Questions and Answers Architect-Engineer Full Service Design IDIQ – Total Small Business Set-Aside

DTFH68-14-R-00002

November 13, 2013

Question 1: We have a question regarding the font size and type requirements specified in the solicitation. The solicitation states, "Font for body copy must be Times New Roman and no smaller than 12 pt. Table font must be Times New Roman and no smaller than 10 pt." Does this requirement hold for the SF330 forms? Do we need to revise our SF330 to use Times New Roman 12 point font? If yes, for both the form text and the field text? Also, regarding tables and font size, does the 10 pt. minimum apply to SF330 tables and custom tables we produce (such as in Section H)?

Answer 1: Yes, the synopsis font requirements hold for the SF 330. Any font you add must conform to the synopsis requirements. This includes font in custom tables or font you add to an SF 330 table. Text that is part of the form can be left as is.

Question 1: Could you please tell me whether Part II’s are included in the forty page (double-sided) limit for the above solicitation?

Do pages with nothing on the back count as one or two pages? For example, if Section H Item A takes up one front page with nothing on the back and then Item B starts on a fresh page in a new tabbed section (per requirements of the solicitation), does the front page in Item A count as one page or two (front and back)?

Answer 1: Yes, Part II’s count towards the page limit. In the example in the second part of your question, the blank page would not count towards the page limit.

Question 2: Do all subconsultants under this contract also need to be Small Businesses?

Answer 2: No, but it is the prime’s responsibility to ensure that all applicable regulations are followed including the requirement to self-perform no less than 50% of the work per FAR 52.219-14. See November 4, 2013 answer below.

Question 1: Selection Criteria (4) states “Demonstrate the ability of the prime to perform at least 50% of the work under the resulting contract.” Please clarify if the prime is required to self perform 50% of the work OR that the prime has the capability to perform 50% of the work.

Answer 1: The firm receiving this contract as the prime will be required to self-perform no less than 50% of the work. FAR 52.219-14 states, “At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern.” The 50 percent requirement will be verified on an annual basis, not on an order by order basis. For example, a task order for specialized right-of-way services may be performed almost entirely by

a sub as long as the prime performs at least 50 percent of the work when considering all task orders within the one calendar year performance period.

Question 1: Please indicate whether this solicitation is a recompete of a current or prior contract recently expired; and, if so, please identify the incumbent small business firms by name, POC, phone number and email, if availble.

Answer 1: Incumbents, with contract award dates, are shown on our website at:

http://www.cflhd.gov/contracting/ae/contract-holders.cfm. All contracts are for a maximum of five years. We do not give out contact information for private firms.

October 28, 2013

Question 1: The announcement indicates it is a Small-Business set-aside, but the text of the synopsis states “TYPE OF CONTRACT: This procurement is being solicited on an unrestricted basis to A-E firms . . . . “ We just want to ensure the statement in the text of the synopsis is not creating a conflict that may allow large businesses to submit on the contract.

Answer 1: This is an error and will be corrected by an amendment on www.fbo.gov
