shall submit an offer that fully addresses the evaluation factors contained in this solicitation and complies with the preparation and submission instructions contained in this solicitation.
1.B.1.b Examination of RFP Documents
Electronic copies of the RFP (including Government preliminary Design Plans and other documents) and the information called out in Section 1.D will be available to each short-listed Offeror. The Offeror shall be solely responsible for examining the RFP documents, including all amendments issued, and for informing itself with respect to any conditions that may in any way affect the amount or nature of the proposal, or the performance of the work. Failure of the Offeror to so examine and inform itself shall be its sole risk and no relief for error or omission will be provided by EFLHD.
1.B.1.c Interpretation of RFP Documents
The Offeror shall be responsible for reviewing the RFP documents and any subsequent amendments and for requesting clarification or interpretation of any material discrepancy, deficiency, ambiguity, error or omission, or of any provision which the Offeror otherwise fails to understand.

Government personnel will be available to clarify requirements at key sites and answer questions. A written record of the conference will be furnished to all Offerors.
EFLHD will coordinate the project site visit following the Pre-Proposal Conference. A Navy representative will arrange any required escort.
1.B.3 Evaluation and Selection Procedure Steps
EFLHD will use a Best Value Selection procedure as described in Subsection 1.B.5.
The selection procedure will involve the following major steps:
(a) EFLHD receives Technical Proposals.
(b) Evaluation Panel (Panel) begins reviewing the Technical Proposals.
(c) Technical Proposals are evaluated by the Panel in accordance with the technical evaluation factors in subsections 1.B.4.b.
(d) Price Proposals are received and evaluated by the Panel.
(e) Relationship of quality versus price evaluated per Section 1.B.5, with the overall proposal providing the best value to EFLHD forwarded to the Selection Official.
(f) Contracting Officer makes determination of award.
1.B.4 Proposal Submittal
1.B.4.a Review of Technical Proposal
EFLHD will use the evaluation criteria shown in 1.C.4 in assigning a numerical technical rating for each Offeror. The main categories of the technical proposal and maximum scores for each category are listed below:
1B-4
• Technical Approach to Design and Construction. Maximum Score = 500.
• Project and Management Plan of how the contractor plans to accomplish the work.
Maximum Score =300.
• Acquisition of right-of-way, permanent and temporary easements. Maximum Score =
• Project Controls. Maximum Score = 50.
1.B.4.b Review of Price Proposal
The Price Proposal will include the Contract Bid Price total (from Table 1 of Price Form 01, Subsection 109.06 of the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects FP-03 Is Table 1 of Price Form 01 available electronically) plus the Government’s Contract Administration Costs based on $3,300 per calendar day necessary to complete all contract work from Notice to Proceed (NTP) to final construction completion. The Offeror shall submit prices for each Lump Sum Bid Item, unit prices and quantities for each Statistically Accepted Bid Item, and unit prices for each Contingent Fee Bid Item as described in Section 109. In addition, the Offeror shall also provide the number of calendar days that they will commit to completing the project. The number of calendar days cannot exceed beyond October 1, 2016 for final completion of the project. The number of calendar days indicated by the Offeror will thereby establish the final completion date stated in Section 108, in which liquidated damages will be assessed for work required beyond that date.
The price used for evaluation purposes will be the sum of the Contract Bid Price and the Contract Administration Cost as shown on Price Form 01. The Government may reject a proposal if the prices shown are materially unbalanced between line items or sub-line items. A price proposal is materially unbalanced when it is based on prices significantly less than the cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the price proposal will result in the overall best value to the Government, or if it is so unbalanced as to be tantamount to allowing an advance payment.
See Subsection 1.C.3 for the required documents to be submitted with the Price Proposal.
The price provided will not be disclosed to individual technical evaluators prior to completion of technical evaluation.
1.B.5 Best Value Determination
The Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15. This process permits tradeoffs between price and technical (“noncost”) factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation.
All evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The Government is concerned with striking the most advantageous balance between technical merit (“quality”) and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor.
1B-5
1.B.6 Award
The Selection Official will select for contract award the proposal which offers the best value to the Government.
The technical proposal will be incorporated into the contract by reference and the contractor shall be bound by its contents.
