DRAFT LABOR CATEGORIES AND POSITION DESCRIPTIONS

I. KEY PERSONNEL CATEGORIES:

Program Executive (PE) (KEY PERSONNEL)

The Program Executive (PE) shall be responsible for overall management of the base contract, including quality assurance for all products delivered to the Government and availability of resources to complete all task orders. Provide multi-modal ITS leadership and management for all base contract activities. Develop overall base contract guidance and procedures necessary to adequately provide support required by diverse technical, administrative, and financial functions and operations in support of the execution of the base contract. Coordinate and monitor the overall scheduling, pricing, and technical performance of task orders. Responsibilities also include leading negotiations of subcontracts and contractual changes and coordinating preparations of proposals, plans, specifications, and financial conditions. Ensure adherence to base contract requirements, schedules, and budgets and develop solutions to contractual and performance issues. Thoroughly familiar with ITS concepts, practices, and procedures and has worked in all phases of the ITS life-cycle. Must have worked with various surface transportation modes and have experience working with the federal government and federal government contracts. Must also have experience with public-private partnerships related to major ITS multi-modal programs. Rely on extensive experience and judgment to plan and accomplish goals.

Perform a variety of complex problem solving tasks. A high degree of creativity and ITS multi-modal transportation knowledge from extensive experience in the ITS field is required to fill this position, as it experience with large government IDIQ contracts.

PE duties include:

• Oversee the overall development of schedules, resource allocation and budgets. Track the task order budgets and provide forecasts, establish and maintain program status summaries and metrics for the task order portfolio.

• Organize, direct, and manage contract operation support functions, involving multiple, complex and inter-related task orders.

• Manage teams of contract support personnel at multiple locations.

• Maintain and manage the client interface at the senior levels of the client organization.

• Meet with customer and contractor personnel to formulate and review task plans and deliverable items. Ensure conformance with base contract schedules and costs.

The PE shall have:

• Demonstrated experience of excellent verbal, presentation, and writing skills;

• 10 years of experience in Program Management;

• Proven leadership skills with a collaborative management style that will facilitate interaction with supervisors, colleagues, customers and corporate partners;

• A BA/BS degree; and

• An active Project Manager’s Professional (PMP) certification.

Deputy Program Manager (DPM) (KEY PERSONNEL)

The Deputy Program Manager (DPM) shall be responsible for assisting the PE with overall management of the base contract, including quality assurance for all products delivered to the

Government and availability of resources to complete all Task Orders. Lead the management and multi-modal ITS technical direction of contract activities. Assist the Program Executive in monitoring contract performance with respect to quality of the deliverables, project milestones and project expenditures. Give direction to contractor personnel which will ensure that actions taken and recommendations made are in accordance with the ITS JPO goals and objectives and that such activities fit within the scope of base contract. Ensure that contractor personnel are kept abreast of emerging ITS and related technologies that could impact the ITS JPO’s technical support requirements. Must have a full knowledge and understanding of multi-modal ITS technologies and have worked with all aspects of the ITS program life-cycle. Thoroughly familiar with multi-modal ITS concepts, practices, and procedures and have been involved in state-of-the–art ITS programs. Thoroughly familiar with the ITS JPO’s Strategic Plan. Rely on extensive experience and judgment to plan and accomplish goals. Perform a variety of complex tasks. A certain degree of creativity and latitude is required.

DPM duties include:

• Assisting the PE with their duties, which are listed on the preceding page.

The DPM shall have:

• 10 years of experience in Program Management;

• Proven leadership skills with a collaborative management style that will facilitate interaction with supervisors, colleagues, customers and corporate partners;

Principal Investigator(s) (PI) (KEY PERSONNEL)

Lead task order teams and oversee personnel responsible for the design and planning of multi-modal ITS transportation facilities and projects associated with the task order.

PI duties include:

• Lead the investigation of research questions and technical issues by working effectively with multi-discipline teams and on project sites.

• Rely on extensive experience and judgment to plan and accomplish goals.

• Lead and direct the work of others.

PI(s) shall have:

• Thoroughly familiar with multi-modal ITS concepts, practices, and procedures and have experience in all phases of the ITS life-cycle;

• 8 years of experience in Program Management;

• Proven leadership skills with a collaborative management style that will facilitate interaction with supervisors, colleagues, customers and corporate partners;

II. STAFF LABOR CATEGORY DESCRIPTIONS

These labor categories are divided into all or some of the following experience levels based on years of experience, education, and duties/responsibilities.

• Mid-Level

• Senior

The following requirements apply for each experience level:

MID-LEVEL: A Mid-Level labor category shall: (1) perform at the equivalent of 3 to

10 years of experience; and (2) perform at a similar level to having a BA/BS or MA/MS degree in field of specialization. A Mid-Level labor category typically performs all functional duties independently. Under general supervision, plans, conducts and supervises assignments. Reviews progress with management and evaluates results. Plans and assigns personnel for given projects or tasks. May lead or direct projects. Operates with substantial latitude for unreviewed action or decision.

SENIOR: A Senior labor category shall: (1) perform at the equivalent of over 10 years of experience; and (2) perform at a similar level to having a BA/BS. Or, a Senior labor category shall: (1) perform at the equivalent of 8 years of experience; and (2) perform at a similar level to having a MA/MS. Or, a Senior labor category shall: (1) perform at the equivalent of 6 years of experience; and (2) perform at a similar level to having a Ph.D.

A Senior labor category typically works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A Senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job. Plans and conducts assignments, generally involving the larger and more important projects or more than one project. Reviews progress and evaluates results. May lead or direct projects. Operates with considerable latitude for unreviewed action or decision.

Systems Engineer(s) – Senior and Mid-Level

Systems Engineers will be responsible for supporting and advising client management and staff on all aspects of multi-modal ITS system engineering. These personnel must be thoroughly knowledgeable of the National ITS Architecture and the Connected Vehicle Reference

Implementation Architecture (CVRIA). They shall provide expert advice, consultation, and assistance and apply such expertise to the planning, testing, and deployment evaluation of multi-modal ITS systems engineering projects. These personnel shall: formulate guidance, standard operating and regulatory procedures and practices; provide full analysis of systems engineering aspects of multi-modal ITS programs and support such efforts with automated tools and implementation of various analysis techniques; monitor the usage of these products and make revisions as needed; and formulate plans and necessary programs for informing and training multi-modal ITS stakeholders in systems engineering methods, practices, techniques, and tools.

Transportation Planner/Engineer/Scientist(s) – Senior and Mid-Level

Transportation Planner/Engineer/Scientists shall prepare and participate as a major contributor to multi-modal ITS projects. These personnel must have a general understanding of the principals, theory and practice of multi-modal ITS transportation planning. They must have experience in different phases of the ITS life-cycle and have knowledge of traffic management center development, various communications technologies important to ITS development; and vehicle aspects of ITS development. These personnel shall have the experience necessary to address right-of-way and utility issues in the development of ITS systems. Knowledge of traffic capacity software, traffic analytical tools, traffic signals, travel demand modeling, GIS & traffic micro-simulation models are also important. These personnel shall: perform studies in traffic engineering, corridor studies, weather and environmental impact assessment, and travel demand analysis; develop concept of operations and plans for multi-modal ITS surface transportation projects according to established engineering standards and state or federal construction policy;

prepare multi-modal ITS plans, estimates, and specifications for all phases for the ITS life-cycle;

and perform field engineering calculations to compensate for change orders and contract estimates.

Public Transportation Planner/Engineer/Scientist(s) – Senior and Mid-Level

Public Transportation Planner/Engineer Scientists shall participate as a major contributor on multi-modal ITS public transportation projects. A thorough understanding of the principals, theory, and practice of multi-modal ITS public transportation planning is required. Individuals must have experience in all phases of the ITS life-cycle. These personnel shall have worked with ITS programs related to motor carriers, public transit (both bus and rail), freight rail carriers, freight ship carrier and other related surface public transportation modes. They shall have knowledge of traffic capacity software, traffic analytical tools, traffic signals, travel demand modeling, GIS & traffic micro-simulation models, traffic management center development, various communications technologies important to ITS public transportation development, as well as vehicle aspects of ITS development. In carrying out their duties these personnel shall demonstrate extensive knowledge of studies in public transportation and traffic engineering, corridor studies, weather and environmental impact assessment, and travel demand analysis. These personnel shall have experience necessary to address right-of-way and utility issues in the development of ITS systems.

These personnel shall: develop concept of operations and plans for multi-modal ITS surface public transportation projects according to established engineering standards and state or federal construction policy; prepare multi-modal ITS public transportation plans, estimates, and specifications for all phases for the ITS life-cycle; and perform field engineering calculations to compensate for change orders and contract estimates.

Freight and Transportation Logistician(s) – Senior and Mid-Level

Freight and Transportation Logisticians shall have experience in freight transportation and transportation logistics for multi-modal surface transportation projects, and demonstrate experience with freight issues that focus on ITS technologies. These personnel must be able to provide technical assistance on all aspects of freight and transportation logistics issues for all different types of surface transportation modes. These personnel shall: review freight and logistics performance measures against targets, benchmark, and assist in developing and monitoring service agreements; support the development of training materials and technical manuals; perform system life-cycle cost analysis, and develop component studies; and plan, organize, and execute logistics support activities such as maintenance planning, repair analysis, and test equipment recommendations.

Economist(s) – Senior and Mid-Level

Economists shall have experience and expertise in ITS and multi-modal transportation economic analyses and modeling, at the macro and micro level. These personnel shall: conduct research and analysis on economic data/trends related to ITS and provide interpretation; organize data into report format and arrange graphic illustrations of research findings; and interpret economic conditions in the ITS industry and advise management on business implications. These personnel shall ideally have experience working with socio-economic and equity issues related to transportation and technology. These personal shall be familiar with the ITS JPO’s benefits and costs databases, and be familiar with the data available from the ITS Deployment Tracking

Surveys.

Legislative/Policy Analyst(s) – Senior and Mid-Level

Legislative/Policy Analysts have legislative and policy analysis experience in the surface transportation industry in general and the ITS industry in particular. These personnel must have worked with federal, state, and local government legislative and policy issues as well as public-private partnerships in the transportation industry. They must have experience in working on ITS issues of national and international importance and must have addressed issues from ITS research planning, testing, and demonstrations, as well as deployment phases of ITS projects. These personnel shall: conduct policy analyses of ITS and multi-modal transportation projects, focusing on subjects including but not limited to governance, funding and business models (including private partnerships), examine the policy implications of technical issues such as (but not limited

to) ITS and connected vehicle communications spectrum, introduction of new technologies, and interoperability and standards; quickly and accurately assess the feasibility of recommendations and help shape actions required by the ITS JPO to achieve its goals in partnership with state government, local government as well as the private sector; assess strategic and tactical ITS issues;

and communicate complex technical and policy issues to decision makers using a variety of media, including technical memoranda, reports, and presentations.

Statistician/Data Analyst(s) – Senior and Mid-Level

Statisticians/Data Analysts have experience with data collection, data analysis, and data modeling in the multi-modal ITS transportation industry. These personnel must have a demonstrated ability to independently learn and apply theoretical material in statistics and data mining to solve real-world business problems. These personnel shall: perform data discovery, gathering, and exploration, define ITS data processes and methodologies, research current ITS industry trends, and internal benchmarking; interpret analytical information based on client data and master databases (including the ITS JPOs benefit and cost databases, as well as ITS deployment survey data); provide detailed analysis based upon the information gathered, develop strategic and operational predictive models and ensure the rationale behind the prediction is clearly communicated to senior management; work closely with stakeholders, business analysts, and application development project teams in order to resolve information flow and content/format issues; and develop database and warehousing designs across multiple platforms and computing environments.

Professional/Technical Staff – Mid-Level

Professional/Technical Staff shall have knowledge of commonly used ITS concepts, practices, and procedures within a particular field. These personnel shall create and develop instructions and guidelines to perform the functions of the job; review, analyze, and evaluate multi-modal transportation systems and ITS technologies from a variety of aspects; and prepare reports, presentations, fact sheets and other deliverables.

III. SUPPORT LABOR CATEGORY DESCRIPTIONS

Senior Legal Counsel

Senior Legal Counsel shall have wide-ranging transportation and ITS policy, regulatory, and standards experience. These personnel shall be able to work on issues of national concern as well as issues of an international nature. Senior Legal Counsel provides overall guidance to staff and/or the technical team and ITS JPO management. They must have experience in intellectual property and copyrights or registration of the organization's products, processes, devices, and trademarks, advising whether to initiate or defend law suits or other legal actions. These personnel shall:

conduct pretrial preparations and may be involved in leading or contributing to lawsuits or other legal actions; advise officials on government regulations, and/or legal rights; represent the ITS JPO before quasi-judicial or administrative agencies of the government; as necessary, confer with colleagues with specialty in areas of law to establish and verify basis for legal actions and ruling;

perform consultation, advisory, and/or congressional testimony or trial work, and carry out the legal processes necessary to affect the rights, privileges, and obligations of the organization; gather evidence and information for management decision making; prepare and review various legal instruments and documents, such as contracts, leases, licenses, purchases, sales, real estate, etc.;

examine legal data to determine advisability of defending or prosecuting lawsuit or to implementing or refining regulatory actions or standards; and examine products and materials for legal implications, advising officials of proposed legislation that might affect the organization.

Senior Legal Counsel shall have a JD degree and must have an active license to practice law.

Senior Legal Counsel shall also have at least 6 years of experience working in the field of transportation, preferably within the ITS field.

Junior Level Staff

Junior level staff shall provide administrative support to the team and may be involved in technical work and should have an understanding of transportation issues in general. These personnel shall have knowledge of commonly used ITS concepts, practices and procedures within a particular field. They will rely on instructions and pre-established guidelines to perform the functions of the job. These personnel will: review, research, write, and respond to correspondence both written and orally; provide timely resolutions to administrative issues; and track and monitor technical projects.

Researchers/Technical Writer(s)

Researchers/Technical Writers shall perform research and analysis of data and program in support of the various aspects of the ITS JPO programs. These personnel may be responsible for coordinating the display of graphics and the production of documents. They shall be familiar with a variety of the ITS field's concepts, practices, and procedures. These personnel shall conduct literature reviews, stakeholder interviews and other information-gathering activities; translate technical data and work done in programs to simple, concise, and meaningful communications for stakeholders internal and external to DOT; and write a variety of technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses.

IT Computer Support

IT Computer Support personnel shall be responsible for setting up computer models or web sites for research efforts or communications programs. They shall have knowledge of commonly-used concepts, practices, and procedures within the transportation field. These personnel shall provide support to end users on a variety of issues; identify, research, and resolve technical problems; and provide IT support to ITS JPO activities related to processing, storing and disseminating data sets from a variety of ITS and multi-modal transportation projects and activities.

Communications and Web Technology

Communications and Web Technology personnel shall have communications expertise in all aspects of messaging and branding related to major transportation and ITS programs. They shall also have communications and outreach programs design and implementation experience. These personnel must have experience with web networking tools, applications, and and how to use effectively such tools (including a wide variety of social media) in communications programs.

They must be proficient in the design and development of HTML/SHTML documents compliant with Section 508 of the Rehabilitation Act, with an understanding and familiarity of E-Business practices and common web platforms and operating systems specific to the US Government, such as Drupal. These personnel shall: design, configure, and maintain websites for internal and external communications, based on strategies and goals of the project; ensure that branding and configuration requirements are applied to all web products.

Event Planner/Coordinator(s)

Event Planner/Coordinator personnel shall provide full range support to the planning and execution of a wide range of meetings, workshops, conferences, focus groups, presentations, town hall meetings, exhibitions, demonstrations, and other events. These personnel should have demonstrated experience in hosting and managing large scale virtual events using commonly accepted virtual meeting tools, including but not limited to platforms/applications such as Adobe, Zoom, Microsoft Teams, and WebEx. These personnel shall be experienced in the making of all necessary arrangements for events, including but not limited to: identifying and coordinating with event venues to reserve and prepare meeting rooms and exhibit spaces and other facilities;

arranging for audio-video and other equipment; providing registration and RSVP services; acting as note-takers or observers or drafting minutes; coordinating with speakers, panelists, exhibitors, venue personnel, note-takers and observers, and other event participants; developing travel directions to event venues and other information to be provided to event participants; pre/post-event mailings; and surveying of participants and others. These personnel also should have some knowledge of ITS technologies and transportation issues.

Photographer/Videographer(s)

Photographer/Videographer personnel shall be experienced in a wide range of digital photography and videography techniques and applications. They shall have experience in both studio settings (e.g., portraiture and still life subjects such as transportation technology hardware) and in the field (e.g., highway and transit infrastructure and operations such as roadway intersections, transit buses and trains). These personnel shall be skilled in a variety of photographic processes and services, including imaging and digital services, desktop, scanning, photo finishing, output retouching, photo restoration and recovery, archiving, website photo storage services (e.g., online repository of available images), electronic file transfer, imaging client-generated slides, mounting or prints, presentation slides and portable displays. These personnel shall have expertise and experience in photographic services such as reprints, enlargements, photographic paper and special print, scanning, certain file format, proportioned, edit, crop, sequence layout, size, package, and re-order. They shall also be fully qualified to provide a wide-range of media duplication services, including, film-to-film, tape-to-tape, CD-to-

CD, disk-to-disk) and conversion services (e.g., film-to-tape, tape-to-film, film-to-CD, CD-to-internet, tape-to-CD, microfilm-to-tape, photo-to-slides, files-to-presentation slides). These services consist of any media of choice. Other services that may be performed by these personnel include editing, scanning, restoration, sound services (music score, sound effects, sound track quality and other sound-related services), internet, video tape captioning and subtitle services, edge numbering, scratch removal, print cleaning, packaging, film treatment, loading of cassettes, animations and time encoding.

Financial Planner/Analyst

The Financial Planner/Analyst shall prepare financial and business related analysis and research in such areas as financial and expense performance, rate of return, depreciation, working capital, and investments. These personnel shall: prepare forecasts and analyze trends in a variety of areas;

utilize computer software and systems to compile and prepare reports, graphs, charts, and data; and assist in the development of business policies conduct special financial and business related studies, and cooperate with other departments in the preparation of analysis. These personnel shall have some knowledge of ITS and transportation systems.

Business Planning/Business Modeling

Business Planning/Business Modeling personnel shall perform a variety of complicated tasks and may lead and direct the work of others. A wide degree of creativity and latitude is expected. These personnel shall: review, analyze, and evaluate business systems and user needs; document requirements, define scope and objectives, and formulate systems to parallel overall business strategies; and rely on experience and judgment to plan and accomplish goals. These personnel shall have some knowledge of ITS and transportation systems.

Graphics Designer

The Graphics Designer must remain abreast of technological advances in the field and be able to identify areas of use in the organization. They shall rely on experience and judgment to plan and accomplish goals and perform a variety of tasks. These personnel shall generate and manipulate graphic images, animations, sound, and text to be included in a variety of media, including web applications and use knowledge of current graphic design software to produce graphic art and visual materials for documents, presentations, and web pages for client. These personnel shall have some knowledge of ITS and transportation systems.

Administrative Support

Administrative Support personnel shall perform a variety of administrative functions. They shall rely on experience and judgment to plan and accomplish goals. These personnel shall perform a variety of complicated tasks and may direct and lead the work of others. A wide degree of creativity and latitude is expected. These personnel shall: compose memos, transcribe notes, and print and assemble presentations; generate reports, handle multiple projects, and prepare and monitor invoices and expense reports; and provide production and general administration support.

May assist with compiling and developing the annual budget.
