Exemptions to scheduled days off may be granted by written approval from the CO for specific project operations and/or for periods of limited duration.
E-26 PRA-LAME 1(9)
Poten and Partners, Inc. (PPI), publishes a weekly report (Asphalt Weekly Monitor) on high and low selling prices for states in five regions throughout the United States including:
East Coast/Northeast Mid-Continent/Midwest Gulf Coast/Mid South Rocky Mountains West Coast/Northwest
Weekly high and low selling price data reported for West Coast/Northwest will be averaged and used to establish a base price index, BPI, for this project and a monthly performance price index, MPPI, for the duration of the contract. These indexes are defined as follows:
BASE PRICE INDEX The base price index, BPI, is the price index posted by the Government as determined by arithmetic average, as specified above, shown in the four weekly publications immediately preceding the bid opening. It is as follows:
BASE PRICE INDEX (BPI) FOR ASPHALT BINDER
PER METRIC TON = $464.38 ________
MONTHLY PERFORMANCE PRICE INDEX The monthly performance price index, MPPI, is the monthly price index at the time of performance of applicable work as determined by arithmetic average, as specified above, shown in the four weekly publications issued prior to the last Wednesday of the month (i.e. the monthly performance price index during which asphalt binder is used in the performance of applicable construction work).
PRICE ADJUSTMENTS Price adjustments calculated by the Government are not intended to reflect the Contractor’s actual purchase price. The ratio of the monthly performance price index and the base price index (MPPI/BPI) is calculated and used to determine price adjustments as follows:
No Price Adjustment – When the ratio MPPI/BPI falls within the range of 0.90 to 1.10, no price adjustment will be made for any asphalt binder used in construction work performed during the relevant month.
Government Rebate – When the ratio MPPI/BPI is calculated to be less than 0.90, the
Government is due a rebate determined in accordance with the following formula:
Government Rebate = [0.90 – (MPPI/BPI)] (BPI) (Q)

204.14 Disposal of Unsuitable or Excess Material. Add the following:
Secure environmental clearances according to Subsection 107.10.
Dispose of subexcavated material and excess material in obliteration areas or in the abandoned borrow site located approximately 500 meters east of the existing Valley of Fire Wash crossing (Station 67+500).
Access to the waste area will be from the existing roadway and across the bottom of the wash. waste areas within Segment 2. The waste areas will be identified during construction.
If not incorporated into the work, stockpile Stockpile excess excavation from Echo Bay Marina parking areas in the lower area north of 7+450. Locate and shape as directed by the CO.
Existing stockpiles are located at the Echo Wash (Station 53+200) and south of the Overton intersection (Station 70+920). At Echo Wash approximately 10,500 m3 and at Overton intersection approximately 8,000 m3 (6,500 m3 embankment material and 1,500 m3 unsuitable material) will need to be removed from the project. Waste excess and unsuitable material to the Valley of Fire disposal area.
Remove all asphalt from the project according to Subsection 203.05(a).
At the Overton Intersection (Station 70+920) there is a stockpile of approximately 9,000 m3 of waste material (1500 m3 of asphalt and 7500 m3 of native gypsum soil) will need to be removed. A rock survey has been conducted to determine the quantity of rocks available along the project to anchor the fence according to Special M619-B. Approximately 45 rocks will be needed per 20 meters of fence. Portions of the project do not contain sufficient quantity of appropriately sized rocks to anchor the fence. In these areas, use imported rocks meeting the requirements of Special M619-B or collect rocks from elsewhere in the Park that meet the requirements of Special M619-B. Stain all imported rocks with Weathering Agent to more closely match the existing rocks. See Table 619-1 for locations of deficient or excess rocks.
