Solicitation: DTFH6817Q0003 Colorado National Monument Half Tunnel Culvert Repairs

RFI 2 2/9/17 – Responses 2/9/17

1. Item 7 – Lean Concrete Backfill (Tunnel Fill) – What strength is required at 28 days? Is aggregate required if specified strength can be met?

CFLHD specifies the 7‐day strength under (g) of item 7 in contract, there is no 28‐day strength requirement. Yes, we want to keep the aggregate.

2. Professional Engineer ‘s drawings – Will drawings have to be per park service’s drafting templates and styles or may they be per Professional Engineer’s drafting templates and styles ?

Professional engineer drafting templates and styles are fine.

3. Dan Hallett from the Park can be reached at 970‐858‐3619, extension 346 to arrange a visit to the project site. I have called this number numerous times and all I get is a fax. Please provide another contact or another way to Contact Dan Hallett.

Dan Hallett Chief of Facility Management Colorado National Monument Chairman, Intermountain Maintenance Advisory Committee

970.858.3617 Ext. 346

Cell: 970‐270‐4368

RFI 1 2/3/17 – Responses 2/7/17

1. Are any pictures of the outlet and/or inside of the tunnel available?

Yes. These will be posted to FBO as supplemental documents.

2. After looking at the site, a formal site visit should be scheduled. Please provide a contact that we can call to set up a site visit to review the site and handle technical questions.

A formal site visit will not be held for this project. However, Dan Hallett from the Park can be reached at 970‐858‐3619 970‐858‐3617, extension 346 to arrange a visit to the project site. Any questions must be submitted in writing to CFLHD.

3. Is Central Federal Lands open to alternative ways to accomplish the same results?

Under Simplified Acquisition solicitations, the Value Engineering Cost Proposal Clause is not applicable. Please bid the solicitation as it is presented.

4. Mobilization ‐ 1st paragraph states that only rubber tired equipment may be used on this project.

It also says that if the existing pavement is damaged the contractor will remove and replace the pavement at no cost to the Government. May steel track equipment be used if contractor provides means to protect existing pavement or replaces pavement if damaged?

Yes, steel track equipment may be used as long the existing pavement is protected or replaced at the contractor’s cost if damaged.

5. Temporary Works – This section requires that signed and stamped drawings be submitted for the temporary shoring. This cannot be performed until after the start of the job because the PE will need to have access to the tunnel to determine what type and amount of temporary shoring is required. With a potential 14 day approval time, this could hold up the pipe work, headwall, and masonry for a month after the start of work. Please comment on how this affects the schedule.

The completion date for this project is 60 calendar days from the notice to proceed, which includes the activities listed in your question.

6. Rock Bolts and Dowels – Where is the design load for the rock bolts and dowels specified?

Rock bolt and dowel locations and lengths are estimated for bid quantity. Design rock bolts and dowels for proposed methods and conditions encountered as approved by the CO during construction. Do not exceed grout to sandstone ultimate bond strengths of 60 psi.

7. Tunnel Repair Plan shows 2 boulders to be removed. If these boulders are currently supporting the existing retaining wall, who will determine if they can be safely removed? Can the boulders be removed by prying them loose and letting them fall down the slope?

Removal of loose unsupported rock (extent and methods) is included under Temporary Works (Item 2) and evaluated by the contractor’s professional engineer. Removal of competent bedrock is not anticipated. Item 2, Construction Requirements; provides rock removal requirements. For safety, scaled rock and boulders do not need to be contained on the slope/ledge above the cliff band; however, rock and soil debris remaining on the slope/ledge or hand excavated for concrete/shotcrete placement should be removed from the work site and not allowed to fall down the slope.

8. May the loose rocks that are removed to install the minor concrete wall be left within the tunnel or allowed to fall down the slope?

Rock and soil debris hand excavated for concrete/shotcrete placement should be removed from the work site and not allowed to fall down the slope.
