RFP Questions for DTFH6117R00027 – 7/26/17
Questions in black, FHWA responses in red.
1. Is it an all or nothing bid? Do we have to bid on all topics, or can we just bid on some? L.2
INSTRUCTIONS FOR PREPARATION OF PROPOSALS, Offerors are required to propose for all subject areas (Financial Management, Business, Public Administration & Quality, Civil Rights, Highway Safety and Communication).
2. # courses per topic? Depends on the need at the time. This hasn’t been defined at this time.
Specific task orders will dictate this.
3. If we bid on all, can they all be one delivery method (ILT vs. web) or do they have to be some combination of delivery methods? The courses have already been designed for specific delivery modes, which include Web Conference Training (WCT), Video Conference Training (VCT), Face‐ to‐face instructor‐led (ILT), or asynchronous in either video or Web‐based Training (WBT). Task orders will identify specific delivery modes for individual courses.
5. Is there a standard form for bidding on a task order or is there a form to fill out? See Section
G.11 of the RFP.
6. Is the majority of the content developed or are we creating content from scratch? Which courses are new? Over the life of the contract, there will be update efforts, new course development efforts, and conversion from one delivery mode to another delivery mode. It is not possible to identify exactly how many of each will be necessary.
7. How will the content be exposed (NHI’s LMS or ASC’s LMS or any LMS)? The NHI hosts all Web‐ conference and Web‐based courses on the NHI LMS.
8. What is the expected pace for delivery? Demand for courses is driven by many factors;
therefore, the NHI is not able to forecast the number of sessions to be held for any particular course in a given year. However, for general planning purposes, the contractor shall be capable of delivering, at a minimum, as many as 10 sessions of a single course each year.
9. Is Monday, July 31, the drop dead date for the RFP, or is there any flexibility? This is a hard deadline.
10. How many people have applied? We can’t provide that information.
