24 M Evaluation Factors for
Award M.3
As it relates to an American Indian and/or Alaskan Native Company/Business bidding this SIR- It is our understanding that a new/newly formed American Indian and/or Alaskan Native Company can utilize the past performance history of another one of their companies past performance, even thou that other entity has a sales volume in excess of the $20.5 million per year, which makes them an “other than small business” for evaluation purposes. How does the FAA view/consider the use of another entity’s past performance history in such a circumstance? Will the FAA consider this a Joint Venture and therefore not consider this a valid proposal?
The FAA will only accept past performance history from the company proposing the offer which includes the prime and subcontractor. Therefore, the new/newly formed American Indian and/or Alaskan Native Company must provide past performance that relates to that newly formed business, demonstrating five years of experience.
