Questions for Amendment No. 00003
Amendment No. 00003 RFP No. DTFH61-11-R-00023, Entitled “National ITS Architecture Evolution and Support”
Question 6:
Earned Value Report – Page 23, Section G.2.3 – At the top of page 23, the title refers to Earned Value Reports being required “(For procurements greater than $2,000,000)”. Does the “$2,000,000” threshold for the Earned Value Report requirement apply to the value of the overall contract procurement or is it to be based on individual task order procurement values?
Answer to Question 6:
The $2,000,000 threshold for Earned Value Reporting, as specified in this RFP will be based on the values of the individual Task Orders issued under the proposed Indefinite Delivery Indefinite Quantity (IDIQ) contract to be awarded from this RFP.
Question 7:
Task Order Proposal Request #T-12-0001 and T-12-0002 – Page 1 of both TOPRs states under “No. of Copies Required” that an electronic copy of the Task Order Proposal be emailed to the CO, CA, and COTR. Page 74, Section L.17 states that “…offerors shall submit a task order proposal in one volume that includes the technical and cost proposal for Task Order Proposal Request #001. Offers shall also submit a similar but separate proposal for Task Order Proposal Request #002. Offerors shall follow the instructions for submitting the TOPR as contained in the TOPR. Task Order Proposal responses for TOPR 001 and 002 must be submitted to the same location as specified in the RFP to the proposed IDIQ contract, to be received at the same time as the RFP.” It is unclear how many copies of the task order proposals are to be submitted and how they are to be submitted. Are the Task Order Proposals to be submitted under the same quantity and medium requirements stated in Section L.11.3 (1 original, 5 copies, 1 electronic) with our overall proposal submittal and not as indicated in the individual TOPRs?
Answer to Question 7:
Yes. The Task Order Proposals are to be submitted under the same quantity and medium requirements stated in Section L.11.3 (1 original, 5 copies, 1 electronic) with your overall proposal submittal.
Question 8:
Several months ago, USDOT conducted the National ITS Architecture Updated Survey. (The announcement of the survey can be found on the ITS Web page at this link:
http://www.its.dot.gov/press/2011/architecture_comments.htm It can be found at https://www.surveymonkey.com/s/NationalITSArchitectureUpdateSurvey.) Does the incumbent contractor have results of this survey? If so, can the results be provided to all potential offerers?
Answer to Question 8:
The National ITS Architecture Updated Survey was indeed conducted as specified, and the incumbent contractor has the results of the survey. The results of the survey, identical to what the incumbent contractor has in its possession are being made available to ALL potential offerors thru this amendment http://www.its.dot.gov/press/2011/architecture_comments.htm https://www.surveymonkey.com/s/NationalITSArchitectureUpdateSurvey to the Request For Proposals (RFP). The names of the individuals who provided comments during the survey, and whose names are included in the version that the incumbent contractor has, are removed from this posted version to maintain the privacy and confidentiality of those individuals.
Question 9:
It appears from the attached license agreement that Turbo Architecture is licensed for use by Iteris and not the USDOT. What is the mechanism to provide source code and documentation to another team should they win the contract? If another contractor team wins, will current users be required to obtain new licenses from a new contractor in order to continue to use Turbo Architecture?
Answer to Question 9:
FHWA has ownership and title in Turbo Architecture and would have the associated rights that go with
it. The incumbent would be required to provide all source code and documentation to a new contractor during a transition period bridging the current and new National ITS Architecture contracts. It is our belief that current licensees would not be required to obtain new licenses from a new contractor to continue to use Turbo Architecture.
