November 20, 2017 Question: We are looking to possibly bid on this project, but I am unfamiliar with the requirements of the Federal Highway Administration regarding the bid and the award of the project. Do you award a total dollar amount contract that would be the total amount shown on A12 Bid Schedule Summary, or is the contractor paid based strictly on the measurements and quantities installed based on the unit pricing provided on the Bid Schedule?
Answer: See Page A-4 Basis for award. To be eligible for award of contract, the offeror shall submit prices for each item necessary to complete all contract work in Schedule A and Option X.
Accordingly, award of contract, if made, will be made to the lowest responsive, responsible bidder, if funds are available.
The accepted quantities will be paid at the contract price per unit of measurement for the items listed in the bid schedule. Payment will be full compensation for the work prescribed in this Section.
