Questions and Answers to Solicitation DTFH71-13-R-00005: Transportation Planning, Pavement Design, Performance Management, Traffic Monitoring, Safety Reports & Studies, and
Asset Management
1. Question: Page 5 allowed expanding sections within the SF330, if necessary. Could you please clarify that this includes submitting more than 10 projects under Part I, Section F;
or do you prefer we stick to the general rule of including only 10 projects total for the entire team (including subs)?
Response: Submit a different SF330 for each subcontractor and then each can show 10 example projects but they must bind them into one document. So for example, there would be one master organization chart showing the prime and subs and the SF330 for the prime would be first and then each sub’s SF330 (say with a tab for easy reference) would be behind the prime’s.
2. Question: After reviewing the above-referenced solicitation, I am writing to get further clarification on what you are looking for in a “Visitor Use Planning Specialist.” What are your expectations as to what this person’s role will be on the contract? This will help us decide who would be the best person for that role.
Response: The term “Visitor Use Planning Specialist” is viewed by FHWA as being relatively generic. It may refer to a specific individual, the collective knowledge and experience of a group of individuals, or the capabilities and experience of a specific organization which possesses an understanding of the information needs of visitors to any unit of any federal land management agency (FLMA). The specific roles or responsibilities of someone with these capabilities and experience cannot be precisely defined at this time. Rather, the respondent should demonstrate that this general capability is possessed by someone (or some firm) associated with the principal responding firm by an understanding of the process by which visitor use surveys are developed and applied at FLMA units, the type of information (quantitative and qualitative) which is obtained from such surveys, and how this information is analyzed and the results applied to addressing specific transportation issues and concerns. The citation of the respondent’s experience with the development and application of such visitor surveys at one or more FLMA units would be sufficient.
3. Questions: The solicitation references several required professional disciplines be included on the submitting team. Could you please furnish clarification or a description of the anticipated work required of the following disciplines: “Marketing Specialist” and
“Highway Safety Specialist”.
Response: The terms “Marketing Specialist” and “Highway Safety Specialist” are both viewed by FHWA as being relatively generic in nature. The satisfaction of the requirements associated with either technical discipline may refer to either the specific capabilities or experience possessed by a single individual, the collective knowledge and experience of a group of individuals, or the capabilities and experience of a specific organization which possesses an understanding of the applicable technical area. For example, a “Marketing Specialist” (an individual or a firm) would typically possess appropriate technical knowledge and demonstrated prior experience in the development and implementation of public outreach materials across several different types of communications media (printed materials, radio and television, the
Internet, etc.) designed to present changes in public policies or agency operating procedures to members of the general public. Similarly, a “Highway Safety Specialist” could be described as an individual who possesses the appropriate technical knowledge and demonstrated prior experience in the examination of vehicular crash records, accident reports, and physical and operational conditions of streets, highways, bicycle and pedestrian facilities, and/or public transit systems to identify hazardous conditions of some kind and who would then recommend that appropriate corrective actions be undertaken to reduce the number of reported crashes. Given the
IDIQ nature of this overall contractual agreement, neither the specific roles, and responsibilities, nor the anticipated level of effort of any individuals with this type of capabilities or experience cannot be precisely defined at this time. The requirements for the use of staff classified in either the “Marketing Specialist” or “Highway Safety Specialist” disciplines would be defined in the specific solicitation associated with each individual task order.
4. Question: Is it the intent that the “Transportation Engineer/Planner” discipline be an either/or Engineer/Planner? Or is it the intent that this Key Personnel is both an Engineer and Planner or can two different professionals be used here?
Response: The term “Transportation Engineer/Planner” is viewed by FHWA as being relatively generic. The term is also viewed as being reflective of the differing position titles which individual consulting engineering and planning firms use for application to individuals possessing similar if not identical educational and technical backgrounds and experience levels.
Thus, someone with the official corporate title of “Transportation Planner” may be an individual possessing one or more degrees in engineering whose activities focus on the transportation planning discipline. Similarly, someone with the official corporate title of “Transportation
Engineer” would most likely possess at least one degree in engineering but could hold one or more degrees in some aspect of planning or any other technical discipline. The qualifications of each individual associated with the generic title of “Transportation Engineer/Planner” will thus be dependent on the way in which the term is defined by each firm. In general, the “either/or” option could be applied or two or more different professionals could be identified as possessing similar levels of experience and qualifications but with differing educational backgrounds.
5. Question: Since this IDIQ Contract will be used by the Eastern, Central and Western
Federal Lands Highway Division, will representatives from each Federal Lands region of be represented on the Selection Panel?
Response: The membership of the Selection Panel cannot be disclosed at this time.
6. Question: Will all task orders under this solicitation be negotiated and managed (COR) by Eastern Federal Staff - no matter which region the project is located?
Response - Yes, if the work originated with EFLHD all of the task order negotiations and subsequent management services will be provided by EFLHD staff. Otherwise, those task order solicitations originating in either the Central or Western Federal Land Division offices will be completed, assigned, negotiated, and managed by the appropriate office. Moreover, it is possible that a new task order being managed by one of the three Federal Land Highway Division offices could be physically undertaken in one or any combination of the other federal land division geographic areas of responsibility.
7. A/E Contract holders
Response: http://www.efl.fhwa.dot.gov/contracting/ae-contract-holders.aspx
8. Question: Need all of the listed areas of specialization be covered in the offer’s response- or may the response address only the areas in which the offer specializes?
Will the response package be deemed non-responsive if it does not cover all of the listed specializations?
http://www.efl.fhwa.dot.gov/contracting/ae-contract-holders.aspx
Response: All of the areas of specialization need to be covered in the offer’s response either performed with Prime capabilities or by sub consultants.
9. Question: What is Eastern Federal Lands Highway Division's interest in receiving Prime responses from certified DBE and small women-owned business enterprises?
Response: You may submit your response as a Prime certified in any certified SBA area if you so desire and are certified as such.
