Federal Highway Administration Synopsis DTFH61-14-R-00008

Title: Program Support-Structures and Structural Engineering

This synopsis is issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15 day pre-solicitation notification. The purpose of this synopsis is to announce the Federal Highway Administration’s (FHWA) intent to issue a multiple award Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation for a Full and Open Competition to procure the services of Offerors for program support-structures and structural engineering. The Government reserves the right to make a single award.

As a result of this solicitation, the FHWA intends to award multiple, IDIQ contracts. The anticipated period of performance is 60 months. The solicitation will be issued on or about December 20, 2013.

The Office of Bridges and Structures (HIBS) develops regulations, policies, and guidelines to ensure the successful delivery of the national bridge program. The staff supports research of state-of-the-art technologies and provides leadership in the deployment of emerging technologies to improve the condition and durability of the Nation’s bridges and highway structures. Injecting new technologies during hands-on design and construction reviews of major and unusual bridges and tunnels, as well as geotechnical and hydraulics features is just one way the staff advances technology deployment. Technical leadership is provided through the development of manuals, guidance, and training on bridge and structure design, geotechnical and hydraulic feature design, construction, inspections, load ratings, system preservation and management. The HIBT staff is comprised of three teams: the Bridge and Tunnel Team, the Hydraulics and Geotechnical Team, and the Bridge Inspection, Preservation, and Management Team. The focus of this ID/IQ is support for the Bridge and Tunnel Team and the Bridge Inspection, Preservation, and Management Team.

OBJECTIVE

The objectives of this contract are to advance the state of the practice and implement best practices for the Structures Team for bridges, tunnels, and other structures. The activities for accomplishing these goals fall under the following broad subject areas:

· Expert task forces – tasks in this area are aimed at supporting initiatives and advancing knowledge through assembled groups of subject matter experts.

· Engineering services and technical support - this task involves providing design and construction services including but not limited to Specialty Consulting and Advisory Services, On-Call Design, Construction, and Inspection Services and Emergency Response Services.

· Recommended technical guidance development – tasks in this area are aimed at establishing and documenting the state-of-the-practice for recommended technical guidance. The documentation may be in the form of design, construction, inspections, preservation, and management manuals, guidelines, software, technical briefs, technical advisories, and guide specifications. Development, maintenance, and enhancements of web-accessible versions of the documents are also within the scope of this work.

· Technology delivery – tasks in this area include conducting workshops and making presentations of the best practices and innovative technologies. The delivery mechanism includes face-to-face workshops, web-based training, and technical presentations.

· Demonstration projects – demonstration projects will be conducted in collaboration with highway agencies to showcase and promote the deployment and implementation of selected technologies.

· Technical assistance – this task involves providing technical assistance to FHWA to promote and facilitate deployment and implementation of technology.

· Conference Facilitation – under this task the contractor shall provide a means for FHWA to organize or participate in and fund national and international conferences of interest to the highway community.

The solicitation will be released electronically via this Government Point of Entry (GPE) otherwise known as Federal Business Opportunities or www.fbo.gov. As such, no written, telephonic or other type of request for an advance copy of the solicitation will be entertained at this time. Potential Offerors are encouraged to register on www.fbo.gov to receive any further information in reference to the subject action inclusive of any announcements, and/or amendments to the solicitation after its release.

Offerors must have an approved accounting system to be eligible for award of a Cost Type Contract. Task Orders may be issued on a Firm Fixed Price or Cost Reimbursable basis. This requirement is full and open competition pursuant to NAICS code 541712 with a size standard of 500 employees.
