QUESTIONS AND ANSWERS

DTFH6117Q00002 & DTFH6117Q00003

1) Part II, 3.0 Period of Performance: The 20,000 lbs. capacity 12-inch Large Scale Direct Shear Device is not a standard item, it will be difficult to meet the 90-day period of performance. Can this period of performance be extended?

ANSWER: Most of the large test devices state 16 to 20 weeks for delivery, longer than the 90 day/13 weeks period. Yes, extending the period of performance seems reasonable.

2) Part II, “6-Inch Triaxial System” CLIN 0002 – Accessories: Our interpretation of this solicitation is for 6” sample preparation, and as such, we will provide 6” sample prep accessories. The 2” and 4” accessories and sample preparation items will be part of the additional future upgrades. Please confirm.

ANSWER: Yes, but the description should state whether the device has the capability to incorporate the listed upgrades.

From RFQ:

In addition to the above device requirements, the device shall have the capability of performing the following for future upgrades:

• Capable of testing smaller 2in and 4in. diameter specimens

• Alternative chamber capacity more than 150 psi (e.g. 200-250 psi)

• Pore and cell pumps capacity – 1000 ml or 1250 ml

• Alternative volumetric strain measurements: internal measurements for radial and axial strain or noncontact methods such as photogrammetry (if any)

3) Part II, “6-Inch Triaxial System” CLIN 0001 – Additional future upgrades: There are non-standard items included in the future upgrades. Our interpretation of this solicitation is such that these items are not expected to be quoted in the response to this solicitation. They will need to be designed as requested in the future within a different time frame. Please confirm.

ANSWER: Yes, but the description should state whether the device has the capability to incorporate the listed upgrades.

4) Part II, “6-Inch Triaxial System” CLIN 0002 – Accessories: Our interpretation of the solicitation is that FHA will be performing RM on granular material, requiring the 6” sample preparation. In ASSHTO T307, there is a requirement for a vibratory compactor to prepare the specimen. Our standard sample preparation does not include the compactor. Do we need to provide pricing for a vibratory compactor in addition to the 6-inch triaxial system? Please clarify.

ANSWER: Yes, if that’s a specified accessory to perform the test.
