1. Section C.3.9.4 states that “Separate Regional Rates must be provided for other identified national areas.”
However, Attachment J-7 does not identify any additional locations outside of the Washington DC metro area or have an area to enter rates for alternative locations. Does the Government intend to request rates for work outside the Washington DC metro area? If so, what locations? Will they be part of the Total Evaluated Price (TEP)?

Bidders are to propose both contractor site and Government site labor rates.
1. Will the Government provide bidders the contractor site and Government site hours that will be used to calculate labor prices? For example, there are 3,840 hours per year for a Librarian.
2. Will the Government provide bidders guidance on what % of those hours will be multiplied by the contractor site rate and what % will be multiplied by the Government site rate for that category?
J.7.1 provides the historical hours for the proposed labor categories. Labor descriptions provide details of anticipated labor requirements.
13. SIR Section M.6.1, Sub-factor 1.4 addresses the Government’s plan to evaluate bidders’ proposals for awardable sample tasks. The Government asserts that, “key personnel resumes addressed in Sub-factor 1.3 above will be evaluated under this factor. References to key personnel capabilities, resources and experience are appropriate in demonstrating the Offeror’s technical understanding and ability to perform the tasks.”
1. Can the FAA explain what aspects of the Key Personnel will be evaluated as part of Sub-factor
1.4 versus the evaluation criteria described in Sub-factor 1.3?
2. Presuming that the Key Personnel resumes can be included as part of Sub-factor 1.3, will it be sufficient for Offerors to reference (or summarize) the qualification of the key personnel which will be applied to the Task Orders to preserve page count?
