QUESTION RESPONSE

27 Can contract award money be used to pay for the

Instructor Development Course and to cover the professional’s time and cost to attend the NHI course?

28 Page 4, Task 3 Staffing: Ensure all contractors have

Instructor Development Course in 6 months. Are

Instructor Development Courses planned by NHI within 6 months of contract commencement? Is this a contract reimbursable expense?

29 Exhibit No. 1, Pricing Chart: What are the units and quantity used in each? Heading says months, but then has 1 each as subhead.

30 Exhibit No. 1: How is the pricing chart related to payment?

31 Page 4, Detailed Requirement: "All FHWA and non‐

FHWA funded programs managed by the Contractor shall contribute to the TTAP mission, must complement and enhance activities funded and approved by FHWA." How will this be enforced or measured?

After awarding the contract, FHWA will continue to monitor the financial and organizational health of the Contractor to ensure financial or operational changes do not impact the

Contractor’s ability to perform on the contract. FHWA will monitor the Contractor's performance through standard contract surveillance methods and through evaluation of contract deliverables and invoices.

32 Page 4, Contract Scope: "All equipment shall be provided by the Contractor at minimal or no cost to the Government." Define "minimal" cost to the

Government, and is the minimal cost to be billed to the Federal Government or Tribal Government?

This language only pertains to the Tribal Road Scholar Certification Program (TRSCP).

Throughout the rest of the work statement, all equipment and materials shall be included in the contractor's fixed prices. For the TRSCP, only heavy equipment costs will be cost reimbursable.

The TRSCP heavy equipment shall be obtained in the most cost efficient manner with preference given to obtaining equipment through loan, rent or lease. Heavy equipment to be obtained with federal funds to carry out this program needs to be approved prior to acquisition. Costs will not be billed to the Tribal goverments. Offerors will be evaluated on resources they have available to successfully carry out the proposed program.

All professionals providing training shall have or completed the Instructor Development Course through the National Highway Institute (NHI) within six months. Given that a dedicated, full time staff of professionals trained in critical highway topics is required, if a professional needs to acquire the training it will be part of their full time commitment. A course will be offered in

Lakewood, CO in November 2017. Another class will also be offered to specifically meet TTAP needs, and will be announced at a future date (but will be available within the first six months of the contract). Both of these courses will be at no cost to the selected contractor. If a contract employee cannot make either of these classes, it is the responsibility of the contractor to ensure the contract employee attends another date/time. If this training is not held at the NTTAP

Center, travel costs maybe covered under the contract.

Exhibit No. 1 will be used to determine the overall price to the Government and will be the basis for billing and payment.

All contract prices are fixed priced with the exception of cost reimbursable Travel and Other

Direct Costs (ODC).

Offerors are to propose a not‐to‐exceed Travel budget (unburdened) based on the NTTAP work statement, and training requirements in all twelve Bureau of Indian Affairs (BIA) regions, by estimating their travel for the number of training in all regions based on median travel prices to each region, and including other required travel.

Offerors are to propose a not‐to‐exceed ODC budget (unburdened) of $100,000 which includes

ODC estimated TRSCP heavy equipment costs not‐to‐exceed $80,000 and FHWA directed ODC costs of $20,000.

Offerors are to fill in Exhibit 1 based on their proposal. SubCLIN prices can be monthly, quarterly, or by occurrence. SubCLIN items should be totaled for each CLIN. all fixed price CLINs and the two cost reimbursable CLINs shall not exceed the Government's total price of $4.66 Million.

Payment will be made, once an invoice is received, that details the completion of each fixed price task. Some tasks may be reoccurring, monthly tasks. As such, a monthly invoice would be submitted, and approved/paid, at the end of each month, based on completion and acceptance of the monthly task. If the task is a one time task, it will be paid, in full, at the time of completion and acceptance.

Questions 2

33 PAGE 6 – Task 2: Establishment of the NTTAP: The

Contractor shall be responsible for providing Road

Scholar Certification facilities that provides for both classroom and hands‐on field skill development. This facility shall be fully operational within six months of award. QUESTION: The RFP uses the plural tense for

Road Scholar facilities. Does this mean that there can be multiple “pop up,” Road Scholar facilities in various regions to better accommodate travel for the tribes ‐ the classroom space and heavy equipment would be loaned or leased for the day(s)? Or does FHWA expect that there will be one facility, operational for the full term of the contract

(minus the first six months) that all trainees will travel to? And who is responsible for funding the tribes’ travel to attend the training?

Facility is the correct term in reference to the Road Scholars program. There will only be one physical facility. Tribes will be responsible for their travel costs to that facility. Only training that has a hands on component necessary, for successful completion of the class, will need to be provided at the facility (i.e. heavy equipment operation). Distance learning is an option that can be utilized for the sessions that do not have a hands on component.

34 Pages 7‐8, Task 3.2: Most of the requirements in this section are subjective. Does the government have an example or prescriptive elements for the deliverables in this section?

It is the Contractor's responsibility to propose an effective workforce management plan, this will be part of the technical evaluation. Effective management is key to the performance of this contract.

35 Page 8, Task 4: "Provide participation and support of conferences…shall not exceed 4% of the centers [sic] activities.." Does the 4% cap include required participation in the NTTC development and presentation, and the professional development participation described in Task 15 on pages 26‐27?

RFP Section L.5.4 on page 81 of 88, is the Government’s estimate of full time staffing (except where otherwise indicated) for this requirement and are considered Key Personnel. The 4% cap is for non‐NTTAP center related activities.

36 The NAICS code for this solicitation is 561990. This is not a listed NAICS code for my organization. Can we still propose?

Yes, this procurement is a full and open competition.
