Notice to Offerors Project: WA NPS MORA 13(6), Pavement Markings, Mt. Rainier National Park

Current and potential U.S. Department of Transportation (DOT) Contractors have recently been receiving fraudulent letters purporting to be issued by DOT. These fraudulent letters request that the Contractors resubmit their banking information to DOT. If you receive such a letter, please DO NOT complete the requested worksheet that is attached to the letters and DO NOT release any information. To register or update information, Contractors are required to go directly through the System for Award Management (SAM) website and never through a third party.

You can access SAM at https://www.sam.gov/portal/public/SAM/.

III. Post Award Information.

Insurance requirements are set forth in the statement of work (page E-10).

Contractor Performance Evaluations. This office posts performance evaluations in the Construction Contractor Appraisal Support System (CCASS). A user’s manual can be found at https://www.cpars.gov/cparsfiles/pdfs/ACASSCCASSUserManual.pdf . Upon receiving an email notice of evaluation availability, you will have 30 days to review the evaluation online and submit comments. If you are unable to access the system, call 360-619-7520 for assistance or for a copy of the evaluation.

Statement of Work

6. CONSTRUCTION SCHEDULE:

Submit a preliminary construction schedule at the preconstruction conference. A preliminary construction schedule is a written narrative with a detailed breakdown of all contract activities for the construction contract. Within 7 days after the preconstruction conference, the preliminary construction schedule will be accepted or rejected. If rejected, submit a revised schedule within 3 days. Do not begin work, except mobilization, traffic control without an accepted preliminary construction schedule.

The following applies to the written narrative:

Estimate starting and completion dates of each activity.

Describe work to be done within each activity including the type and quantity of equipment, labor, and material to be used.

Describe the location on the project where each activity occurs.

Describe planned production rates by quantities (e.g., lineal feet of striping/day).

Describe work days per week, holidays, number of shifts per day, and number of hours per shift.

Estimate any periods during which an activity is idle or partially idle. Show the beginning and end dates for reduced production or idle time.

Describe expected and critical delivery dates for equipment or material that can affect timely completion of the project.

Describe critical completion dates for maintaining the construction schedule.

Identify the vendor, supplier, or subcontractor to perform the activity. State all assumptions made in the scheduling of the subcontractor’s or supplier’s work.

A. Furnish and install traffic control devices before the start of construction operations.

B. Install only those traffic control devices needed for each stage or phase.

Statement of Work

(8) Adjustments to the proposed total payment that relate to the quantity and quality of individual items of work. Adjustments for the following may be made by the Government after validation of the invoice:

(a) Retent resulting from a failure to maintain acceptable progress;

(b) Retent resulting from violations of the labor provisions;

(c) Retent pending completion of incomplete work, other “no pay” work.

Final Payment

Follow the requirements of FAR Clause 52.232-5 Payment under Fixed-Price Construction Contracts and FAR Clause 52.232-27 Prompt Payment for Construction.

Upon final acceptance and verification of final pay records, the Government will send, by certified mail, a final voucher (SF 1034) and a release of claims document. Execute both the voucher and the release of claims, and return the documents to the Government for payment.

The date of approval by the Government of the final voucher for payment constitutes the date of final settlement of the contract.

If unresolved claims exist or claims are proposed, reserve the right to the claims by listing a description of each claim and the amount being claimed on the release of claims document.

Failure to execute and return the voucher and release of claims document within 90 days after receipt shall constitute and be deemed execution of the documents and the release of all claims against the Government arising by virtue of the contract. In this event, the day after 90 days from receipt constitutes the date of final settlement of the contract.

10. CONTRACTOR FURNISHED ITEMS:

All materials shall be Contractor furnished from outside the Park.

Hauling Materials on Public Roads: Load restrictions on Park roads are identical to the State load restrictions with such additional regulations as may be imposed by the Park.

Information regarding rules and regulations for vehicular traffic on Park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve the Contractor of liability for damage, which may result from moving of equipment. .

Any Contractor vehicles exceeding these restrictions must have a pilot vehicle. The pilot vehicle must have a sign on the front indicating “Oversized load Follows”. The Contractor must notify the CO of the intent to utilize a pilot vehicle prior to entering the Park. All costs for pilot vehicles will be borne by the Contractor.

A 2-axle line striper is required. These roadways are narrow and turns cannot be safely negotiated by 3-axle vehicles. The restrictions are necessary to insure work can be accomplished to existing striping patterns and to reduce damage to Government and personal property.
