SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

1.0 Background

This research is being conducted to establish quantifiable relationships of highway bridge component performance to gross vehicular weight (GVW) and volume of trucks utilizing the nation’s highway bridges. The following fundamental questions need to be answered: 1) What are the vehicular loads on the nation’s highway bridges?; 2) Do these loads, and other State legal and permit loads cause deterioration of bridge components?; and 3) What is the correlation of deterioration to specific bridge elements given specific increases in vehicular loads over time?

Bridge owners understand the importance of cost-effectively maintaining bridges to allow for the movement of freight and people, goods and services to sustain and increase economic benefit to the nation. Many bridge owners are investigating the demand to allow heavier vehicles to operate on their existing inventory of bridges. These owners need tools and strategies to maintain existing bridges and design new bridges to accommodate larger force effects on bridge components, but need to do so in a practical and cost-effective manner. Collection and analysis of research-quality data of in-service bridges is needed to understand and implement improved bridge operational, maintenance and preservation strategies as live loads increase.

Bridge engineers believe many factors contribute to bridge component performance and long-term serviceability or, conversely, premature deterioration, including factors such as load levels and frequencies, construction techniques and quality, design details, material quality, environmental conditions and maintenance practices. Bridge engineers need quantifiably data to ascertain if, and to the extent that truck loads and volumes affect the performance of bridge components, particularly bridge decks, girders and bearings. Research programs like the

FHWA Long Term Bridge Performance Program (LTBP) are addressing how each of the factors contribute to bridge performance so that bridge owners and managers can more cost-effectively implement solutions to manage, preserve and operate the nation’s highway bridges. The FHWA

LTBP program staff will collaborate with State Highway Agencies to conduct this research, as bridge owners have defined this as a high priority research need. Correlated, high-quality load and bridge response performance data will be collected and analyzed with the goal to develop tools and strategies to manage the effects that various ranges of heavy loads may have on the long-term performance of bridge components.

Research is needed by deployment of market-ready state-of-practice technologies to monitor in-service bridges for several years, collect bridge load and response data, and bridge component deterioration and establish correlations that are applicable to illustrate the impact of vehicular live loads on bridge component performance. Innovative techniques to understand bridge deterioration mechanisms due to loadings, including the FHWA LTBP bridge component evaluation techniques, protocols and tools should be used to baseline the existing condition of in-service test bridges. A strategically selected group of in-service bridges across the country should be monitored for several years, utilizing durable and cost-effective technologies to collect data that can be analyzed and used to develop correlations between bridge component deterioration and vehicular force effects on components affected by such loads. These correlations should be used to develop performance, preservation, management and design tools and algorithms for bridge owners. The tools and algorithms that result should be applicable for a wide range of common bridge component elements for a given set of both site-specific and network-specific load data. The bridges that are selected should be representative of bridges which carry a wide range of load conditions.

1.1 Objective

The objective of this study is to assess the effect of truck traffic on bridge performance by conducting the following:

Collect quality truck traffic and loads data (volumes, classifications, size, weights, and other relevant data) by installing, maintaining, calibrating, and utilizing state of art instrumentation at selected bridge sites nationally, for the purpose of calibrating bridge specifications and quantifying load-induced deterioration of bridge elements and systems to establish bridge performance and serviceability criteria for improved long-term bridge performance, management and operations.

2.0 Scope of Work
