RESPONSES TO QUESTIONS
Q1. In the section entitled, “Important Delivery Information” there is a reference to delivering proposals, or “sealed bids.” Please advise if sealed bids are required from proposed subcontractors or consultants.
A1. Sealed bids are not required from proposed subcontractors or consultants.
Q2. The third bullet on page 74 under Part I – Technical/Management Approach asks that the offeror demonstrate the ability to provide consistently high quality administrative and professional support. However, the next sentence states “High quality deliverable should be defined by the offeror…” Should the offeror address both high quality administrative and professional support and high quality deliverables, or should the word “deliverable” be changed to “delivery”?
A2. Section L.4, Volume I, Part I, Bullet 3 is revised as follows: The ability to provide consistently high quality administrative and professional support and high quality deliverables. High quality for both deliverables and support should be defined by the offeror and should include factors such as timeliness and thoroughness.
Q3. In order to provide a thorough staffing response we request that the government consider increasing the page limitation from three pages to six pages. Will the government please clarify if this is acceptable?
A3. In the Government’s experience, three pages provides sufficient space for a thorough staffing response.
Q4. The instructions state, “Offerors shall provide a separate budget summary showing the total proposed price for each separate year of the project and one overall summary for all years of the project.” Because the Price Template (Attachment 5) shows this same information, would the Government please clarify how the separate budget summary should be different from Attachment 5?
A4. The price template (Attachment 5) contains all the information requested in the budget summary. Two separate submissions of this information are not required so long as the price template contains the information stated in Section L.4, Volume II, Part I.f.
NOTE: All other responses to questions were included in Amendment 1 as part of the Pre- Proposal Web-Conference record.
