SECTION C - DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 BACKGROUND

The Federal Highway Administration (FHWA) is an agency of the U.S. Department of Transportation (USDOT). FHWA is charged with the broad responsibility of ensuring that

America’s roads and highways continue to be the safest and most technologically up-to-date.

Although State, local, and tribal governments own most of the Nation’s highways, FHWA provides financial and technical support to them for constructing, improving, and preserving America’s highway system.

Continued growth in both traffic and freight volumes means that significant portions of the transportation system experience congested conditions on a regular basis, and provide increasingly unreliable service. Where these conditions exist, a more proactive approach to operating the system is needed. Operating the system in a more proactive manner can help reduce congestion, improve freight productivity, improve safety, reduce harmful greenhouse gas emissions, and lead to more livable communities. Operating the system proactively can also defer or eliminate the need for increasingly expensive and difficult capacity expansion projects.

Within the FHWA, the Office of Operations (HOP) invests in a variety of activities that are focused on helping State and local transportation agencies perform core traffic operations activities at a high level, including:

• Reducing / manage impacts of congestion,

• More efficient and seamless movement of passengers and freight on the U.S.

transportation system and across our borders,

• Improving safety and sustainability of the highway system,

• More cost effective investment of limited resources, and

• Promoting a more proactive approach.

To advance this mission, HOP engages in activities to develop and implement:

• Real-time and forecasted information,

• Measuring / monitoring passenger and freight system performance,

• Good analytical foundation / tools / data,

• State of the art technologies and strategies, including operational tests of intelligent transportation system technologies,

• Development of standards for information exchange,

• Guidance and funding for infrastructure and Intelligent Transportation Systems (ITS) projects,

• Integration across system elements, jurisdictions, and modes, and

• Assistance for transportation and planning professionals in developing the knowledge and skills needed to do their jobs effectively.

Together, these activities build the solution set required to proactively operate the transportation system.

Proactively operating the transportation system begins with awareness that routine operation is not addressing significant congestion or regular operational problems. Proactive management can only happen where there is good available information about what is currently happening, how the operation of the system is being impacted, and what actions are necessary to make the system operate better.

This is only possible with a good analytical foundation, and a plan for how the transportation system should be operated. This foundation should include use of appropriate performance metrics; establishing targets for system performance; use of appropriate analysis tools to identify, develop and evaluate solutions to operational problems; and the investment plan and capable workforce necessary to implement the chosen solutions.

Proactive operations strategies are most effective when working in concert with each other, and in a fully-integrated, multimodal, multi-jurisdictional manner. Proactive operational strategies need to be implemented on a corridor-wide or region-wide basis to be most effective.

Over the past eight years FHWA has built a robust Freight Performance Measures (FPM) Program based on GPS derived truck speed data. Currently the core use of this data is to provide truck travel speeds, travel times and reliability (buffer index) information for 25 interstate corridors and 15 U.S./Canada Border crossings. Additional system performance indicators are derived from this, including average peak and non peak speeds for freight bottlenecks, average speed on intermodal connectors, and truck speeds within large Census Metropolitan Statistical areas.

The data and value-added products derived from the current FPM program supports public transportation agencies’ efforts to plan for and better manage the transportation network throughout the United States. As USDOT contemplates a performance-based approach to stewardship of the nation’s transportation system, FHWA is interested in investigating other methods of using FPM data to provide useful insights into the performance of the highway system as well as ways to expand the FPM Program to cover system performance of other freight transportation modes and to supply chains. In the mid-term, FHWA will be conducting research on how the FPM program can expand to meet other needs beyond travel time and reliability.

This may include economic competitiveness environmental measures, truck activity intensity and truck travel patterns, model calibration, weather and work zone applications.

For more information on the existing FPM program, see the following link:

C.2 OBJECTIVE

The objective of this contract is to maintain a freight data set for use in transportation research and to undertake research and analysis related to this data. The work in this contract builds on previous FPM Program research and will support data analysis for the program. FHWA and its partners will use this data set, research, and analysis for work related to freight congestion, transportation planning, programming, operations as well as monitoring/management of the freight and transportation system.

C.3 SCOPE

The Contractor shall complete this requirement under four main tasks as described below in the

The FHWA has determined that the accessibility requirements contained in the Electronic and Information Technology Accessibility Standards, Section 1194.22, “Web-based intranet and internet information and applications,” and Section 1194.24, “Video and Multi-media products,” apply to this work. The standards are available at www.access-board.gov/sec508/508standards.htm. The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the EIT be compatible with such software and devices so that it can be made accessible, if so required by the agency, in the future.

The following paragraphs summarize the requirements for preparing FHWA reports in conformance with Section 508 for eventual posting by FHWA to an FHWA-sponsored website. If you have further questions, please contact the FHWA Contracting Officer’s Representative listed in this statement of work.

Electronic documents with images:

Provide a text equivalent for every non-text element in all publications prepared in electronic format. Use descriptions (such as, "alt" and "longdesc") for all non-text images or place them in element content. For all documents prepared, vendors must prepare one standard HTML format (as described in this statement of work) AND one text format that includes descriptions for all non-text images. “Text equivalent” means text sufficient to reasonably describe the image. For example, an image that is merely decorative requires only a very brief “text equivalent” description. However, if the image conveys information that is important to the content of the report, then text sufficient to reasonably describe that image and its purpose within the context of the report must be provided.

Electronic documents with complex charts or data tables:

When preparing tables that are heavily designed, provide adequate alternate information so that assistive technologies can read them out. Identify row and column headers for data tables.

Provide the information in a non-linear form. Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers.

Electronic documents with forms:

When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues.

SECTION D - PACKAGING AND MARKING

D.1 PACKAGING
