This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration’s intent to issue a full and open solicitation to procure the services of a contractor to support Warm Mix Asphalt (WMA) Specific Pavement Studies-10 (SPS-10) Material Testing.

As a result of this solicitation, the FHWA intends to award one Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Task orders may be issued either on a Firm Fixed Price and/or time-and-materials/labor hour basis. The anticipated period of performance will be five years.

The overall objective of this acquisition is to test material samples collected from SPS-10 test sections scattered about the United States and Canada and to provide the data to FHWA in a format specified by FHWA. The following objectives are listed in descending order of importance.

1. Perform tests on materials from the SPS-10 experiment. This involves insuring that a minimum number of each test in the original sampling and testing plan for each project has been completed.

2. Perform test on cores from overlays of the SPS and General Pavement Studies (GPS) test sections. This involves test conducted during the original testing contracts.

The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential offerors/vendors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.
