Q&A for DTFH6117R00040

1. Q: Is there a government anticipated minimum level of effort (i.e. number of hours or percentage of time) per labor category or per task? If so, can this information be provided as an amendment to the RFP?

A: No, level of effort details will not be provided.

2. Q: Please clarify proposal submission format (L.5 (a) on Page 42). Should there be two separate proposal submittal emails, one for Volume I and one for Volume II? Should the Volume I and Volume II submitted in PDF format, MS Word format, or both?

A: Proposals should be submitted in one email. All attachments should be properly labeled as either Volume I or Volume II. Per Section L.6, Volume I should be one file.

Volume II can be made up of multiple files, but all files should all be labeled as Volume II. For example, “Volume II_Part I_SF33” could be a signed PDF. PDF, Word, and Excel are acceptable formats.

3. Q: Regarding the “Authorized Official and Submission of Proposal” (L.7 on Page 46), would an electronic or scanned signature of an authorized official to bind the contractor’s organization be adequate for the electronically submitted proposal to be accepted by FHWA as the signed “original proposal”?

A: Edited to state, “Include the digital signed copy of the form in Volume II.”

4. Q: Pg 42, Section L.5 states the combined file size of Volumes I and II cannot exceed 5

MB and then pg. 43 indicates just Volume I needs to be less than 5 MB— please advise which is correct?

A: Changed the file size limit from 5MB to 20MB.

5. Q: Pg 42, In Section L.6, Volume I, Part II, we believe the word “pages” is missing after “10”.

A: Correct. This section now states, “Staffing Proposal – Not to exceed 10 pages”

6. Q: Can the resumes be included as an appendix and excluded from the 10 page limit?

A: Please see Section L.5 Page Limits. This new sections outlines the items that do not count against the proposal page limit.

7. In Volume I – Technical/Management Approach, there is no mention of appendices. Can we include attachments in an appendix and they be excluded from the 30 page count?

8. Q: Pg 44, Volume II Part I, b(1) states we are to include the original signed copy of the

Standard Form 33 in the original Volume we submit, but then on Pg 47, Section L.10, it states Hard copies will not be considered for this submission. Do we need to deliver an original hard copy of the submission or is the electronic submission sufficient?

A: Edited to state, “Include the digital signed copy of the form in Volume II.”

9. Are we to include Section B (Pages 2-3) as part of Volume II – Business and Cost Price?

A: Inclusion of the Schedule of Services table in Section B in the proposal is not necessary. That will be filled in at the time of award.

10. Q: Section L6, Pg 44/45 – states “Offeror shall provide certified payroll documentation addressing direct labor rates.” – please clarify what you mean by certified and by whom does it need to be certified?

A: Since certified cost and pricing data is not required, this sentence is edited to read, “Offeror shall provide payroll documentation addressing direct labor rates.” No certification is needed.
