PART 2
STATEMENT OF WORK
“Development and Production of “Here I Am” Devices for the ITS JPO’s Affiliated Test Beds”
INTRODUCTION
This solicitation is for the development and production of aftermarket devices for use in vehicles for generating “Here I Am” messages to other vehicles and other devices. These devices will support vehicle to vehicle (V2V) and vehicle to infrastructure (V2I) safety communications capabilities within the United States Department of Transportation’s (US DOT’s) affiliated Test Beds.
This group of devices will be used for various purposes in the Intelligent Transportation Systems (ITS) Joint Program Office’s (JPO) Affiliated Test Beds in Virginia, Michigan, and Florida.
Those purposes may include providing Basic Safety Messages from vehicles being used to investigate Vehicle-to-Vehicle safety applications and providing Basic Safety Messages as vehicle situation information to the Core System.
BACKGROUND
The United States Department of Transportation (US DOT) V2V and V2I initiative has the potential to transform travel as we know it. This effort combines leading edge technologies – advanced wireless communications, on-board computer processing, advanced vehicle-sensors, GPS navigation, smart infrastructure, and others, including information wirelessly communicated from other vehicles - to provide the capability for vehicles to identify threats and hazards on the roadway and provide drivers alerts and warnings.
Many V2V and V2I applications need specific situation information from other vehicles to be effective. Some examples of information needed by these applications include: absolute time stamps, vehicle size, and vehicle location expressed in latitude, longitude, and altitude, along with vehicle trajectory. The key information is found in the basic safety message (BSM) defined in Society of Automotive Engineers (SAE) standard, J2735, version 2009-11.
Under the current deployment model for V2V and V2I applications, it is envisioned that a vehicle to vehicle (V2V) model will lead deployments, along with some vehicle to infrastructure (V2I) localized safety applications. In order to allow the first equipped vehicles to have other vehicles to communicate with, as well as to accelerate the timing of benefits, the Government is examining the feasibility of using aftermarket devices, incorporating 5.9 GHz dedicated short range communications (DSRC) and BSM information, as part of an initial deployment strategy.
OBJECTIVE
The objective of this order is to obtain aftermarket devices capable of being carried into a vehicle and generating a BSM using DSRC 5.9 GHz communication technology. An updated version of the design specification for such devices is presented in Appendix A. This design specification contains all the latest information needed to produce a device capable of transmitting message content based on the BSM defined in SAE standard J2735, version 2009-11.
Under this order, the Contractor shall: (1) update their current device and test a 5.9 GHz DSRC-based device compliant with the updated specification, (2) deliver two device units with self-certified test results in accordance with the published acceptance criteria, (3) provide a point of contact for any questions during initial acceptance testing, and then if the initial two samples are accepted, and (4) deliver 18 device units with self-certified test results in accordance with the published acceptance criteria.
DELINEATION OF CONTRACTOR TASKS
In order to meet the objective of this order, the Contractor shall perform the following tasks:
Task 1: Project Management
The Contractor’s Project Manager shall communicate with the Government Technical Point of Contact (TPOC) throughout the duration of the project. The Government TPOC shall schedule and conduct monthly teleconferences with the Contractor’s Project Manager. The Project Manager shall be the point of contact for any questions related to initial acceptance testing during independent product certification.
The Contractor shall provide monthly progress reports to the Government TPOC beginning one month after award. The progress reports shall detail accomplishments to date, planned activities, problems or risks, and recommended actions.
Note: This task is not separately priced.
Task 2: Develop, Test, and Deliver Devices with Documentation
The Contractor shall manufacture two (2) devices compliant with the included specification, certify the devices in accordance with the listed acceptance criteria, develop a manual that includes basic installation and operating instructions, and deliver devices with documentation to the Government TPOC. The device specification and acceptance criteria are provided in Appendix A.
One month from the effective date of award, the Contractor shall deliver the two (2) devices, self-certified test results, installation and operating instructions, and all necessary hardware and cables to facilitate installation. The Government will conduct a limited set of device qualification tests on the submitted devices based on a subset of the device specification and will provide its test results to the individual Contractors, identifying acceptable and unacceptable deficiencies, within 15 days of receipt of the devices.
Task 3: Test, and Deliver Devices with Documentation
The Contractor shall manufacture eighteen (18) devices compliant with specifications with any identified acceptable deficiencies identified in Task 2 and certify the devices are in accordance with the acceptance criteria and any acceptable deficiencies.
Two months from the effective date of award, the Contractor shall deliver eighteen (18) devices, self-certified test results, installation and operating instructions, and all necessary hardware and cables to facilitate installation to the TPOC. The Government will conduct a limited set of device qualification tests on the eighteen (18) submitted devices based on a subset of the device specification and will provide their test results to the individual Contractors identifying deficiencies within 15 days of receipt of the devices.
NOTE: All devices MUST meet the requirements given in Appendix A. Payment will not be made until all devices are inspected, accepted and conform to specifications.
DELIVERABLES
The Contractor shall comply with the following Schedule of Deliverables
