PANOCHE ACCESS ROAD & TRAILHEAD
If the invoice meets the requirements of Subsection 109.08(d), but has quantities or unit prices exceeding the corresponding quantities and unit prices shown on the Government's receiving report, the Government's data for that item of work will be used. The Contractor's invoice, as revised by the Government's receiving report, will be forwarded for processing within 7 days of the Government's receipt of the invoice. The Contractor will be notified of the reasons for any changes to the invoice.
(f) Partial payments. Add the following after the first paragraph:
Partial payments for stockpiled manufactured material (aggregates) will be based on Contractor process control test results. If test results show the material to be out-of-specification, or in “reject” where statistical evaluation procedures are used, no payment for stockpiled materials will be made.
Section 152. - CONSTRUCTION SURVEY AND STAKING
Construction Requirements
152.02 General. Delete the first paragraph and substitute the following:
For 19006(1) Panoche Access Road Project and 5403(1) Mendo Lake Road Project, no government survey will be provided. Grade stakes are not required for aggregate surface course.
Add the following to the fourth paragraph:
For 19006(1) Panoche Access Road Project and 5403(1) Mendo Lake Road Project, protect all land survey monuments, property corners, USGS bench marks and USGS control points. Move and reference those which fall within the construction limits according to Subsection 107.02, Protection and Restoration of Property and Landscape. Coordinate the new locations with CO.
For 19041(1) Ft. Ord Roadways Project Option V, the Government will furnish to the Contractor one copy of each of the following information:
• 3D coordinates and offset distance from centerline for subgrade and surface course finishing stakes at 50-foot intervals and miscellaneous intermediate stations for the low water crossing.
• Slope stake books containing centerline grade and slope staking information at 50-foot station intervals and miscellaneous intermediate stations for the low water crossing.
• Computer listings containing: horizontal alignment, vertical alignment, earthwork quantities, and staking details showing superelevation template data and slope information.

PANOCHE ACCESS ROAD & TRAILHEAD
For 19041(1) Ft. Ord Roadways Project Option V, the Government will provide files for downloading 3D data. Following is the information that will be provided electronically:
• 3D coordinates of control points.
• 3D coordinates of grade finishing stakes.
• 3D coordinates of slope stakes
Delete the second sentence of the second paragraph and substitute the following:
For 19041(1) Ft. Ord Roadways Project Option V, reestablish missing control points, and stakes before slope staking begins.
Add the following:
Furnish a practicable schedule of staking activities with the construction schedule submitted according to Section 155. Include the dates and sequence of staking requirements.
152.03 Survey and Staking Requirements.
(f) Grade finishing stakes. (applies to 19041(1) Ft. Ord Roadways Project Option V) Delete the third paragraph and substitute the following:
The maximum longitudinal spacing between stakes is 25 feet when the centerline curve radius is less than or equal to 250 feet. When the centerline curve radius is greater than 250 feet, the maximum longitudinal spacing between stakes is 50 feet. The maximum transverse spacing between stakes is 25 feet. Reset grade finishing stakes as many times as necessary to construct the subgrade and each aggregate course. Use brushes or guard stakes at each stake.
(g) Culverts. (applies for all except 19041(1) Ft. Ord Roadways Project Options V, W and X) Delete the first paragraph and substitute the following:
Verify, in the field, the approximate location of each individual culvert with the CO prior to surveying, designing, and staking culverts. Use the “Guide for Designing and Staking Culvert in the Field”, dated January 9, 1996, issued by the U.S. Department of Transportation, Central Federal Lands Highway Division, Lakewood, CO, as a guide to the work in this section.
Perform the following:
(4) Add the following:
(a) For single skewed culverts, also submit a plotted field design cross-section, normal to roadway centerline, at each end section. Plot the offset and elevation of natural

information. Label each stake with the following information corresponding to each respective lane:
(1) Station
(2) Offset from road centerline or other location as directed by the CO
(3) Offset from the proposed edge of pavement
(4) Existing road cross-slope. If cross-slope is to be changed, provide proposed change
Allow the CO to comment on any required changes to the stationing and/or readjust or establish additional centerline points. Minor adjustments in grade and/or alignment may need to be made during construction to produce a smooth, uniform project. The final alignment need not be a geometrically computed centerline and may be field adjusted up to 1 foot at the direction of the CO to provide a smooth flowing, best-fit alignment.
Provide a list to the CO of any stations or locations where the proposed pavement edge is within 2 feet of a break in the topography of the shoulder. The CO will determine if corrective action is required.
Provide stations to the nearest 3 feet, offsets to the nearest 2 inches, and cross-slopes to the nearest 0.2 percent.
Record the above information books and provide one hard copy to the CO.
Measurement
152.05 Delete the fourth paragraph and substitute the following:
Do not measure miscellaneous survey and staking.
Included in item 15201-0000 Construction Survey and Staking of 19041(1) Ft. Ord Roadways Project are all items necessary to perform survey for the proposed construction. This includes points, cross sections, slope stakes and references, clearing and grubbing limits, centerline reestablishment, grade finishing stakes, bridges, retaining walls and structures, borrow and waste sites, permanent monuments and markers and any other miscellaneous survey and staking.
152.05 Add the following:
For 19041(1) Ft. Ord Roadways Project, reestablishing missing Government-set terrain cross-section reference hubs, control points, and stakes will be measured under Special labor, Hired survey services when it is paid by the hour. No payment will be made for re-establishing missing hubs, control points, or stakes after construction operations have begun.

PANOCHE ACCESS ROAD & TRAILHEAD
For creek base flows, sediment-laden water from initial pumping startup may first be directed to a vegetated area not susceptible to erosion. When the pump is discharging clear water, the flows may be discharged directly to the creek.
Excavation work areas shall be kept free from water during excavation, backfilling, low water crossing construction, and riprap placement. Dewatering, sufficient to provide a completely dry work area, shall be maintained during all construction operations. The Contractor shall be responsible for repair and replacement of damaged areas resulting from water flows or the dewatering operations.
At the acceptable completion of work, the Contractor shall remove all dewatering operations and diversion features and restore disturbed areas to natural conditions.
Measurement
208.13 153.06 Add the following:
Dewatering and creek flow diversion will be measured by the lump sum.
Payment
208.14 153.07 Add the following: Payment will be full compensation for the labor, equipment, and materials for the work prescribed in this Section.
The Dewatering lump sum will be paid based on the following payment distributions:
(1) 50 percent of the lump sum will be paid after the Contractor has implemented dewatering operations as described above.
(2) 50 percent of the lump sum will be paid for upon accepted completion of the work.
Section 212. – LINEAR GRADING (For 19006(1) Panoche Access Road Project Only)
