PROJECT INTENT: This project is a retrofit of the existing INET control system - to a Smart Struxure (SBO) solution, manufactured by Schneider Electric. This project consist, but not limited to, the following points of interest:
1. GENERAL CONDITIONS:
a. The project requires a100% INET Controls replacement, no INET hardware, software, etc.. shall remain present upon completion of project. All INET hardware is property of the FAA and shall be turned over to the FAA COR. Each controller shall be carefully removed and “Bubble wrapped” to help preserve the integrity of the hardware.
b. The newly installed Smart Struxure (SBO) system shall be consistent with the hardware shown on these drawings – any deviation must be pre-approved by the FAA COR.
c. The intent of this project is to replace all Controllers, Peripheral devices, Control valves (Isolation & modulation), Damper actuators, etc. EXCEPT, where indicated on drawings.
d. Each system within the drawing has a “Bill of Materials” associated with that system – The BOM represents hardware and devices that are known to be acceptable to the FAA – any deviations must be pre-approved by the FAA COR.
e. Control Transformers may be re-used as per drawings indicate, however, if additional transformers are required, it is the responsibility of this contract to provide a turn key solution, which means transformers, relays and other such control devices/hardware to make the system 100% operational is the responsibility of this contractor.
f. This project includes numerous equipment to be integrated via BacNet into the SBO control system. This wiring is not existing and shall be newly installed as directed by within these drawings.
2. AHU:
a. The control valves are currently 3-way with isolation valves. These valves will be replaced with 2-way ENERGY VALVES (Manufactured by Belimo, see valve schedule for approved valves and details)
b. Temperature sensors for supply and return shall come with ENERGY VALVE assembly
c. The currently installed isolation valves will be removed and not replaced.
d. Controls Contractor to provide complete valve assembly
e. The valves shall be INSTALLED BY MECHANICAL CONTRACTOR, as per detail on document set of drawings and detail on Valve Schedule page of this drawing set.
f. All Pneumatic controlled devices (Fan Vanes) are to remain
g. All Dampers shall be tested for proper operation –The new actuator shall control the damper to its fullest open & closed position - If a damper is found to be faulty, this contractor must report the issue, in writing, to the FAA COR for direction.
h. All existing enclosures shall be re-used and shall house the new Smart Struxure Hardware.
2A. VAV:
a. Each VAV shall have a new Xenta 102ax (Lon) controller installed with new approved LON wiring installed as indicated within this drawing set.
b. Each VAV shall have a new HW Floating control valve – provided by this contractor and INSTALLED BY THE MECHANICAL CONTRACTOR.
c. Each “Radiator” valve shall be replace with a two position control valve – provided by this contractor and INSTALLED BY THE MECHANICAL CONTRACTOR.
3. CRAC (Computer Room Air Conditioning):
a. The AS-B controller shall be mounted in a newly provided enclosure – 1 per room.
b. Each unit shall be integrated as shown on the drawings.
4. CENTRAL PLANT:
a. New Onicon flow meters are to be provided, as indicated on drawings, by this contractor – INSTALLED BY THE MECHANICAL CONTRACTOR
b. Existing Isolation Valves shall be replaced with new Isolation Valves – INSTALLED BY THE MECHANICAL CONTRACTOR
c. Provide new control By-Pass valve in place of the existing manual operated By-Pass valve – new by-pass valve provided by this contractor - INSTALLED BY THE MECHANICAL CONTRACTOR.
d. Self sensing pumps (Chilled water only) are to be integrated as shown on the drawings.
5. SOFTWARE and WORKSTATIONS:
a. There is an existing Enterprise software license for the fuel system that will be used to bring all the systems together – See network drawing for additional license requirements.
b. The 4 new workstations shall be of the latest technology available with a minimum of 24" wide monitors. Each workstation shall be capable of running Workstation Software without any processor or storage issues.
c. All TCP/IP backbone cabling shall be installed by this contractor and as per described within the documents. The drawings refer to this network as “BMS Network”
d. A secure Sonic Wall Router with an air card is required for this project. The air card shall come with 1 year of air time, min 6GB per month of allowable data. This connection will be used for first responder warranty and support for the 1 year period. There needs to be a written option for subsequent years of support via the air card provided to the FAA upon completion.
6. REDUNDANT SYSTEMS
a. Each redundant system shall have a mode to enable any unit to be placed in a “Maintenance” mode. When a unit is placed in this mode, it shall be clearly visible from the graphic pages (Home & system) that a unit has been disabled. In addition, a message shall also be recorded.

1General:
The chilled water control system shall operate three chillers (CH-1 thru CH-3), and two Dry coolers (DC-1 and DC-2) and 3 Primary pumps (C-Pmp278A-C) as a “Variable-Flow” control sequence. All systems are redundant and shall operate as such. Programming shall permit any combination of chillers, dry coolers (Unit and staging) and loop pumps to be selected and utilized.
Chillers and Pumps operate as Lead/Lag/Standby system: The operator shall have the ability to select lead-lag-standby by placing the equipment in numerical order of operation (Staging).
1 = Lead
2 = Lag
3 = Standby
Redundant equipment shall alternate weekly on Tuesdays @09:30am to help ensure equal runtime on all equipment.
In normal mode, at least one Chiller or one Dry Cooler shall be in operation at all times. Chillers only, each chiller is equipped with onboard controls that will control to a given set point provided by the BMS. Dry coolers are staged as described later in this sequence.
Sequence to start any chiller / Dry cooler:
Open the respective isolation valve;
Upon verification that the valve is in open position (Via end switch);
Start the Lead Primary chilled water pump;
Upon verification of water flow for a minimum of 2 minutes (Adj.);
Enable lead chiller / Dry cooler.
Rotation: All routine rotations shall be programmed in a manner as to not interrupt operation. The rotated chiller, dry cooler or pump shall remain in operation until the new lead system is fully operational. Chillers and pumps shall be delayed by a minimum of 15 minutes.
Chiller staging - ADD
Lead chiller shall run until the control system senses the demand can no longer be satisfied by a single chiller. Lag chiller enables when:
Demand > 95% (adj.) for a time period of no less than 20 minutes (Adj.)
Chiller staging – DEDUCT
Lag chiller shall run until the control system senses the demand no longer requires the lag chiller. Lag chiller disables when:
Demand < 40% (adj.) for a time period of no less than 20 minutes (Adj.)
Demand: The chiller integration shall provide the actual chiller demand - If this data point is not available, demand shall be determined by: Measured amps / Full load rating (amps) * 100 = Demand %
Dry coolers:
When switching the system to Dry Cooler operation, the lead dry cooler shall be enabled and started before the Chiller is disabled. The following conditions are to be sensed by the control system before enabling any dry cooler:
a.Outdoor air temperature (OAT) drops below 38 o F (adj.) for more than 30 minutes (adj.)
b.Return water temperature is below 52 o F (adj.)
Staging: 2 stages of fans shall enable/disable on supply water temperature to maintain 45 o F (Adj.).
Stage 1 – ON = 1 o > set point / OFF = 3 o < set point
Stage 2 – ON = 3 o > set point / OFF = 1 o < set point
Dry cooler to chilled water: The system shall switch back to the chilled water system when the control system senses the following conditions:
a.Outdoor air temperature (OAT) rises above 40 o F (adj.) for more than 30 minutes (adj.)
b.Return water temperature rises above 50 o F (adj.) for more than 15 minutes (adj.)
Chiller / Dry cooler minimum flow control (By pass valve operation)
The chillers require a minimum flow of water, the flow rates are determined by the chiller / Dry cooler manufacture. The by-pass valve shall modulate open/close to maintain the minimum flow rate, as sensed by the flow meters at each active chiller / Dry cooler.
The minimum flow rate is determined by the number of active chillers / dry coolers and their respective minimum flow requirements.
Chilled water pumps: The building control system shall enable/disable as required – see chilled water sequence above. These pumps are self-sensing pumps and have onboard controls where the VFD’s maintain system differential pressure as sensed by the onboard controller.
