BAA No. DTFH6114R00019 Amendment No. 1
Broad Agency Announcement (BAA) No. DTFH6114R00019:
Responses to Questions Received Through March 12, 2014
1) Question: The Government received several questions related to the type of firms or entities that are eligible to submit a proposal in response to this solicitation; specific firms/entities inquired about include:
a) Metropolitan Transportation Organizations or a transit agencies;
b) State Departments of Transportation (state DOTs);
c) Academic institutions;
d) Non-profit or not-for-profit organizations;
e) Private foreign firms;
f) Partnerships among several agencies, to include Metropolitan Planning Organizations
(MPOs), state DOTs, academic institutions, and private consultants or firms?
g) If partnerships as noted in 1f above are acceptable, should the lead/prime be a public agency or a private consultant/firm? Is there a preference?
FHWA Response: Yes, all identified firms (a-f) are considered eligible to submit pre-proposals for FHWA’s consideration under BAA No. DTFH6114R00019, entitled, “Advancing Transportation Planning through Innovation and Research” so long as the entity is able to and properly registered to do business with the US Government. Registration in the System for Award Management and a valid DUNS and Tax ID Number are required.
If partnership or teaming opportunities exist, one entity should be identified as the lead/prime on the proposed project with a supporting role from the subcontractor/sub-grantee to support the proposed and associated work. FHWA has no preference on the type of entity that would be identified as the lead/prime, however it should be clear, in the proposal which entity is being proposed as the lead/prime and which entity(ies) are subcontractors.
2) Question: Could the Government provide a list of successful projects/awards for the previous “Advancing Transportation Planning through Innovation & Research” BAA (No.
DTFH61-10-R-00013) issued in 2010?
FHWA Response: See the below table.
