DTFH6116R00026 QUESTIONS

1. May Offerors who have an approved Commercial Subcontracting Plan in place provide a copy of their approved Plan in lieu of a Master Plan for this contract?

This requirement does not meet the definition of a commercial buy. Please see FAR Part

19.704

2. May Offerors propose an accelerated timeframe for the project, provided that all requirements in the Statement of Work are met?

The project can be completed faster or accelerated as long as the requirement is met. There are no provisions within the future contract for an early completion time incentive.

3. Can the Government provide either the budget that is available for this requirement or general guidance on what an acceptable range might be? This will increase the likelihood that the

Government receives comparable bids and can conduct an efficient evaluation.

FHWA will not provide an allocated budget, estimate, or level of effort for this requirement.

Offerors are encouraged to provide their best offer at the time the Proposal is submitted.

4. Page 6: For Task 5 - Case Studies, the RFP states that the "Case studies should be selected prior to Task 6," however, the schedule of deliverables on Page 16 notes the deliverable being due prior to Task 6. Are the case studies to be delivered prior to Task 6 or just the selection of the

Case studies?

The case study selection is due prior to Task 6.

5. Page. 51: In the evaluation criteria section, the RFP mentions that the technical proposal will be evaluated based on "demonstrated overall ability and readiness to take on project in a timely manner, including the qualifications, capabilities, resources, and the years of experience directly related to the objective of this research by the proposed key personnel". The only position defined as key personnel under this Contract is the Project Manager. Will the staffing section be evaluated based on the qualifications, capabilities, and experience of the Project Manager alone, or will it also take into account the resumes of other proposed personnel?

The Program Manager was an example of Key Personnel, you may propose others. Please refer to the evaluation criteria letter f): Demonstrated overall ability and readiness to take on project in a timely manner, including the qualifications, capabilities, resources, and the years of experience directly related to the objective of this research by the proposed key personnel.

6. Page 44: The Staffing Proposal/Resumes section says that resumes shall include "academic background; technical qualifications; project management, subject matter expertise; relevant project level experience; and professional affiliations, licenses, designations or national committee appointments." Does this mean that resumes should highlight both project management expertise and subject matter expertise separately?

DTFH6116R00026 QUESTIONS

Offerors may submit their staffing and resume content in a manner that addresses Part II-

Staffing Proposals/Resumes and the Proposal Content Configuration/Proposal Preparation.

7. Page 47: The Past Performance section states that references must include "contact information

(including phone number and email address) for the Contracting Officer and Contracting

Officer’s Representative if a federal contract, or for equivalent positions if non-federal or a subcontract, as well as the contract number with agency or business name, total potential value, value of work completed, description of work performed by the offeror, and the period of performance." Can the response include a reference if some of this information cannot be provided (e.g., if an NDA was required for the project)?

The contact information may be used to contact individuals to assess past performance.

Please follow the guidelines provided in this section.

8. Can you please confirm that the procurement under solicitation number DTFH6116R00026 is not a small business set-aside and that the small business size standard under NAICS Code 541330 is $15M?
